About approval of the state obligatory standards and standard professional training programs on medical and pharmaceutical specialties

(as amended on 21-02-2020)

According to Item 3 of article 175 of the Code of the Republic of Kazakhstan "About health of the people and health care system" of September 18, 2009 I ORDER:

1. Approve:

1) the State obligatory standard of technical and professional education according to appendix 1 to this order;

2) the State obligatory standard of postsecondary education according to appendix 2 to this order;

3) the State obligatory standard of the higher education according to appendix 3 to this order;

4) the State obligatory standard of postgraduate education according to appendix 4 to this order;

5) the Standard professional training program on technical and professional education on medical and pharmaceutical specialties according to appendix 5 to this order;

6) the Standard professional training program of postsecondary education on medical specialties according to appendix 6 to this order;

7) the Standard professional training program of the higher education on medical and pharmaceutical specialties according to appendix 7 to this order;

8) The standard professional training program of postgraduate education on medical and pharmaceutical specialties according to appendix 8 to this order.

2. To provide to department of science and human resources of the Ministry of health and social development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order the direction it on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of health and social development of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of health and social development of the Republic of Kazakhstan of the data about execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the first vice-Minister of health and social development of the Republic of Kazakhstan Kairbekova of Page Z.

4. This order becomes effective after day of its first official publication.

State obligatory standard of technical and professional education

Chapter 1. General provisions

1. This state obligatory standard of technical and professional education (further - the standard) is developed according to subitem 3 of article 175 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" and article 56 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" and determines requirements to education content, the maximum amount of academic load, to level of training of students and term of training in educational programs of technical and professional education (further - educational programs of TIPO).

This standard is applied by the organizations of education realizing educational programs of TIPO (further - the TIPO organizations), irrespective of patterns of ownership and departmental subordination, and developers of educational programs of TIPO.

2. In this standard the following terms and determinations are applied:

1) the academic period - the period of theoretical training in case of credit technology of training in the form of semester;

2) class period - time of contact work of the student with the teacher of the schedule on all types of studies;

3) evaluation criteria - indicators for decision making on estimation of results of training on compliance to the imposed requirements to competence;

4) basic competence - capability to manage itself and own activities, tendency to self-motivation and self-organization;

5) the basic module - the independent, self-sufficient Section of the educational program or the period of training directed to acquisition studying capability to manage itself and own activities, tendencies to self-motivation and self-organization;

6) qualification - the level of proficiency, readiness to competent accomplishment of certain type of activity by the received profession and specialty;

7) the qualification characteristic - the document determining the generalized requirements to the personality and professional competence of the specialist; model of personal potential of the worker on accomplishment of the certain work requiring professional training;

8) the graduate - person who got education in the organization realizing educational programs of medical and pharmaceutical education.

9) the individual curriculum - the curriculum of the student promoting realization of individual educational requirements at choice of educational trajectory within the mastered educational program of TIPO;

10) the professional module - the independent, self-sufficient Section of the educational program of TIPO or the period of training directed to acquisition studying capability to solve set of professional tasks on the basis of competences;

11) professional competence - capability of the specialist to solve set of professional tasks on the basis of knowledge, skills, and also personal qualities allowing to perform effectively professional activity;

12) the credit - the unified unit of measure of amount of study of studying (teacher);

13) assessment of knowledge and skills of students of programs of medical education - quality evaluation of development by students of educational programs and formation of knowledge, skills according to grade level;

14) the module - the independent, self-sufficient and complete Section of the educational program of TIPO or the period of training;

15) modular training - method of the organization of educational process on the basis of development of modular educational programs of TIPO;

16) obligatory component - the list of subject matters and (or) modules and the corresponding minimum amounts of the credits established by the standard curriculum and studied by the student without fail according to the training program;

17) curriculum model - the form of submission of the curriculum reflecting the main invariant structural components of contents of training programs of technical and professional education;

18) the working training program (syllabus) - the document developed by the organization of technical and professional education for the specific module (discipline) of the working curriculum;

19) the working curriculum - the document developed by the TIPO organization, regulating the list, the sequence and amount of subject matters and (or) modules, control forms;

20) training term - the term of development of the educational program of TIPO for specific form of education (internal);

21) component for choice - the list of subject matters and (or) modules and the corresponding minimum amounts of the credits (or class periods) offered by the TIPO organization in case of credit technology of training, independently chosen by the student in any academic period taking into account their prerekvizit and post-details;

22) the mentor - the skilled nurse who promotes fixing of theoretical knowledge and practical skills studying at clinical base during passing clinical and professional/predegree the practician;

23) the tutor - the specialist performing functions of the mentor of persons with special educational needs, creating conditions for training process individualization (creation of individual curricula and planning of individual educational and professional trajectories), providing level of training of students;

24) the standard curriculum - the document developed on the basis of this standard, regulating amount (labor input) of school hours on modules and (or) cycles (the list of subject matters), professional the practician, other types of educational activities of students, control forms, training terms depending on specialties and qualifications;

25) the standard training program - the document determining content and amount of knowledge, abilities, skills and competences which are subject to development on specific discipline and (or) the module of the standard curriculum;

26) cycle - set of subject matters of one educational orientation;

27) edvayzer - the teacher performing functions of the academic mentor of the student on the corresponding specialty, rendering assistance in the choice of trajectory of training (forming of the individual curriculum) and development of the educational program for credit technology of training during training;

28) the catalog of elective disciplines and (or) modules - the list of disciplines and (or) modules of component for choice containing their short description.

3. The organization of educational process for training with technical and professional education (further - TIPO) is performed on basis:

1) educational programs of TIPO for specialties;

2) educational and program documentation - standard and working training programs and plans, individual training plans, and also complex of educational and methodical maintenance of educational process, developed according to requirements of this standard.

Chapter 2. Requirements to content of technical and professional education with reference point on results of training

4. Content of training at the TIPO level is determined by educational programs of TIPO and is guided by competence-based results of training.

Contents of educational programs of TIPO provide studying:

by training qualified personnel:

1) general education, all-humanitarian, all-professional, special disciplines or studying of the general education and integrated into basic and professional modules all-humanitarian, all-professional, special disciplines;

2) accomplishment of laboratory occupations;

3) passing of inservice training and professional practice;

4) passing of intermediate and final assessment.

in case of training of specialists of average link:

1) general education, all-humanitarian, social and economic, all-professional, special disciplines or studying of the general education and integrated into basic and professional modules all-humanitarian, social and economic, all-professional, special disciplines;

2) accomplishment of laboratory occupations;

3) passing of professional practice;

4) passing of intermediate and final assessment.

5. Educational programs of TIPO include the educational components directed to instilling of national values, forming of patriotism and civic consciousness, development of versatile interests and capabilities of students.

6. Implementation of educational programs of TIPO is provided:

1) availability of library stock of educational literature and educational guidelines manuals, including: electronic educational content (electronic education guidances, audio-and video records), guidelines visual aids and recommendations about modules (disciplines), professional practicians, written and qualification works, independent works of the student;

2) the research and educational personnel having the basic higher, technical and professional, postsecondary education corresponding to profile of the taught discipline and systematically engaged in pedagogical, scientific and methodical activities. Involvement of the qualified specialists from practical health care having the basic higher, technical and professional, postsecondary education corresponding to specialty profile is allowed.

7. Planning and the organization of educational activities are performed on the basis of training programs and plans.

Training programs and plans are subdivided on standard, working and individual.

8. Standard training programs and plans are developed on specific specialties TIPO.

When planning educational process standard curricula are developed on the basis of models of the curriculum of TIPO, the curriculum in case of credit technology of training.

In standard curricula labor input of obligatory component and each type of educational activities (theoretical training, inservice training, professional practice, intermediate and final assessment) is determined by credit technology of training, and the component for choice is specified total quantity of hours.

9. Working curricula are developed by Tipopo's organization to certain profile, specialty and qualifications with indication of form and the term of training at basis of this standard and the standard curriculum, in case of its absence on the basis of models of the curriculum of TIPO, the curriculum in case of credit technology of training.

The working curriculum is developed for the entire period of training and affirms the head of the TIPO organization.

Working curricula and training programs TIPO differ from standard curricula and programs in the following cases:

1) works in the experimental mode;

2) training of specialists of average link, qualified personnel based on professional education;

3) training of specialists according to needs of employers, accounting of specifics of the region and the TIPO organizations.

10. In case of credit technology of training are developed:

1) standard curricula and programs taking into account need of development of several levels or adjacent qualifications;

2) catalog of elective disciplines and (or) modules.

On other qualifications of one specialty of the TIPO organization develop working curricula, using the standard curriculum.

On the basis of working curricula and the catalog of elective disciplines and (or) modules in the specialty the student by means of edvayzer constitutes the individual curriculum.

The individual curriculum joins disciplines and (or) modules of obligatory component and types of educational activities (theoretical training, inservice training, professional practice, intermediate and final assessment, or disciplines and (or) modules of component for choice).

The form, structure, procedure for development and approval of the catalog of elective disciplines and (or) modules, the individual curriculum are determined by the TIPO organization independently.

11. Working training programs are developed on the basis of standard training programs (in case of their availability) or independently on all disciplines and (or) modules of the curriculum and affirm the TIPO organization.

12. In case of development and implementation of working curricula and programs on the basis of standard curricula and programs of the TIPO organization:

1) is entered by additional disciplines (professional modules) upon the demand of employers with preserving total quantity of hours on compulsory education;

2) is chosen by different technologies of training, form, methods of the organization and control of educational process;

3) is chosen by forms, procedure and frequency of carrying out the current control of progress and intermediate certification of students.

13. The sequence of studying and integration of subject matter and (or) the module, distribution of school hours on each of them on rates and semester is made taking into account cross-disciplinary bonds.

When forming the name and content of subject matter and (or) the module succession and reoffsetting of results of training and the credits at the following education level on related qualifications is provided.

