About approval of State standard of secondary professional education and the List of specialties of secondary professional education

According to article 8 of the Law of the Republic of Tajikistan "About education" the Government of the Republic of Tajikistan decides:

1) to Approve State standard of secondary professional education and the List of specialties of secondary professional education (are applied).

2) to the Ministry of Education of the Republic of Tajikistan and other ministries and departments having secondary vocational education institutions in the subordination in two-month time to develop and approve actions for realization of State standard of secondary professional education.

Selling expenses of this standard to perform 3) within the means of the government budget provided annually on secondary professional education.

To Declare 4) invalid the order of the Government of the Republic of Tajikistan of August 5, 1999 No. 353 "About approval of the State educational Standard of secondary professional education of the Republic of Tajikistan"

State standard of secondary professional education

1. General provisions

1) the State standard of secondary professional education (further - State standard) establishes obligatory minimum of contents of the appropriate training programs, conditions of their accomplishment, the minimum and maximum amounts of class periods of students, the main requirements to level of training of graduates, terms of training of training programs and supporting regulating documents the corresponding training.

2) the Average professional educations is performed based on the basic of general, average (complete) general, or primary professional education, in average professional educational institutions according to the main professional educational programs installed by State standard and come to the end with final state assessment and issue to the graduate of the document on secondary professional education.

3) Structure of secondary professional education is set various to destination and to normative terms of training of the main professional educational programs of secondary professional education characterizing the level of secondary professional education.

4) the Main professional educational program of secondary professional education is the document (set of documents) determining according to this State standard content of average professional (average special) formations of certain level on specific specialty.

5) the Normative term of training is the term of development of the main and additional professional educational program of secondary professional education in case of the internal, correspondence, evening and remote form of education realized based on the main general, secondary general and primary professional education.

6) the Document on secondary professional education is the document issued by average professional educational institution in confirmation of the fact that its owner successfully finished the main and additional educational program and has the right to continue education the following level or to perform professional activity according to the received qualification in the specialty.

7) the Qualifier of specialties of average professional educations, the systematized list of the specialties (classified by groups of related specialties) training of specialists with secondary professional education. Groups of specialties in the Qualifier it is determined by digital code 2 applied).

8) The specialty of secondary professional education is set of knowledge, the skills acquired as a result of education and providing statement and the solution of the corresponding class of professional tasks, possibility of certain type of professional activity according to prisevayemy qualification.

9) the Qualifier of specialties of secondary professional education, the systematized list of the specialties (classified by groups of related specialties) of training of specialists with secondary professional education.

10) the specific qualifications Appropriated within specialties are established by State standard regarding the state requirements to minimum of content and level of training of release.

2. General requirements to the main professional programs of secondary professional education and condition of their realization

The Main professional educational programs of secondary professional education include 11):

- general humanitarian disciplines;

- natural mathematical disciplines;

- special disciplines;

- work practice;

- educational practice.

12) the Obligatory minimum of content of secondary professional education establishes State standard.

The Main educational program of secondary professional education includes 13) along with obligatory professional disciplines at the choice of the student and elective courses.

3. Structure of secondary professional education, documents on secondary professional education

14) Secondary professional education can be performed at the following levels: after the main general, secondary (complete) general and primary professional education.

15) the Normative term of training is established according to the Law of the Republic of Tajikistan "About education".

16) the Main educational program of secondary professional education comes to the end with the state certification with assignment to the graduate of the corresponding qualification of the expert certified by the document of the state sample with indication of specialty of secondary professional education.

17) Document forms of the state sample about secondary professional education it is determined by republican state body of management of formation of the Republic of Tajikistan, and affirm the Government of the Republic of Tajikistan.

4. General standard rates of academic load of pupils in educational institution of secondary professional education

The Maximum amount of academic load of pupils shall not exceed 18) 54 hours a week, including all types of classroom and out-of-class study.

19) Week load of students of full-time department obligatory studies of the teacher shall not exceed 34 class periods, on evening department no more than 20 hours.

20) In case of extramural studies opportunity to study in volume of at least 160 hours within academic year shall be provided to students.

21) At least two times within complete academic year for students are established vacation lasting 8-11 weeks a year, including during the winter period - at least 2 weeks.

22) the Number of students in educational group in average professional educational institutions at day training is established 24 people, in case of extramural studies of 20 people, for specialties of medical and pharmaceutical education of 15 people, for the sphere of art on special disciplines of 1-2 people;

23) For carrying out studies on foreign language, Russian, for carrying out laboratory works, and also classes in drawing (architectural and art specialties) for accomplishment of the academic year project and in case of inservice training in workshops (on grounds, in farms) the educational group can be divided into subgroups numbering at least 10-12 people.

5. Procedure for development and approval of the state requirements to minimum of content and to level of training of graduates on specific specialties of secondary professional education

24) the State requirements to minimum of content and level of training of graduates on specific specialties of secondary professional education are developed and affirm republican state body of management of formation of the Republic of Tajikistan.

25) the Qualifier of specialties of secondary professional education is established by republican state body of management of formation of the Republic of Tajikistan jointly the relevant ministries and affirms the Government of the Republic of Tajikistan. The qualifier of specialties of secondary professional education is inseparable part of State standard, agrees appendix.

6. The state control on observance of requirements of State standard

26) the State control is determined by republican state body of management of formation of the Republic of Tajikistan together with the ministries by observance of requirements of State standard the average professional organizations having in the structure.

27) In case of non-compliance with requirements of State standard by educational institution of secondary professional education measures, according to the legislation of the Republic of Tajikistan are applied to it.
