About measures for optimization of the sizes of the parcels of land provided for maintaining farms

For the purpose of further increase in efficiency of activities of farms, and also ensuring rational use of land and water resources, strengthenings of financial and economic condition of farms the Cabinet of Ministers decides:

1. Take into consideration that according to the decision of the Republican commission on deepening of economic reforms in agricultural industry, the Ministry of agricultural and water economy of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and areas with participation of territorial councils of farmers, heads of farms and broad involvement of the public carry out work on:

inventory counts of the sizes of the parcels of land provided for maintaining farms, to the critical analysis of effective and their rational use;

to studying of financial and economic condition of farms, availability of material and technical resources, manpower and current assets, for implementation of their effective activities, accomplishment of provisions of the lease of the parcel of land and the agreements of contracting signed between farms and procurement organizations, first of all, on realization of agricultural products for the state needs;

further optimization of the sizes of the parcels of land provided for maintaining farms taking into account the level of security of the territories with manpower, density of population, overall performance of farms, meaning their economic and financial performance, availability of the corresponding professionally prepared personnel potential.

2. Approve the Republics of Karakalpakstan developed by the Republican commission on deepening of economic reforms in agricultural industry together with Council of Ministers, khokimiyats of areas and areas considered and approved district and regional by Kengashami of People's Deputies:

summary results of further optimization of the sizes of the parcels of land provided for maintaining farms in the main directions them specialization by the Republic of Karakalpakstan and areas according to appendices No. No. 1,1-1 - 1-5;

JSC Uznefteprodukt, JSC Uzkimyosanoat and other organizations servicing agricultural industry in ten-day term to take measures for renewal of contracts with farms for acquisition of material resources by them and rendering services;

The State Tax Committee of the Republic of Uzbekistan and the State committee of the Republic of Uzbekistan according to the statistics to take measures for exception in accordance with the established procedure of the liquidated farms from the state register of legal entities.

Till December 25, 2015 to report on results of the done work in the Cabinet of Ministers.

4. Establish procedure according to which since January 1, 2016 representation of the parcels of land for maintaining farms and their withdrawal is performed based on the decision district by Kengasha of People's Deputies according to the conclusion of territorial councils of farmer, Dehkan farms and owners of garden plots and the commission on consideration of questions of provision (realization) of the parcels of land.

To provide to the Ministry of Justice, the Ministry of Agriculture of the Republic of Uzbekistan, Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan effective legal protection of legitimate interests of farms, strict observance of established procedure of liquidation and creation of farms.

5. To council of farmer, Dehkan farms and owners of garden plots of Uzbekistan, the Ministry of Agriculture together with the Ministry of development of information technologies and communications of the Republic of Uzbekistan, other interested ministries and departments, and also Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and areas to create the single base of farms including information on the main production and economic indicators of farm in a month.

6. To the ministry of agricultural and water economy, Council of farmers of Uzbekistan, the State committee of the Republic of Uzbekistan on land resources, geodesy, cartography and the state inventory together with the Ministry of Justice to make in the Cabinet of Ministers offers on the changes and amendments in the legislation following from this resolution in a month.

7. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan Sh. M. Mirziyoev.