14. General education disciplines are determined for training based on the main secondary education according to invariant part of standard curricula of general secondary education.

The list and amount of general education disciplines is determined on the basis of professional orientation of content of education taking into account profile training.

At the discretion of the TIPO organization general education disciplines are integrated into modules.

Classes in "Physical culture" are obligatory and at least 4 hours a week are planned (depending on specialty).

The discipline "Basic military and technological training" is carried out in volume of 100 hours, including 36 hours on educational and field charges. During educational and field charges studying (girls) have medical and sanitary training. The integrated educational program "Basics of life safety" is implemented within training course "Basic military and technological training".

In case of credit technology of training in discretion of the TIPO organizations general education disciplines are integrated into basic and (or) professional modules.

15. The social and economic disciplines including integrated into basic and (or) professional modules are implemented in case of training of specialists of average link with amount of school hours no more than 180 hours.

16. Educational programs of TIPO include along with obligatory disciplines and (or) modules and the disciplines and (or) modules determined by the TIPO organization, optional occupations and consultations.

17. Educational process in the TIPO organizations realizing educational programs of TIPO includes theoretical training in the TIPO organizations, and also the inservice training and professional practice which are carried out in the training, simulyatsionny centers based on the companies (organizations).

Professional practice is subdivided on educational, production, clinical and professional.

Educational practice is performed in laboratories, educational and preclinical offices and the simulyatsionny centers under the leadership of the teacher of special disciplines.

Professional practice is carried out at the companies (organizations) on workplaces corresponding to profile of specialty, provided by employers on the basis of the agreement, and is directed to forming of professional competences.

Clinical practice is carried out in the medical organizations under the leadership of the trained mentor on the workplaces provided by employers on contractual basis and is directed to forming of professional competences.

Employers and educational institutions bear responsibility for the organization of training of mentorship in cooperation to guarantee high-quality clinical training for students and to develop safety and quality of medical care.

Terms and content of professional practice are determined by working training programs and working curricula.

18. Level of the gained knowledge, abilities, skills and competences is provided with different types of control.

In respect of educational process the following forms of quality control of development by students of educational programs of TIPO are reflected:

1) intermediate certification;

2) final assessment.

For the purpose of control of development by students of educational programs of TIPO the TIPO organizations exercise the current control of progress and carry out intermediate certification of students.

The organizations of education are independent in the choice of forms, procedure and frequency of implementation of the current control of progress and carrying out intermediate certification of students.

The final and intermediate assessment based on competence-based approach is carried out at the expense of the school hours allowed for studying of the discipline including integrated into modules - to the terms allotted on intermediate or final assessment.

The number of examinations and examinations is determined proceeding from requirements to the level of knowledge, abilities and competences which need to be had the student.

Intermediate certification for the general education disciplines including integrated into modules provides holding examinations on: to language, literature, history of Kazakhstan, mathematics and choice of the TIPO organization.

On full completion of development of the educational program of TIPO the final assessment is held.

The final assessment of students is provided in standard curricula and programs for completion of each skill level.

Qualification examinations are held on production sites, in the laboratories or the training, simulyatsionny centers equipped with the necessary equipment on each qualification.

When carrying out laboratory and practical training and on special clinical disciplines the list of which is determined by separate all-professional disciplines according to the curriculum, educational groups are divided into subgroups numbering no more than 13 people.

19. The TIPO organization performs educational activities according to the obtained license and throughout the entire period of time of its reality observes the qualification requirements imposed to educational activities, and the list of documents, confirming compliance to them, approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of June 17, 2015 No. 391 (it is registered in the Register of regulatory legal acts at No. 11716).

Chapter 3. Requirements to the maximum amount of academic load of students

20. Requirements to the maximum amount of academic load of students contain week academic load, duration of academic year, obligatory amount of school hours.

21. The maximum amount of academic load of students makes no more than 54 hours a week, including obligatory academic load in case of full-time courses - at least 36 hours a week.

22. The total amount of school hours in case of full-time of theoretical training is determined at the rate of obligatory academic load at least 36 hours a week (at the same time classes in elective courses and (or) modules and consultation do not enter the specified amount).

23. The amount of school hours of compulsory education makes 1440 hours a year.

24. Elective courses and (or) modules are provided during theoretical training in volume of no more than 4 hours a week on 1 educational group. In case of credit technology of training open classrooms join in component at the choice of the student at the discretion of the TIPO organization.

Consultations for students of full-time courses are provided in volume of no more than 100 hours on educational group for each academic year and are planned on disciplines and (or) modules on which intermediate and final assessments, according to individual requirements are provided.

25. The amount of school hours on holding final assessment makes no more than 2 weeks.

26. In case of credit technology of training academic year consists of the academic periods, the periods of intermediate and final certifications, the practician and vacation.

The academic period represents semester lasting at least 15 weeks.

27. In case of credit technology of training the amount of academic load of the student is measured in the hours/credits mastered by it on each subject matter and (or) the module or other types of study.

Chapter 4. Requirements to level of training of students

28. Requirements to level of training of personnel are determined by contents of educational programs TIPO, basic and professional competences according to the education level.

29. Educational programs of TIPO depending on their content and the provided skill level of training of students are directed to acquisition of competences:

1) to conduct activities under the direction of with certain share of independence, to apply the main basic knowledge, to perform practical tasks, to choose conduct on the algorithm set by instructions, to adjust actions in accordance with the terms of working situation;

2) to conduct activities with certain share of independence proceeding from objective, to apply the basic, general education and praktiko-oriented professional knowledge, to solve standard and simple same practical problems, to choose conducts from known on the basis of knowledge and practical experience, to adjust activities taking into account the received results;

3) to conduct management of standard work of others taking into account significant social and ethical aspects, to bear responsibility for own training and training of others, to apply professional (practical and theoretical) knowledge to implementation of activities and practical experience, to solve the standard practical problems of wide range requiring the independent analysis of working situation and its predictable changes, to choose technological ways of implementation of activities, message the current and final control, to carry out assessment and correction of activities.

30. Requirements imposed to the level of readiness of students in the TIPO organizations provide opportunity:

1) assignments of working qualification - by results of final assessment in case of complete development of the educational program of training of qualified personnel, or following the results of intermediate certification in case of passing qualification examination and leaving of the student on the labor market;

2) assignments of qualification of the specialist of average link - by results of final assessment in case of complete development of the educational program of training of specialists of average link.

31. Assessment of professional readiness of graduates of TIPO is carried out by the organization accredited by authorized body on evaluating knowledge and skills of students and professional readiness of graduates of programs of medical education for specialties of training and also according to resulting effects of training and includes two stages:

1) assessment of knowledge;

2) assessment of skills.

Assessment of professional readiness of graduates of TIPO is included into structure of final assessment (state exam).

32. Positive results of final assessment of graduates of programs of technical and professional education grant the right to the certificate of the specialist.

Chapter 5. Requirements to training terms

33. In requirements to terms of training terms of development of educational programs of TIPO are specified.

34. Academic year begins on September 1. Vacation time constitutes 11 weeks a year, including during the winter period - at least 2 weeks.

The term of development of the educational program of TIPO constitutes:

1) based on the main secondary education with receipt of general secondary education - 1 year 10 months; 2 years 10 months, 3 years 10 months;

2) based on general secondary education - 10 months; 1 years 10 months, 2 years 10 months.

State obligatory standard of postsecondary education

Chapter 1. General provisions

1. This state obligatory standard of postsecondary education (further - the standard) is developed according to subitem 3 of article 175 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" and article 56 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" and determines requirements to education content, the maximum amount of academic load, to level of training of students and term of training in educational programs of postsecondary education.

2. In this standard the following terms and determinations are applied:

1) the academic period - the period of theoretical training in case of credit technology of training established independently by the organization of postsecondary education in one of three forms: semester, trimester, quarter;

2) class period - time of contact work of the student with the teacher of the schedule on all types of studies;

3) evaluation criteria - indicators for decision making on estimation of results of training on compliance to the imposed requirements to competence;

4) basic competence - capability to manage itself and own activities, tendency to self-motivation and self-organization;

5) the basic module - the independent, self-sufficient Section of the educational program or the period of training directed to acquisition studying capability to manage itself and own activities, tendencies to self-motivation and self-organization;

6) qualification - the level of proficiency, readiness to competent accomplishment of certain type of activity by the received profession and specialty;

7) the graduate - person who got education in the organization realizing educational programs of medical and pharmaceutical education;

8) the thesis - the independent creative work of students representing generalization of results of development by the student of the educational program of postsecondary education;

9) the individual curriculum - the curriculum of the student promoting realization of individual educational requirements and the academic right of students to the choice of educational way at the fixed grade level including on the accelerated training, within the mastered educational program;

10) the professional module - the independent, self-sufficient Section of the educational program or the period of training directed to acquisition studying capability to solve set of professional tasks on the basis of competences;

11) professional competence - capability of the specialist to solve set of professional tasks on the basis of knowledge, skills, and also personal qualities allowing to perform effectively professional activity;

12) the credit - the unified unit of measure of amount of study of studying (teacher);

13) credit technology of training - training at basis of the choice and independent planning studying the sequence of studying of disciplines and (or) modules with accumulating of the credits;

14) applied bachelor degree - postsecondary education which educational programs are directed to training with qualification award "the applied bachelor";

15) assessment of knowledge and skills of students of programs of medical education - quality evaluation of development by students of educational programs and formation of knowledge, skills according to grade level;

16) the module - the independent, self-sufficient Section of the educational program or the period of training;

17) modular training - method of the organization of educational process on the basis of development of modular educational programs;

18) obligatory component - the list of subject matters and (or) modules and the corresponding minimum amounts of the credits established by the standard curriculum and studied by the student without fail according to the training program;

