1. Approve the enclosed standard of the state service "State Registration of Pesticides (Agricultural Chemicals)".

2. To provide to department of production and conversion of crop products and phytosanitary safety of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "State Registration of Pesticides (Agricultural Chemicals)"

1. General provisions

1. The state service – "The state registration of pesticides (agricultural chemicals)" (further – the state service).

2. The standard of the state service is developed by the Ministry of Agriculture of the Republic of Kazakhstan (further – the Ministry).

3. The state service appears Committee of the state inspection in agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan (further – the service provider).

Reception of an application and issue of result of rendering the state service are performed through:

office of the service provider;

the web portal of "the electronic government" www.egov.kz, www.elicense.kz (further – the portal).

2. Procedure for rendering the state service

4. The term of rendering the state service since the moment:

1) delivery of document package to the service provider, and also in case of the address on the portal – 22 (twenty two) working days.

The service provider within two working days from the moment of receipt of documents checks completeness of the submitted documents.

In case of factual determination of incompleteness of the submitted documents the service provider within the specified terms gives motivated refusal in further review of the statement;

2) the most allowed time of expectation for delivery of document package – 30 (thirty) minutes;

3) the most allowed time of servicing – 30 (thirty) minutes.

5. Form of rendering the state service: electronic (partially automated) and (or) paper.

6. Result of rendering the state service: the registration certificate on pesticide (agricultural chemical).

7. The state service is rendered on free basis to physical persons and legal entities (further – uslugopoluchatel).

Form of providing result of rendering the state service: electronic.

In case of the address to the service provider behind receipt of the registration certificate on pesticide (agricultural chemical) on paper, the result of rendering the state service is drawn up electronically, unpacked and certified by seal and the signature of the head of the service provider.

In case of the request for receipt of the state service through the portal the result of the state service goes to "personal account" in electronic form, certified by the electronic and digital signature (further – the EDS) the authorized person of the service provider.

8. Working schedule:

1) the service provider - Monday through Friday inclusive, from 9:00 till 18:30 o'clock, with lunch break from 13:00 till 14:30 o'clock, except for days off and holidays, according to the labor law of the Republic of Kazakhstan.

Reception of an application and issue of result of rendering the state service are performed from 9:00 till 17:30 o'clock, with lunch break from 13:00 till 14:30 o'clock.

The state service is rendered in turn, without making an appointment and the accelerated servicing;

2) the portal - round the clock, except for technical breaks in connection with carrying out repairing work (in case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, reception of applications and issue of results of rendering the state service are performed the next working afternoon).

9. The list of the documents necessary for rendering the state service represented by uslugopoluchatel (or his representative) in case of the address:

the request for the state registration of pesticide (agricultural chemical) in form according to appendix 1 to this standard of the state service;

copies of reports on results of registration and production testing of pesticide (agricultural chemical) according to biological and economic efficiency of pesticide (agricultural chemical) in form according to appendix 2 to this standard of the state service;

copies of reports on results of work by determination of content of residual amounts of pesticide (agricultural chemical) in crop products and objects of the environment in form according to appendix 3 to this standard of the state service;

the appraisal report of production testing of pesticide (agricultural chemical) in form according to appendix 4 to this standard of the state service;

the short file on pesticide (agricultural chemical) in form according to appendix 5 to this standard of the state service;
