About measures for further enhancement of activities of children's and youth sports schools

For the purpose of elimination of the allowed shortcomings during creation, placement and functioning of objects of children's sport, development of offers on further increase in level of loading and efficiency of activities of children's and youth sports schools, to enhancement of the organization of management of them, to perspective development and their strengthening of financially technical base, expansion of involvement of children to regular trainings by sport the Cabinet of Ministers decides:

1. Form under the Board of trustees of Fund of development of children's sport of Uzbekistan the Commission on studying of condition and efficiency of use of material and technical resources of children's and youth sports schools in structure according to appendix No. 1.

2. The commissions (Sh. M. Mirziyoev) in two-month time:

with departure to regions of the republic on the basis of selective inspections critically to study efficiency of activities of children's and youth sports schools, having paid special attention on efficiency of use of sporting venues, their load, material and technical resources condition, equipment level with sports equipment and the equipment, methodologies and training evident material, completeness professionally prepared trainer's teachers;

based on the carried-out analysis to prepare specific proposals on further enhancement of the organization of activities of children's and youth sports schools, perspective development, optimum placement and strengthening of material and technical resources of objects of children's sport taking into account the actual load and efficiency of their use.

To report on results of the carried-out work at meeting of the Board of trustees of Fund of development of children's sport of Uzbekistan.

3. Assign to the Ministry of physical culture and sport of the Republic of Uzbekistan the personal responsibility for effective functioning of children's and youth sports schools, ensuring their more complete load with pupils and completeness by material technical base and trainer's teachers, control of quality of educational and training process, carrying out on systematic basis of monitoring of regularity and level of attendance of sports occupations by pupils.

4. Accept the offers of the Ministry of national education, the Ministry of cases of culture and sport, the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan on optimization of the objects of children's sport operating in the republic providing:

liquidation of 280 children's and youth sports schools and specialized Children's and Youth Sports Schools of Olympic Reserve placed in the adapted rooms according to appendix No. 2, with transfer of their property, sports equipment and trainer's personnel on strengthening of material and educational base of the created children's and youth sports schools;

education based on standard children's sports constructions of 225 children's and youth sports schools (CYSS) in system of the Ministry of national education of the Republic of Uzbekistan according to appendix No. 3;

formation of 56 specialized children's and youth sports schools (SCYSS) in system of the Ministry of cases of culture and sport of the Republic of Uzbekistan in four directions - game sports, and track and field athletics, water sports combat sports and gymnastics in the Republic of Karakalpakstan, each area and Tashkent, according to appendix No. 4.

5. Determine that the budgetary funds released as a result of optimization of low effective children's sports schools and reducing number of their workers go in target procedure for further strengthening of material and technical resources, first of all, running repair and equipment of the created children's and youth sports schools according to the address lists approved by the Ministry of national education and the Ministry of cases of culture and sport of the Republic of Uzbekistan in coordination with Fund of development of children's sport under the Ministry of national education of the Republic of Uzbekistan and territorial financial administrations.

6. To the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent to take measures for employment of the released employees of children's and youth sports schools.

7. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan Sh. M. Mirziyoev.