19) curriculum model - the form of submission of the curriculum reflecting the main invariant structural components of content of postsecondary education;

20) the working training program (syllabus) - the document developed by the organization of education for specific discipline and (or) the module of the working curriculum;

21) the working curriculum - the document developed by the organization of postsecondary education on the basis of the standard curriculum or this standard, regulating the list, the sequence of studying and amount of subject matters and (or) modules, control forms;

22) training term - the term of development of the educational program for specific form of education (internal);

23) the mentor - the skilled nurse who promotes fixing of theoretical knowledge and practical skills studying at clinical base during passing clinical and professional/predegree the practician;

24) component for choice - the list of subject matters and (or) modules and the corresponding minimum amounts of the credits (or class periods) offered by the organization of postsecondary education, independently chosen by the student in any academic period taking into account their prerekvizit and post-details;

25) transcript - the document containing list of the mastered disciplines and (or) modules for the corresponding period of training with indication of the credits and estimates in alphabetic and digital expression;

26) the tutor - the specialist performing functions of the mentor of persons with special educational needs, creating conditions for training process individualization (creation of individual curricula and planning of individual educational and professional trajectories), providing level of training of students;

27) the standard training program - the document determining content and amount of knowledge, abilities, skills and competences which are subject to development on specific discipline and (or) the module of the standard curriculum;

28) the standard curriculum - the document developed on the basis of this standard, regulating amount (labor input) of school hours on modules, professional the practician, other types of educational activities of students, control forms, training terms depending on specialties and qualifications;

29) edvayzer - the teacher performing functions of the academic mentor of the student on the corresponding specialty, rendering assistance in the choice of trajectory of training (forming of the individual curriculum) and development of the educational program of postaverage for credit technology during training;

30) the catalog of elective disciplines and (or) modules - the list of disciplines and (or) modules of component for choice containing their short description.

3. Training with postsecondary education is performed according to this standard, and also with:

1) educational and program documentation - model of the curriculum of this standard, standard and working training programs, and plans, individual training plans;

2) the integrated educational programs of postsecondary education.

Chapter 2. Requirements to content of postsecondary education with reference point on results of training

4. Contents of educational programs of postsecondary education provide studying of the educational programs of technical and professional education integrated into modules with turning on of separate modules or disciplines of educational programs of bachelor degree.

The integrated educational programs of postsecondary education are developed by the organizations of formation of postsecondary education on the basis of combination of the corresponding informative aspects of the educational programs necessary for accomplishment of specific activities and forming of professional competence. Types of the integrated educational programs: cross-disciplinary, inter-level and international.

The educational program of postsecondary education contains:

1) development of basic and professional modules;

2) passing clinical and professional/predegree practician;

3) accomplishment of the thesis;

4) passing of intermediate and final assessment.

Implementation of the educational program of postsecondary education is provided:

1) availability of library stock of educational literature and methodologies, including digital educational resources on modules (disciplines), independent works of the student, theses;

2) the research and educational personnel having the basic higher education corresponding to profile of the taught discipline and which are systematically engaged in pedagogical, scientific and methodical activities. Involvement of the qualified specialists from practical health care having the basic higher education corresponding to specialty profile or postsecondary education with qualification "The applied bachelor of nurse business" is allowed.

5. Educational components of educational programs are directed to instilling of national values, forming of patriotism and civic consciousness, development of versatile interests and capabilities of students.

6. The integrated educational programs of postsecondary education are structured on the basis of competence-based approach using credit and modular technology.

7. Basic and professional modules turn on modules of obligatory component and component for choice.

The list of modules of obligatory component is determined by the standard curriculum.

The list of modules of component is for choice determined by the organization of postsecondary education independently.

The amount of obligatory component of basic and professional modules makes at least 70% of total amount of time allowed for their studying.

The component amount at the choice of basic and professional modules makes no more than 30% and gives the chance:

1) expansions of core activities to which the graduate who mastered the educational program of postsecondary education shall be ready;

2) deepenings of the training of the student determined by content of obligatory component;

3) receipts of the additional competences necessary for providing competitiveness of the graduate according to requests of the regional labor market and possibility of continuation at the following level education on the corresponding specialty.

8. The component for choice considers specifics of social and economic development of the specific region and requirement of the labor market, and also individual interests of the student.

The component is for choice created according to proposals of employers and partners of the organization of postsecondary education, the subject and cyclic commissions.

9. Basic modules include content of all-humanitarian and social and economic disciplines.

10. Professional modules include content of all-professional, special disciplines, clinical and professional/predegree the practician.

11. The organization of educational activities is performed by means of planning of educational process, content of education, the choice of methods of carrying out studies, independent work of students, forms of final control of their educational achievements.

12. Planning and the organization of educational activities are performed on the basis of training programs and plans.

Training programs and plans are subdivided on standard, working and individual.

13. In standard curricula labor input of obligatory component and each type of educational activities is determined (professional practice, intermediate and final assessment, writing of the thesis in the credits and hours, and the component for choice is specified total quantity of the credits and hours).

14. Working curricula are developed by the organization of postsecondary education on each educational group, with indication of form and the term of training at basis of this standard and the standard professional training program of postsecondary education according to appendix 6 to this order.

The working curriculum consists of the schedule of educational process, aggregated data according to the time budget, the explanatory note and the plan grid regulating the list the sequence and amount of subject matters and (or) modules, control forms, distribution of hours (credits) of theoretical training and professional practice on semester.

The working curriculum is developed for the entire period of training and affirms the head of the organization of postsecondary education.

The working curriculum forms basis for calculation of labor input of study of the student and the teacher.

15. In case of development and implementation of working curricula and programs on the basis of standard curricula and programs of the organization of postsecondary education:

1) is chosen by different technologies of training, form, methods of the organization and control of educational process;

2) according to needs of employers change contents of training programs to 50% on basic and professional modules, inservice training and professional practice. Enter additional professional modules upon the demand of employers with preserving total quantity of hours on compulsory education;

3) is chosen by forms, procedure and frequency of carrying out the current control of progress of students and intermediate certification of students.

16. In addition to working curricula the organization of postsecondary education develops the catalog of elective disciplines and (or) modules.

17. On the basis of standard or working curricula and the catalog of elective disciplines and (or) modules in the specialty the student by means of edvayzer constitutes the individual curriculum.

The individual curriculum determines individual educational trajectory of each student.

The individual curriculum joins disciplines and (or) modules of obligatory component and types of educational activities (professional practice, intermediate and final assessment, writing and protection of the thesis, discipline and (or) modules of component for choice).

The individual curriculum with special educational needs is developed for persons taking into account features of their psychophysical development, individual opportunities.

On the basis of working curricula for persons with special educational needs by means of the tutor the individual curriculum is constituted.

18. The form, structure, procedure for development and approval of the catalog of elective disciplines and (or) modules, the individual curriculum are determined by the organization of postsecondary education independently.

19. Working training programs (syllabuses) are developed on all disciplines and (or) modules of the curriculum. At the same time on disciplines and (or) modules of obligatory component their development is performed on the basis of standard training programs in case of their availability.

The form, structure, procedure for development and approval of working training programs (syllabuses) are determined by the organization of postsecondary education independently.

20. Upon completion of each discipline and (or) the module assessment procedure of level of educational achievements in the form of examination is carried out. Assessment of results of accomplishment of all types of inservice training (clinical and predegree the practician) is carried out in the form of appraisal interview (offsetting).

21. Inservice training includes:

1) work/clinical practice;

2) externship.

The list of obligatory places of passing of work (clinical) practice corresponds to the European directives (Directive 2013/55/EU) on recognition of professional qualifications: general and specialized medicine; general and specialized surgery; care of children and pediatrics; obstetrics; mental health and psychiatry; senior care by people and people of senile age and geriatrics; home care.

22. Inservice training is performed in the medical organizations of employers under the leadership of the mentor (mentor) on the workplaces provided by employers on contractual basis and is directed to forming of professional competences.

Terms and content clinical and externships are determined by working curricula and working training programs.

The clinical practice integrated into professional modules is determined by the standard curriculum of this standard.

23. Simulations (educational practice) are performed in offices of special disciplines and the simulyatsionny centers under the leadership of the teacher of special disciplines.

24. On completion of the educational program of postsecondary education the final assessment in the form of protection of theses is held. The amount of school hours on its carrying out makes no more than two weeks.

25. Educational programs of postsecondary education include consultations and optional occupations aimed at providing individual requests of trainees.

26. The organization of postsecondary education performs educational activities according to the obtained license and throughout the entire period of time of its reality observes the qualification requirements imposed to educational activities, and the list of documents, confirming compliance to them, approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of June 17, 2015 No. 391 "About approval of the qualification requirements imposed to educational activities and the list of the documents confirming compliance to them" (it is registered in the Register of regulatory legal acts at No. 11716).

Chapter 3. Requirements to the maximum amount of academic load of students

27. The amount of academic load of the student is measured in the credits mastered by it on each subject matter and (or) the module or other types of study.

Taking into account features of credit technology of training depending on form and technologies of training for separate categories of students development for academic year of smaller or bigger number of the academic credits is allowed.

28. One class period of classroom and out-of-class work, all types of practice, intermediate and final assessment is equal to 50 minutes.

29. When planning amount of study one credit is equal to 30 class periods.

30. Academic year consists of the academic periods, the period of intermediate certification, the practician and vacation. On last year academic year joins the period of final assessment.

31. The academic period represents semester.

32. Duration of inservice training is determined in weeks proceeding from standard time of work of the student within a week, to equal 36 hours (6 hours a day in case of 6-day business week).

33. The main criterion of completeness of training in educational programs of postsecondary education is development by the student of all credits for the entire period of training including all types of educational activities of the student.

34. The quantity of the credits and necessary amount of the educational program of postsecondary education to the students who arrived based on technical and professional, postsecondary or higher education for training in the reduced educational programs with the accelerated training term is determined by the organization of postsecondary education independently taking into account compliance of profile of the previous education level and the achieved results of training.

