RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

About measures for forming of the central databases of physical persons and legal entities and implementation of unified information system of identification of users of the Electronic Government system

According to the resolution of the President of the Republic of Uzbekistan of June 27, 2013 "About measures for further development of National information and communication system of the Republic of Uzbekistan", for the purpose of forming of single centralized source of information on physical persons and legal entities, and also ensuring authentic identification of users of the Electronic Government system when rendering the state services and interdepartmental electronic interaction the Cabinet of Ministers decides No. PP-1989:

1. Approve:

Regulations on procedure for forming and maintaining the central databases of physical persons and legal entities of the Electronic Government system according to appendix No. 1;

Regulations on unified information system of identification of users of the Electronic Government system according to appendix No. 2.

2. To the ministry of development of information technologies and communications of the Republic of Uzbekistan:

in two weeks together with the Ministry of Internal Affairs, the State Tax Committee, the State committee according to the statistics and the State center of personalisation under the Cabinet of Ministers of the Republic of Uzbekistan to approve the schedule of forming and maintaining the central databases of physical persons and legal entities of the Electronic Government system (further - the central databases);

in a month to create in structures of the Center of development of the Electronic Government system and the Center of ensuring information security under the Ministry of development of information technologies and communications of the Republic of Uzbekistan of groups on technical support and ensuring information security of the central databases and unified information system of identification of users of the Electronic Government system (further - single system of identification) within the established number of staff;

in two-month time to approve technical requirements to integration of information systems of bodies of the public and economic board, public authorities at places and other organizations with the central databases and single system of identification;

in two-month time to submit for approval in the Republican commission on coordination of implementation of the Comprehensive program of development of National information and communication system of the Republic of Uzbekistan for 2013 - 2020 the actions plan on implementation of single identifiers of physical persons and legal entities in information systems of bodies of the public and economic board, public authorities on places and other organizations and their integration into the central databases.

3. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 3.

4. To the ministries and departments in two-month time to bring the regulatory legal acts into accord with this resolution.

5. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R. S. Azimov.

Regulations on procedure for forming and maintaining the central databases of physical persons and legal entities of the Electronic Government system

I. General provisions

1. This Provision determines procedure for forming, updating, maintaining and use of the central databases of physical persons and legal entities of the Electronic Government system (further - the central databases).

2. The central databases represent the state information resources which are source of information on physical persons and legal entities necessary for rendering the state services and interdepartmental electronic interaction with state bodies and other organizations (further - authorized bodies).

3. The central databases are created and kept for the purpose of providing:

rendering the state services, including electronically;

automation of process and reducing terms of rendering the state services;

storages of information on physical persons and legal entities necessary in case of rendering the state services and interdepartmental electronic interaction;

effective interdepartmental electronic interaction, including due to reducing the transmitted data;

identifications of physical persons and legal entities when rendering the state services;

integration of information systems of authorized bodies into single infrastructure of the Electronic Government system.

4. Forming and maintaining the central databases of physical persons and legal entities of the Electronic Government system is performed according to the scheme according to appendix to this Provision.

II. Forming and updating of the central databases

5. Forming and updating of the central databases are performed by authorized bodies with use of single identifiers of physical persons and legal entities.

6. Single identifiers of physical persons and legal entities are the unique, generated once at the time of their assignment numbers which are not subject to change.

7. The single identifier of physical person is personal identification number of physical person (further - PING FL).

8. The single identifier of the legal entity is identification taxpayer number (further - INN).

9. Authorized bodies on forming and updating of the central database of physical persons are:

1) the Ministry of Internal Affairs of the Republic of Uzbekistan - regarding data:

about the address of the permanent residence;

about registration address in the place of temporary stay;

2) the State Tax Committee of the Republic of Uzbekistan - regarding data on INN;

3) the State center of personalisation under the Cabinet of Ministers of the Republic of Uzbekistan - regarding data:

about PING FL;

about surname, name, middle name on state and in the presence in other languages;

about the field;

about birth date and birth place;

about series, number, the place and date of issue of the passport;

about expiry date of the passport;

about nationality;

about nationality.

10. Authorized bodies on forming and updating of the central database of legal entities are:

1) the State Tax Committee of the Republic of Uzbekistan - regarding data:

about full name;

about the abbreviated name;

about INN;

about number and date of state registration;

about date of liquidation;

about legal address;

about the size of authorized fund;

about the head's INN;

about condition of activities of the legal entity;

about contact telephone number;

about e-mail;
