1.1. The regulations of Federal Accreditation Service (further - Regulations) establish general rules of the organization of activities of Federal Accreditation Service (further - Federal Accreditation Service, Service) on realization of the powers in the established field of activity, including rules of the internal organization of activities of Federal Accreditation Service as the federal executive body performing functions on forming of single national accreditation system and control of activities of accredited persons.
1.2. 1.3. Federal Accreditation Service is the authorized federal executive body performing functions of national authority of the Russian Federation on accreditation.
1.4. Federal Accreditation Service is under authority of the Ministry of Economic Development of the Russian Federation (further - the Ministry of Economic Development of the Russian Federation).
Federal Accreditation Service has no right to perform in the established field of activity normative legal regulation, except the cases established by the Federal constitutional Laws, the Federal Laws and presidential decrees of the Russian Federation.
1.5. Federal Accreditation Service performs the activities directly and through the territorial authorities in interaction with other federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies, public associations and other organizations.
1.6. Federal Accreditation Service is headed by the head appointed to position and dismissed by the Government of the Russian Federation on representation of the Minister of Economic Development of the Russian Federation (further - the Minister).

1.11. Organizational support of activities of the Head of Federal Accreditation Service is performed by assistants (advisers) to the Head.
Assistants (advisers) to the Head are appointed to position for execution by the Head of the powers.

Powers of the Head, deputy managers and chiefs of managements of central office of Federal Accreditation Service
1.12. The head will organize work of Service and bears the personal responsibility for accomplishment of the functions assigned to Service, and also for realization of state policy in the established field of activity, represents Service in the relations with other public authorities, citizens and the organizations, signs agreements and other documents of civil nature on behalf of Service, and also performs other powers established by the legislation of the Russian Federation.
1.13. Deputy managers of Service represent Service on single questions of spheres of its activities, will organize and coordinate implementation of functions of Service according to the Regulations, distribution of obligations between deputy managers (further - distribution of obligations) and other acts of Federal Accreditation Service, and also orders of the Head.
1.14. According to distribution of obligations deputy managers in case of provision of appropriate authority by it can sign orders of Federal Accreditation Service or other types of acts established by the legislation of the Russian Federation on single questions of the organization of activities of Service, and also based on the powers of attorney issued by the Head to sign agreements and other civil documents on behalf of Service.
1.15. In the order on distribution of obligations are specified:
a) powers of each deputy manager;
b) special powers of the Head;
c) managements of central office of Service, territorial authorities of Service and if necessary the subordinated organizations which coordination and control of activities are exercised by the corresponding deputy manager;
d) the scheme of temporary fulfillment of duties of the Head (deputy managers) for the period of absence in connection with disease, leave or business trip.