35. The student according to the reduced educational programs of postsecondary education with the accelerated training term:

1) is created by the individual curriculum depending on the achieved results of training, the mastered prerekvizit at the previous education level which perezachityvatsya surely by the organization of postsecondary education and join in its transcript;

2) has individual terms of training and amount of the educational program which are determined by the organization of postsecondary education independently on the basis of the existing educational program of postsecondary education.

36. The maximum amount of academic load of students, including all types of educational activities, does not exceed 54 class periods a week.

37. The amount of obligatory load of students in case of full-time courses makes at least 36 hours a week.

Chapter 4. Requirements to level of training of students

38. Requirements to level of training of students contain requirements to educational programs of postsecondary education, basic, professional competences and level of training of students in the organizations of postsecondary education.

39. Educational programs of postsecondary education are directed to acquisition of the following competences: conduct independent management and control of processes of labor and educational activity within strategy, policy and the organizations, discussion of problem, reasoning of conclusions and competent operating by information are more whole, to apply broad range of theoretical and practical knowledge in professional area, to carry out the independent information search necessary for the solution of professional tasks, to solve the practical problems assuming variety of methods of the decision and their choice, to apply creative approach (or skills independently to develop and push different, including alternative versions of the solution of professional problems), to conduct the current and final control, to carry out assessment and correction of activities.

40. Level of training of students in the organizations of postsecondary education provides mastering of basic and professional competences.

Basic competences are aimed at the development of social and humanitarian outlook in the context of forming of national consciousness and spiritual upgrade, social responsibility, the organization of work, relations with other people on workplace, and also responsibility for the environment.

Professional competences are determined on the basis of professional standards (in the presence) or functional market research of work, taking into account requirements of employers and social request of society.

41. To the persons which completed training in the educational program of postsecondary education in "Nurse business" and successfully passed final assessment qualification "The applied bachelor of nurse business" is awarded.

42. Assessment of professional readiness of graduates of programs of postsecondary education is carried out by the organization accredited by authorized body on evaluating knowledge and skills of students and professional readiness of graduates of programs of medical education for specialties of training and also according to resulting effects of training and includes two stages:

1) assessment of knowledge;

2) assessment of skills.

Assessment of professional readiness of graduates of programs of postsecondary education is included into structure of final assessment.

43. Positive results of final assessment of graduates of programs of postsecondary education grant the right to the certificate of the specialist.

Chapter 5. Requirements to training terms

44. Requirements to terms of training contain terms of development of educational programs of postsecondary education and is determined by contents of educational programs, results of training and amount of the mastered credits.

Academic year begins on September 1. Vacation time constitutes 11 weeks a year, including during the winter period - at least 2 weeks.

45. The necessary prior education level for persons wishing to master the educational program of postsecondary education in "Nurse business" are provided in appendix to this standard.

The term of training in the educational program of postsecondary education based on general secondary education constitutes 3 years 6 months, based on technical and professional education according to the accelerated training program - 1 year 6 months.

State obligatory standard of the higher education

Chapter 1. General provisions

1. This state obligatory standard of the higher education (further - the standard) is developed according to subitem 3 of article 175 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" and article 56 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" (further - the Law) and determines requirements to content of education with reference point on results of training, to the maximum amount of academic load of students, level of training of students, training term in the organizations of the higher and (or) postgraduate education (further - HIGHER EDUCATION INSTITUTION), irrespective of pattern of ownership.

2. In this standard the following terms and determinations are applied:

1) bachelor degree - the level of the higher education directed to training with award of degree "bachelor" according to the appropriate educational program with obligatory development at least 240 academic credits;

2) qualification - the level of proficiency, readiness to competent accomplishment of certain type of activity by the received profession and specialty;

3) assessment of knowledge (computer testing) - determination of level of the theoretical knowledge studying according to programs of medical education in the computer way;

4) assessment of skills - determination of level of proficiency of the studying programs of medical education in practical skills in the course of their demonstration;

5) descriptors (descriptors (дескрипторс)) - the description of level and amount of knowledge, abilities, skills and competences acquired by the student on completion of studying of the educational program of appropriate level (step) of the higher and postgraduate education, based on results of training, the created competences and the academic credits;

6) dual training - the training form combining training in the organization of education with the obligatory periods of training and practice at the company with provision of workplaces and compensation payment to students in case of equal responsibility of the company, educational institution and the student;

7) the thesis (project) - the final work representing generalization of results of independent studying by the student of urgent problem of the educational program corresponding to profile;

8) the individual curriculum (further - IUP) - the curriculum of the student which is independently created by it for each academic year by means of edvayzer based on the educational program and the catalog of elective disciplines;

9) high school component (further - VK) - the list of subject matters and the corresponding minimum amounts of the academic credits determined by HIGHER EDUCATION INSTITUTION independently for development of the educational program;

10) internship - form of training of students on clinical specialties within basic higher medical education for receipt of the admission to clinical practice;

11) clinical base - the clinic of the organization of education or the organization of health care which is functioning based on the local organizations of health care, having the high level of material and technical resources, performing on the basis of modern methods of organizational and methodical, educational, medical and diagnostic and research work and rendering all types of medical care. The clinical base is integral part of medical education where clinical practice is performed in direct contact with the patient, the student practices in quality of team member under the leadership of the mentor;

12) competences - capability of practical use of knowledge acquired in training process, skills in professional activity;

13) applied bachelor degree - postsecondary education which educational programs are directed to training with qualification award "the applied bachelor";

14) obligatory component - the list of subject matters and the corresponding minimum amounts of the academic credits established by the standard, and studied by students without fail according to the training program;

15) assessment of knowledge and skills studying according to programs of medical education (further - assessment of knowledge and skills) - quality evaluation of assimilation by students of educational programs and level of formation of competences (knowledge and skills), medical services, necessary for rendering;

16) curriculum model - the form of submission of the curriculum reflecting the main invariant structural components of contents of training programs of the higher education;

17) the working curriculum (further - RUP) - the educational document developed by HIGHER EDUCATION INSTITUTION independently on the basis of the educational program and individual curricula of students;

18) component for choice - the list of subject matters and the corresponding minimum amounts of the academic credits offered by HIGHER EDUCATION INSTITUTION, independently chosen by students in any academic period taking into account their prerekvizit and post-details;

19) the mentor - the health worker with years of service at least five years appointed by the head of the medical organization or organization of medical education for, rendering the practical help in professional adaptation of students and graduates of programs of medical education, performing activities on the basis of trinity of education, science and practice;

20) technical and professional education - the education directed to training of skilled workers of personnel and specialists of average link;

21) the standard training program (further - TUPR) - the educational document of discipline of obligatory component of the educational program which determines content, amount, recommended literature according to subitem 5-2) of article 5 of the Law.

Chapter 2. Requirements to content of the higher education with reference point on results of training

3. Contents of programs of bachelor degree consist of disciplines of three cycles - general education disciplines (further - OOD), basic disciplines (further - DB) and the main subjects (further - PD).

Cycle OOD includes disciplines of obligatory component (further - OK), high school component (further - VK) and (or) component at the choice (further - KV). Cycles DB and PD include disciplines of BK and Quarter.

4. VK and KV are determined by HIGHER EDUCATION INSTITUTION independently and consider requirements of the labor market, expectation of employers and individual interests of the student.

5. The amount of cycle OOD makes no more than 23% of the total amount of the educational program of bachelor degree or 56 academic credits.

The amount of cycle OOD makes no more than 18% of the total amount of the educational program of bachelor degree with internship of 56 academic credits.

From them 51 academic the credit it is taken away on disciplines of obligatory component: Modern history of Kazakhstan, Philosophy, the Kazakh (Russian) language, the Foreign language, Information and communication technologies (in English), Physical culture, the Module of socio-political knowledge (political science, sociology, cultural science, psychology).

At the same time students pass the state examination in discipline "Modern history of Kazakhstan" on its completion, in the same academic period.

The disciplines of obligatory component of cycle OOD directed to forming of world, civic and moral outlook of future specialist, competitive on the basis of ownership of information and communication technologies, building of programs of communication in the state, Russian and foreign languages, orientation to healthy lifestyle, self-improvement and professional success:

1) create system of the general powers providing welfare development of the identity of future specialist on the basis of formation of its world outlook, civil and moral line items;

2) is developed by capabilities to interpersonal social and professional communication in the state, Russian and foreign languages;

3) promote development of information literacy through mastering and use of modern information and communication technologies in all spheres of the life and activities;

4) is created by skills of self-development and education during all life;

5) create the personality capable to mobility in the modern world, to critical thinking and physical self-improvement.

6. On completion of studying of obligatory disciplines of cycle OOD the student will be capable:

1) to estimate surrounding reality on the basis of the world outlooks created by knowledge of fundamentals of philosophy which provide scientific judgment and studying of the natural and social world with methods of scientific and philosophical knowledge;

2) to interpret content and specific features of mythological, religious and scientific outlook;

3) to reason for own assessment to all events in social and production spheres;

4) to show civic stand on the basis of deep understanding and the scientific analysis of the main stages, patterns and originality of historical development of Kazakhstan;

5) to use methods and acceptances of the historical description for the analysis of causes and effects of events of modern history of Kazakhstan;

6) to give assessment to situations in different spheres of interpersonal, social and professional communication taking into account basic knowledge of sociology, political science, culturologists and psychology;

7) to synthesize knowledge of these sciences as modern product of integrative processes;

8) to use scientific methods and acceptances of research of specific science, and also all socio-political cluster;

9) to develop own moral and civic stand;

10) to operate with public, business, cultural, legal and ethical standards of the Kazakhstan society;

11) to show personal and professional competitiveness;

20) to build personal educational trajectory during all life for self-development and career development, to be guided by healthy lifestyle for ensuring full social and professional activity by means of methods and means of physical culture.

7. Disciplines of KV of cycle OOD make at least 5 academic credits which are directed to forming at the studying competences and skills of medicine, health and safety, leaderships, susceptibilities of innovations.

8. HIGHER EDUCATION INSTITUTIONS develop the integrated programs for disciplines of cycle OOD having cross-disciplinary nature.

9. Cycle DB includes studying of subject matters and passing of professional practice and constitutes at least 47% of the total amount of the educational program of bachelor degree of medical and pharmaceutical education or at least 112 academic credits.

Cycle DB includes studying of subject matters and passing of professional practice and constitutes at least 30% of the total amount of the educational program of bakalavrit with internship.

10. Cycle PD the practician which amount makes at least 25% of the total amount of the educational program of bachelor degree of medical and pharmaceutical education or at least 60 academic credits includes subject matters and types professional.

Cycle PD the practician which amount makes at least 47% of the total amount of the educational program of bachelor degree with internship includes subject matters and types professional.

11. Programs of disciplines and modules of cycles DB and PD have the cross-disciplinary and multidisciplinary nature providing training on joint of number of knowledge domains.

12. The final assessment constitutes 12 academic credits or no more than 5% of the total amount of the educational program of bachelor degree and is held in the form of writing and protection of the thesis and/or preparation and passing complex examination.

The final assessment constitutes no more than 5% of the total amount of the educational program of bakalavrit with internship and is held in the form of preparation and passing complex qualification examination.

Students according to the reduced educational program "Nurse business" (with the term of training of 10 months) hand over final assessment in the form of complex examination.

13. The final assessment is held according to resulting effects of training and includes two stages according to Rules of assessment of knowledge and skills of students of programs of medical education approved by the order of the Minister of Health of the Republic of Kazakhstan of April 23, 2019 No. KR DSM-46 (it is registered in the Register of regulatory legal acts at No. 18577):

1) assessment of knowledge (computer testing);

2) assessment of skills.

14. The purpose of final assessment is assessment of professional readiness of graduates on completion of studying of the educational program of bachelor degree and internship. Positive results of final assessment of graduates on programs of medical education form the basis of filing of application for issue of the certificate of the specialist.

15. Additional types of training include the military preparation and other types of educational activities determined by the student independently.

16. Military preparation is provided within the state educational order or on paid basis.

17. The HIGHER EDUCATION INSTITUTIONS implementing programs of trilingual education perform planning and the organization of educational activities in three languages: training language, second and English languages.

At the same time it is provided to teach 50% of subject matters in training language (state or Russian), 20% of subject matters - in the second language (Russian or state respectively) and 30% of subject matters in English.

18. HIGHER EDUCATION INSTITUTIONS perform planning and the organization of educational activities on the basis of combination of theoretical training to practical preparation within the concept of dual training and are directed to development and fixing of knowledge gained in training process, acquisition of practical skills and mastering professional competences.

19. The amount of skills training (on clinical bases) on the basic and main subjects according to educational programs "Nurse business" makes at least 40% of the total amount of hours of the educational program and is carried out under the leadership of mentors.

20. HIGHER EDUCATION INSTITUTIONS independently develop the educational programs according to requirements of this standard reflecting results of training based on which curricula (working curricula, individual curricula of students) and working training programs on disciplines are developed (syllabuses).

21. Training is performed based on general education training programs of general secondary education, technical and professional education, postsecondary education.

22. The quantity of the academic credits and necessary amount of the educational program the student who arrived based on the program technical and professional either programs of postaverage, or the program of the higher education or based on the program of general secondary education for training in the reduced educational programs of the higher education with the accelerated term of training is determined by HIGHER EDUCATION INSTITUTION independently taking into account recognition of earlier achieved results of training of formal education. According to the accelerated programs training using remote educational technologies is allowed.

23. Based on educational programs of technical and professional education, postsecondary education on "entrance" in case of coincidence of profile of the educational program of the higher education to the educational program of technical and professional education or postsecondary education results of training of the previous level of formal education are recognized automatically and the term of training is reduced.

In case of discrepancy of profile of the educational program training is performed at full scale bachelor degree of medical and pharmaceutical education.

In case of compliance of results of training as prerekvizit separate disciplines of the previous level of formal education, and also results of training of informal formation of appropriate level perezachityvatsya.

24. Planning of content of education, method of the organization and carrying out educational process is performed by HIGHER EDUCATION INSTITUTION independently on the basis of credit technology of training.

Chapter 3. Requirements to the maximum amount of academic load of students

25. The academic load is measured by time required to the student for studying of subject matter, the module or all educational program and necessary for achievement the established results of training in the educational program.

26. The academic load includes all educational activities of the student - lectures, seminars, practical and laboratory work, professional practice on clinical bases under the leadership of the mentor, the thesis (project), independent work, including under the leadership of the teacher.

27. In case of determination of academic load of the student it is necessary to consider that academic year consists of the academic periods which forms (semester - 15 weeks, trimester - 10 weeks, quarter - 7-8 weeks) are determined by HIGHER EDUCATION INSTITUTION independently, the periods of intermediate certification, the practician, vacation, the period of final assessment (on final year).

28. The total academic load of one academic year corresponds to 60 academic credits or 1800 class periods. As a rule, during one semester the student masters 30 academic credits.

29. One academic credit is equal to 30 class periods.

30. The academic load specified in Items 28, of 29, of this standard represents typical academic load. Development by the student for semester of smaller or bigger number of the academic credits is allowed. For separate categories of students, depending on form and technologies of training, the actual time of achievement of results of training can differ and is calculated HIGHER EDUCATION INSTITUTION independently.

Development of discipline within several academic periods is allowed.

31. The HIGHER EDUCATION INSTITUTION performs educational activities according to the obtained license and throughout the entire period of time of its reality observes the qualification requirements imposed to educational activities, and the list of documents, confirming compliance to them, approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of June 17, 2015 No. 391 "About approval of the qualification requirements imposed to educational activities and the list of the documents confirming compliance to them" (it is registered in the Register of regulatory legal acts at No. 11716).

Chapter 4. Requirements to level of training of students

32. Requirements to level of training of students are determined on the basis of the Dublin descriptors of the first level of the higher education (bachelor degree) and reflect basic and professional competences at the level of the higher medical education, and also include subcompetences which are described in the form of results of training. Basic and professional competences at the level of the higher education also include subcompetences which are described in the form of results of training.

Results of training are created both at the level of all educational program, and at the level of separate modules or subject matter.

33. Descriptors reflect the results of training characterizing capabilities of students:

1) shows the advanced professional and scientific knowledge of basic category of complexity in the field of public health care;

2) it is capable to acquire new knowledge of applied nature of the respective professional area for ensuring public health care;

3) understands problems of basic category of complexity in the field of public health care;

4) analyzes the available and collected professional information of basic category of complexity. Determines sources of information necessary for development of this or that field of health care;

5) proves the purposes and the choice of methods and means of their achievement for the purpose of development of this or that field of health care;

6) gives information, problems and decisions for effective implementation of professional tasks to health workers, nonspecialists and the population;

7) it is capable to apply modern information and communication technologies in the field of the professional activity;

8) uses knowledge, skills for professional and personal training and development.

34. To the persons which completed training in the educational program of bachelor degree and successfully passed final assessment degree "the bachelor of health care" according to the appropriate educational program with indication of code and the name of the educational program is awarded and the diploma about the higher education with appendix (transcript) free of charge is issued.

To the persons which completed training in the educational program of bachelor degree with internship and successfully passed final assessment degree "the bachelor of health care" according to the educational program with indication of code and the name of the educational program is awarded (training term: 5 years) are also appropriated qualification "doctor" (training term: 1 year) the diploma of the state sample with appendix (transcript) free of charge is also issued.

35. The HIGHER EDUCATION INSTITUTION in addition issues to the graduate the all-European appendix to the diploma (Diploma Supplement (the diploma saplement)) is free.

Chapter 5. Requirements to training term

36. The term of training is determined by amount of the mastered academic credits. In case of development of the established amount of the academic credits and achievement of the expected results of training for receipt of degree of the bachelor the educational program is considered completely mastered.

37. Taking into account specifics of educational programs of the higher education the main criterion of completeness of training of the higher education is development by the student for the entire period of training, including all types of educational activities:

1) according to educational programs "Nurse business", "Public health care" - at least 240 academic credits;

2) according to the educational program "Pharmacy" - at least 300 academic credits;

3) according to educational programs "General medicine", "Pediatrics", "Stomatology" - at least 360 academic credits, from them the program of bachelor degree - at least 300 academic credits, internships - at least 60 academic credits.

38. Requirements to the prior education level of persons wishing to master the educational program of bachelor degree are provided in appendix to this standard.

State obligatory standard of postgraduate education

Chapter 1. General provisions

1. This state obligatory standard postgraduate obrazovaiya (further - the standard) is developed according to subitem 3 of article 175 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" and article 56 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" (further - the Law) and determines requirements to content of education with reference point on results of training, to the maximum amount of academic load of students, level of training of students and term of training in the organizations of the higher and (or) postgraduate education, the scientific organizations for the main profile of activities and the directions of training (further - the Organization), irrespective of pattern of ownership and departmental subordination.

2. In this standard the following terms and determinations are applied:

1) the academic credit - the unified unit of measure of amount scientific and (or) study (loading) of the student and (or) the teacher;

2) profile magistracy - postgraduate education which educational programs are directed to preparation of the managerial personnel for health care having profound professional training;

3) the doctor on profile - the degree awarded to the persons who mastered the program of doctoral studies for the respective sphere of professional activity and defended the dissertation in the Republic of Kazakhstan or beyond its limits, recognized according to the procedure, established by the legislation of the Republic of Kazakhstan;

4) qualification - the level of proficiency, readiness to competent accomplishment of certain type of activity by the received profession and specialty;

5) qualification assignment - the procedure of confirmation of set of the individual capabilities, professional knowledge, skills necessary for performance of work within the corresponding type of professional activity;

6) descriptors (descriptors (descriptor) - the description of level and amount of the knowledge, abilities, skills and competences acquired by students on completion of studying of the educational program of appropriate level (step) of the higher and postgraduate education, which are based on results of training, the created competences and the academic credits;

7) the doctoral candidate - person studying in doctoral studies;

8) doctoral studies - postgraduate education which educational programs are directed to training for scientific, pedagogical and (or) professional activity, with award of degree of the doctor of philosophy (PhD) (the doctor on profile) with obligatory development at least 180 academic credits;

9) the doctoral dissertation - the scientific work of the doctoral candidate representing independent research in which theoretical provisions which set can be qualified as new scientific achievement are developed or the scientific problem is solved, or evidence-based technical, economic or technology solutions which implementation makes the significant contribution to development of national economy are stated;

10) the individual curriculum (further - IUP) - the curriculum of the student which is independently created by it for each academic year by means of edvayzer based on the educational program and the catalog of elective disciplines;

11) high school component (further - VK) - the list of subject matters and the corresponding minimum amounts of the academic credits determined by HIGHER EDUCATION INSTITUTION independently for development of the educational program;

12) professional competences - capability of the specialist to solve set of professional tasks on the basis of knowledge, skills, and also personal qualities allowing to perform effectively professional activity;

13) clinical bases - clinical divisions (clinics) of the organizations of medical education, and also the organizations of health care providing the corresponding conditions for preparation of medical and pharmaceutical personnel under contracts with the organizations of medical education;

14) the clinical mentor - the health worker with years of service at least five years appointed by the head of the medical organization or organization of medical education for forming of practical skills of listeners of residency within professional competences;

15) competences - capability of practical use of knowledge acquired in training process, skills in professional activity;

16) the master - the degree awarded to persons who mastered educational programs of magistracy;

17) the undergraduate - person studying in magistracy;

18) magistracy - the level of postgraduate education directed to training with award of degree "master" according to the appropriate educational program with obligatory development at least 60-120 academic credits;

19) the master thesis - the final work of the undergraduate of scientific and pedagogical magistracy representing the independent scientific research containing theoretical and/or practical developments of urgent problem in the field of the chosen educational program, based on modern theoretical, methodical and technological achievements of science and technology;

20) the master project - the final work of the undergraduate of profile magistracy representing the independent research containing the theoretical and (or) experimental results allowing to solve applied problem of urgent problem of the chosen educational program;

21) specialty - complex acquired by the purposeful preparation and work experience, knowledge, skills necessary for certain type of activity, confirmed by the relevant documents on education;

22) assessment of knowledge and skills of students of programs of medical education (further - assessment of knowledge and skills) - quality evaluation of assimilation by students of educational programs and level of formation of competences (knowledge and skills), medical services, necessary for rendering;

23) obligatory component - the list of subject matters and the corresponding minimum amounts of the academic credits established by the state obligatory standards of education, and studied by students without fail according to the educational program;

24) the MVA program - the program for preparation of the managerial personnel owning modern knowledge and skills in the field of business capable to manage processes and personnel assets, to create the strategy of the company, to be able to determine strategic and operational tasks and to try to obtain their achievement using scientific tools;

25) the working curriculum (further - RUPL) - the educational document developed by the organization independently on the basis of the educational program and individual curricula of listeners of residency;

26) results of training - the amount of knowledge, abilities, the skills acquired, shown to students on development of the educational program confirmed with assessment and the created values and the relations;

27) post-details - disciplines for which studying knowledge, skills acquired upon completion of studying of this discipline is required;

28) prerekvizita - the disciplines containing knowledge, skills necessary for development of the studied discipline;

29) residency - form of receipt of postgraduate profound medical education on clinical specialties;

30) base of residency - the clinic of the organization of the higher and (or) postgraduate education or the organization of health care which acquired the right to program implementation of residency or its part in the procedure established by the Minister of Health;

31) the listener of residency - the specialist mastering educational programs of postgraduate profound medical education for clinical specialties;

32) the individual curriculum of the listener of residency (further - IUP) - the curriculum of the listener of residency which is independently created by it for each academic year by means of the head based on the educational program of residency;

33) the educational program of residency - the single complex of the main characteristics of education including the purposes, results and content of training, the organization of educational process, methods and methods of their realization, criteria for evaluation of results of training;

34) component at the choice (further - KV) - the list of subject matters and the corresponding minimum amounts of the academic credits determined by the organization independently for development of the educational program;

35) the standard curriculum (further - TUPL) - the educational document regulating structure and amount of the educational program, with indication of the minimum amount of the credits of disciplines of obligatory component and component for choice, intermediate and final assessment, approved by authorized body in the field of health care;

36) the doctor of philosophy (PhD) - the degree awarded to the persons who mastered the program of doctoral studies for the scientific and pedagogical direction and defended the dissertation in the Republic of Kazakhstan or beyond its limits, recognized according to the procedure, established by the legislation of the Republic of Kazakhstan;

37) the Master of Business Administration - the degree awarded to persons who mastered the MVA program.

Chapter 2. Requirements to contents of educational programs of residency with reference point on results of training

3. The purpose of residency is ensuring preparation of the qualified, competitive personnel meeting modern quality requirements of doctors of specialists for independent work on this or that specialty.

4. Requirements to level of training of listeners of residency are determined on the basis of the results of training characterizing capabilities of students:

1) patient's kuration: it is capable to formulate the clinical diagnosis, to appoint the plan of treatment and to estimate its efficiency on the basis of evidential practice at all levels of delivery of health care;

2) communication and collaboration: it is capable to interact effectively with the patient, its environment, specialists of health care for the purpose of achievement of the best results for the patient;

3) safety and quality: it is capable to estimate risks and to use the most effective methods for ensuring high level of safety and quality of medical care;

4) public health care: it is capable to be effective within the legal and organizational framework of health care system of the Republic of Kazakhstan on the specialty, to give basic help in emergency situations, to work as a part of interprofessional teams for implementation of policy of strengthening of health of the nation;

5) researches: it is capable to formulate adequate research questions, to critically estimate professional literature, to effectively use the international databases in the daily activities, to participate in work of research team;

6) training and development: it is capable to study independently and to train other members of professional team, to participate actively in discussions, conferences and other forms of continuous professional development.

Results of training are formulated both at the level of all educational program of residency, and at the level of separate modules or subject matter.

5. The organization independently develops the educational programs according to requirements of the standard and standard curricula for specialties of residency reflecting results of training based on which curricula (working curricula, individual curricula of listeners of residency) and working training programs on disciplines/modules are developed (syllabuses).

6. The educational program of residency guarantees integration of practice and the theory, includes content, the sequence of preparation and responsibility of the listener of residency with determination of the purposes and results of training based on task performance and delivery of health care to the population.

Integration of preparation and provision of medical services implies, on the one hand, rendering due medical care by listeners of residency, on the other hand - the fact that educational opportunities are pledged in office functions.

Preparation is based on practice with involvement of listeners of residency to personal participation in provision of services and responsibility for activities after assistance to patients in the medical organizations recognized by bases of residency.

7. The organization provides the sufficient material and technical resources for teachers and listeners of residency allowing to provide adequate accomplishment of the educational program. The organization provides effective use of clinical bases, personnel, educational, information resources for the purpose of training of doctors of specialists, paying due attention, to functions of medical attendance, involving in all types of medical activities - including watches - within the corresponding preparation, according to the standard schedule of working hours. Conditions of provision of medical services and responsibility of listeners of residency shall be determined and brought to the attention all parties.

8. Accreditation of clinical bases of residency is performed by the Organization on the basis of assessment of activities of the medical organization on compliance to the standards and criteria developed by authorized body in the field of health care.

9. The organization performs educational activities according to the obtained license and throughout the entire period of time of its reality observes the qualification requirements imposed to educational activities, and the list of documents, confirming compliance to them, approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of June 17, 2015 No. 391 (it is registered in the Register of regulatory legal acts at No. 11716).

10. The listener of residency works under the supervision of the clinical mentor at bases of residency during discipline/module cycle with regular assessment and feedback. Upon completion of discipline/module cycle the student is certified according to the procedure, established by the Organization. The mentor is appointed from among the qualified specialists of practical health care working at the bases of residency having the first or highest qualification category (years of service on the corresponding specialty at least 5 years). Regulations of work and procedure for fixing of the mentor are determined by base of residency independently in coordination with the Organization.

11. Annually upon completion of academic year the listener of residency undergoes certification regarding accomplishment of the individual work plan and mastering of stage competences. The procedure of carrying out annual certification of the listener of residency is determined by the Organization independently.

12. The listener of residency who completed the training program is allowed to the Final assessment. The purpose of final assessment is assessment of results of training and the competences reached on completion of the program of residency.

13. The final assessment is held according to resulting effects of training and includes two stages according to Rules of assessment of knowledge and skills of students of programs of medical education approved by the order of the Minister of Health of the Republic of Kazakhstan of April 23, 2019 No. KR DSM-46 (it is registered in the Register of regulatory legal acts at No. 18577):

1) assessment of knowledge (computer testing);

2) assessment of skills.

The purpose of final assessment is assessment of professional readiness of graduates on completion of studying of the educational program of residency. Positive results of assessment of knowledge and skills of students on programs of medical education form the basis for issue of the certificate of the specialist.

14. Forms of holding final assessment are determined by authorized body according to the subitem 125) of Item 1 of article 7 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system".

15. For holding final assessment the qualification commission on specialties of residency is created. The qualification commission includes at least five members. The structure of final certifying commission according to programs of medical education includes representatives of the organizations performing assessment of knowledge and skills of the students accredited by authorized body in the field of health care.

16. Training time in residency is set off in length of service of the specialist doctor.

17. In residency persons having the diploma about the higher medical education (6 years) or basic medical education are accepted (5+1), the document on the termination of internship with qualification assignment "Doctor".

18. Person studying in residency for the purpose of receipt of professional qualification masters the educational program in full, according to the standard curriculum of specialty.

19. Person studying in residency for the purpose of change of professional qualification masters the program according to the standard plan of specialty. The organization independently develops the reduced educational programs taking into account recognition of earlier achieved results of training of formal education.

Chapter 3. Requirements to amount of academic load of the listener of residency

20. The total academic load of one academic year corresponds to at least 70 academic credits (2100 class periods) in one academic year. One academic credit is equal to 30 class periods. In academic year one academic period which is coming to an end with intermediate certification is provided (or final assessment on final year). Vacation is provided to students once within academic year which general duration constitutes at least 5 weeks, except for final year.

21. Preparation in residency includes classroom work, independent clinical work under the leadership of the clinical mentor and actually independent work of the student (further - SRO). The amount of classroom work makes 10% of amount of each discipline, independent clinical work under the leadership of the clinical mentor - 75%, SRO - 15%.

22. The academic load specified in Item 21 of this standard represents the minimum academic load of the listener of residency. Development by the listener of residency for semester of bigger number of the academic credits is allowed. For separate categories of listeners of residency, depending on form and technologies of training, the actual time of achievement of results of training differs and calculated the Organization independently.

Development of discipline within several academic periods is allowed.

Chapter 4. Requirements to level of training of the listener of residency

23. Requirements to level of training of the listener of residency are determined by requirements of the professional standard and the educational program of residency. Results of training are formulated both at the level of all educational program of residency, and at the level of separate modules or subject matter.

24. Preparation in residency includes practical work in the conditions of clinic through acquisition of the corresponding clinical/practical experience on bases of residency corresponding to levels of delivery of health care on the chosen specialty.

25. Qualification "doctor" on the corresponding specialty of residency is appropriated to the persons which completed training in the educational program of residency and successfully passed final assessment and the certificate on the termination of residency free of charge is granted.

26. The certificate on the termination of residency is granted by the Organization, the chairman of the qualification commission, the head of the Organization or person authorized by it signs it.

Chapter 5. Requirements to training terms in residency

27. Training term in residency is determined by amount of the mastered academic credits. In case of development of the established amount of the academic credits and achievement of the expected results of training for qualification assignment the doctor on the corresponding specialty of residency the educational program of residency is considered completely mastered.

28. Training duration in residency from 2 to 4 years.

Chapter 6. Requirements to contents of educational programs of magistracy with reference point on results of training

29. Contents of the educational program of magistracy consist from:

1) theoretical training, the including studying of cycles of the basic and main subjects;

2) practical training of undergraduates: different types practician, scientific or professional training;

3) research work, including accomplishment of the master thesis for scientific and pedagogical magistracy and experimental and research work, including accomplishment of the master project for profile magistracy;

4) final assessment.

30. Cycles basic (further - DB) and profiling (further - PD) disciplines include disciplines of high school component (further - VK) and component at the choice (further - KV).

31. The list of disciplines of high school component and component is for choice determined by HIGHER EDUCATION INSTITUTION independently. At the same time requirements of the labor market, expectation of employers, requirements and interests of undergraduates are considered.

High school component of cycle DB of all educational programs of magistracy of the scientific and pedagogical direction "History and philosophy of science", "(Professional) Foreign language", "Pedagogics of the higher school", "Psychology of management", for the profile direction - discipline "Management", "Psychology of management", "(Professional) Foreign language" includes disciplines.

HIGHER EDUCATION INSTITUTIONS develop the integrated programs for disciplines of VK of cycle DB having cross-disciplinary nature.

32. In magistracy of the scientific and pedagogical direction the amount of cycle DB makes 29% of the total amount of the educational program of magistracy or 35 academic credits. From them 57% or 20 academic credits are taken away on VK.

33. In magistracy of the profile direction the amount of cycle DB makes 17% of the total amount of the educational program of magistracy or 10 academic credits (with training term 1 year) and 15 academic credits (with the term of training of 1,5 of year). From them the amount of disciplines of VK makes 60% or 6 academic credits (with training term 1 year) and 40% or 6 academic credits (with the term of training of 1,5 of year).

34. In magistracy of the scientific and pedagogical direction the amount of cycle PD makes 41%, or 49 academic credits of the total amount of the educational program of magistracy.

35. In magistracy of the profile direction the amount of cycle PD makes 42%, or 25 academic credits (with training term 1 year) and 40%, or 45 academic credits (with the term of training of 1,5 of year) from the total amount of the educational program of magistracy which share between VK and KV at the discretion of HIGHER EDUCATION INSTITUTION.

36. Programs of disciplines and modules, as a rule, have the cross-disciplinary and multidisciplinary nature providing training on joint of number of knowledge domains.

37. The HIGHER EDUCATION INSTITUTION performs educational activities according to the obtained license and throughout the entire period of time of its reality observes the qualification requirements imposed to educational activities, and the list of documents, confirming compliance to them, approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of June 17, 2015 No. 391 "About approval of the qualification requirements imposed to educational activities and the list of the documents confirming compliance to them" (it is registered in the Register of regulatory legal acts at No. 11716).

38. Planning of content of education, method of the organization and carrying out educational process is performed by HIGHER EDUCATION INSTITUTION and the scientific organization independently on the basis of credit technology of training.

39. The magistracy in the scientific and pedagogical direction realizes educational programs of postgraduate education for preparation scientific and research and educational personnel for HIGHER EDUCATION INSTITUTIONS and the scientific organizations having profound scientific and pedagogical and research preparation.

40. The magistracy in the profile direction realizes educational programs of postgraduate education for preparation of managerial personnel for the industries of economy, medicine, the right, education, art, service industry and business, the sphere of defense and homeland security, law-enforcement activities having profound professional training.

For the purpose of training of specialists for business environment the HIGHER EDUCATION INSTITUTION realizes the MBA programs.

41. Obligatory component of the master program are:

1) the practical training of undergraduates including different types the practician, scientific or professional training;

2) the research work including accomplishment of the master thesis for scientific and pedagogical magistracy.

42. The educational program of scientific and pedagogical magistracy includes two types the practician which are carried out in parallel with theoretical training or to the separate period:

1) pedagogical in cycle DB - in HIGHER EDUCATION INSTITUTION;

2) research in cycle PD - in the place of accomplishment of the thesis.

43. Student teaching is carried out for the purpose of forming of practical skills of technique of teaching and training. At the same time undergraduates are involved in training in bachelor degree at the discretion of HIGHER EDUCATION INSTITUTION.

44. Research practice of the undergraduate is carried out for the purpose of acquaintance with the latest theoretical, methodological and technological developments of domestic and foreign science, modern methods of scientific research.

45. The educational program of profile magistracy includes work practice in cycle PD.

The work practice in cycle PD is held for the purpose of fixing of the theoretical knowledge gained in training process, acquisitions of practical skills, competences and experience of professional activity according to the trained educational program of magistracy, and also development of the best practices.

46. Content of research practice is determined by subject of dissertation research.

47. Within research works of the undergraduate (further - NIRM) by the individual work plan of the undergraduate for acquaintance with innovative technologies and new types provides obligatory passing of scientific training in the scientific organizations and (or) the organizations of the corresponding industries or fields of activity.

NIRM is planned in parallel with other types of study or during the separate period.

48. Results of research work at the end of every period of their passing are drawn up by the undergraduate in report type.

49. Requirements to research work of the undergraduate in scientific and pedagogical magistracy:

1) corresponds to profile of the educational program of magistracy according to which the master dissertation is carried out and defended;

2) it is urgent and contains scientific novelty and the practical importance;

3) is based on modern theoretical, methodical and technological achievements of science and practice;

4) it is carried out with use of modern methods of scientific research;

5) contains research (methodical, practical) Sections on the basic protected provisions;

6) is based on the best international practices in the respective area of knowledge.

50. Requirements to experimental and research work of the undergraduate in profile magistracy:

1) corresponds to profile of the educational program of magistracy according to which the master project is carried out and defended;

2) is based on modern achievements of science, the equipment and production and contains specific practical recommendations, independent solutions of managerial tasks;

3) it is carried out using the advanced information technologies;

4) contains experimental and research (methodical, practical) Sections on the basic protected provisions.

51. Annually upon completion of academic year the undergraduate undergoes the academic certification regarding accomplishment of the individual work plan. The procedure of carrying out the academic certification of the undergraduate is determined by HIGHER EDUCATION INSTITUTION independently.

52. Final result of research work of the undergraduate is the master thesis.

53. The main results of the master thesis are represented at least, than in one publication and (or) one performance at scientific and practical conference.

54. The HIGHER EDUCATION INSTITUTION renders assistance to the undergraduate in the publication of results of research.

55. Within two months after transfer to each undergraduate for management of the master thesis the research supervisor from among candidates or doctors of science, either doctors of PhD, or qualified specialists of the corresponding industries having length of service at least 5 years is appointed. If necessary scientific consultants on allied industries of sciences are appointed.

56. The research supervisor and subject of research of the undergraduate affirm the solution of the academic council.

57. Requirements to content and execution of the master thesis (project), their preparation and protection are determined by HIGHER EDUCATION INSTITUTION independently.

58. The master thesis (project) surely undergoes testing regarding plagiarism which rules and procedure for carrying out are determined by higher education institution independently.

59. Protection of the master thesis (project) includes preparation of the master thesis (project), her (his) registration and the procedure of protection.

60. The procedure of protection of the master thesis (project) is determined by HIGHER EDUCATION INSTITUTION and the scientific organization independently.

61. The master who ended profile magistracy is allowed to pedagogical activities after additional development of the educational program of magistracy of pedagogical profile.

62. The final assessment constitutes 12 academic credits or no more than 10% of the total amount of the educational program of magistracy in the scientific and pedagogical direction (20% or 13% in profile magistracy with the typical term of training of 1 year or 1,5 of year respectively) and is held in the form of writing and protection of the master thesis (project).

63. The purpose of final assessment is assessment of results of training and the core competencies reached on completion of studying of the educational program of magistracy.

64. The student in magistracy if necessary masters additional types of training independently at paid basis.

65. Terms of carrying out admission examinations and transfer on educational programs of MVA are determined by HIGHER EDUCATION INSTITUTION independently.

Training in educational programs of MVA is performed on paid basis.

66. Requirements to core competencies of graduates of MVA.

Competences of the graduate of the MVA program it is determined by the following knowledge and skills:

1) essence of business management from strategic line items of organization activity in the modern market circle;

2) the organization design, mechanisms of their interaction with concerned parties (stakeholders), the principles of work in the conditions of external context in the long term;

3) the concept of leadership in strategic management;

4) modern approaches to management;

5) analytical methods of management, methods of diagnostics, the analysis and problem resolution, and also methods of decision making and their realization in practice;

6) value of globalization of business;

7) to analyze problem aspects of business and to generate decisions;

8) to reveal influence of external environment and to consider it in case of the solution of practical problems of management;

9) to integrate different functional aspects of management, proceeding from knowledge of the theory, modern researches and requirements of practice;

10) to use marketing and financial approach to the problem resolution of company management;

11) to consider problems of business and management to them from competition line items in the international circle.

67. The educational program of MVA contains:

1) disciplines on forming of professional competences and personal development, leadership skills;

3) accomplishment of the master thesis or project;

4) final assessment.

68. Educational programs of MVA for forming of professional competences consist of disciplines of obligatory and elective components.

The list of elective disciplines is determined according to the direction of preparation and specialization of the MVA program for certain business industry.

69. The HIGHER EDUCATION INSTITUTION is independently developed by the educational programs of postgraduate education according to requirements of the standard reflecting results of training based on which curricula (working curricula, individual curricula of the student) and working training programs on disciplines are developed (syllabuses).

The HIGHER EDUCATION INSTITUTION provides MVA program sales terms, using modern educational technologies and provision of necessary educational services.

Educational programs of magistracy of education are developed by the principle of modular training.

70. Training in magistracy is performed based on educational programs of the higher education. At the same time on "entrance" in case of coincidence of profile of the educational program of magistracy to the program of the higher education results of training of the previous level are recognized automatically; in case of discrepancy of profile of the educational program of magistracy with the educational program of the higher education to the undergraduate prerekvizita for development are established.

As prerekvizit the undergraduate represents results of training of informal formation of appropriate level which recognition is performed by HIGHER EDUCATION INSTITUTION according to subitem 38-3) of article 5 of the Law.

71. To the persons which completed training in the educational program of MVA and successfully passed final assessment degree "Master of Business Administration" is awarded and the diploma about postgraduate education with appendix (transcript) free of charge is issued.

Chapter 7. Requirements to the maximum amount of academic load of the undergraduate

72. The academic load is measured by time required to the undergraduate for studying of subject matter, the module or all educational program of magistracy and necessary for achievement the established results of training in the educational program of magistracy.

73. The academic load includes all educational activities of the undergraduate - lectures, seminars, group occupations, group exercises, practical training, term papers (projects), practical and laboratory work, practice, scientific or professional training, research work, accomplishment of the master thesis (project), independent work, including under the leadership of the teacher.

74. The undergraduate studies at basis of the individual work plan which is constituted under the leadership of the research supervisor.

75. The individual work plan of the undergraduate is constituted for the entire period of training and includes the following Sections:

1) IUP (if necessary are annually specified);

2) research work (subject, direction of research, terms and form of the reporting);

3) practice (program, base, terms and form of the reporting);

4) subject of the master thesis (master project) with reasons and structure;

5) plan of accomplishment of the master thesis (master project);

6) plan of scientific publications, training.

76. In case of determination of academic load of the undergraduate recognize that academic year consists of the academic periods which forms (semester - 15 weeks, trimester - 10 weeks, quarter - 7-8 weeks) are determined by HIGHER EDUCATION INSTITUTION independently or the scientific organization, the period of final assessment (on final year).

77. The total academic load of one academic year corresponds to at least 60 academic credits and corresponds to at least 1800 class periods in one academic year. At the same time during one semester the student masters at least 30 academic credits.

78. One academic credit corresponds to 30 class periods.

79. The academic load specified in Items 50 and 51 of this standard represents typical academic load. Development by the undergraduate for semester of smaller or bigger number of the academic credits is allowed. For separate categories of undergraduates, depending on form and technologies of training, the actual time of achievement of results of training differs and calculated HIGHER EDUCATION INSTITUTION independently.

Development of discipline within several academic periods is allowed.

80. The main criterion of completeness of training in programs of magistracy is development by the student:

1) in scientific and pedagogical magistracy at least 120 academic credits for the entire period of training, including all types of educational and scientific activities of the undergraduate;

2) in profile magistracy of 60 academic credits with training term 1 year and 90 academic credits with the term of training of 1,5 of year.

Chapter 8. Requirements to level of training of the undergraduate

81. Requirements to level of training of the undergraduate are determined on the basis of the Dublin descriptors of the second level of the higher education (magistracy) and reflect the mastered competences expressed in the achieved results of training.

Results of training are formulated both at the level of all educational program of magistracy, and at the level of separate modules or subject matter.

82. Descriptors reflect the results of training characterizing the student's capabilities:

1) to show the developing knowledge and the understanding in the studied area based on the advanced knowledge of this area in case of development and (or) use of the ideas in the context of research;

To apply 2) at the professional level the knowledge, understanding and capabilities to the problem resolution in the new circle, in wider cross-disciplinary context;

3) to perform collection and interpretation of information for forming of judgments taking into account social, ethical and scientific reasons;

4) accurately and unambiguously to give information, the ideas, conclusions, problems and decisions, both to specialists, and nonspecialists;

5) the skills of training necessary for independent continuation of further training in the studied area.

83. Requirements to level of training of undergraduates are determined on the basis of the results of training characterizing capabilities of students:

1) is shown by knowledge and understanding of cross-disciplinary nature of researches in the field of health care

2) it is capable to acquire new knowledge and skills of applied nature in research, professional and pedagogical activity in the field of health care.

3) it is capable to solve problems in the field of health care within the qualification on the basis of scientific approaches.

4) uses scientific information for development of the region of health care and implementation of new approaches within the qualification

5) accurately and unambiguously gives information, the ideas, conclusions, problems and decisions, both to specialists, and nonspecialists in the skill area in the field of health care

6) plans professional activity in the skill area in the field of health care, proceeding from modern achievements of science and practice

7) is engaged in professional growth, shows skills of introspection, experience for teaching at the level of the higher education

84. To the persons which completed training in the educational program of magistracy and successfully passed final assessment degree "the master of medical sciences / the master of health care" according to the educational program "code and the name of the educational program" is awarded and the diploma about postgraduate education with appendix (transcript) free of charge is issued.

85. The HIGHER EDUCATION INSTITUTION or the scientific organization in addition issues to the graduate the all-European appendix to the diploma (Diploma Supplement (the diploma saplement) is free.

Chapter 9. Requirements to training terms in magistracy

86. Training term in magistracy is determined by amount of the mastered academic credits. In case of development of the established amount of the academic credits and achievement of the expected results of training for receipt of degree of the master the educational program of magistracy is considered completely mastered.

87. Training in magistracy is performed based on educational programs of the higher education for two directions:

1) scientific and pedagogical with training term at least two years;

2) profile with training term at least one year.

88. Typical terms of training on the educational program of MBA are constituted by 2 years.

89. Requirements to the prior education level of persons wishing to master educational to programs of magistracy are provided in appendix 1 to this standard.

Chapter 10. Requirements to contents of educational programs of doctoral studies with reference point on results of training

90. The educational component constitutes 30% of the total amount of the educational program of doctoral studies or 53 academic credits and consists of cycles basic (further - DB) and profiling (further - PD) disciplines which include disciplines of high school component (further - VK) and component at the choice (further - KV), to practician. At the same time the ratio of amount of DB and PD is determined by HIGHER EDUCATION INSTITUTION independently.

High school component of the educational program of doctoral studies "The sisterly science" includes disciplines the theory of sisterly science and research in nurse business. PD includes advanced quantitative and qualitative methods research and researches in sisterly education and management of SD.

91. The list of disciplines of KV is determined by HIGHER EDUCATION INSTITUTION independently. At the same time requirements of the labor market, expectation of employers, requirements and interests of doctoral candidates are considered.

Programs of disciplines and modules, as a rule, have the cross-disciplinary and multidisciplinary nature providing training on joint of number of knowledge domains.

92. Training in doctoral studies of PhD is performed based on educational programs of magistracy, residency. At the same time on "entrance" in case of coincidence of profile of the educational program of doctoral studies to the program of magistracy results of training of the previous education level are recognized automatically; in case of discrepancy of profile of the educational program of doctoral studies with the program of magistracy to the doctoral candidate prerekvizita for development are established.

93. The list of necessary prerekvizit and terms of their development are determined by Higher education institutions independently. Prerekvizita accustom on paid basis.

As prerekvizit the doctoral candidate represents results of training of informal formation of appropriate level which recognition is performed by HIGHER EDUCATION INSTITUTION according to subitem 38-3) of article 5 of the Law.

94. In case of arrival of the master of the profile direction in PhD doctoral studies to it the educational program of postgraduate education of pedagogical profile of scientific and pedagogical magistracy is in addition installed as prerekvizit.

95. The educational program of training of the doctor of philosophy (PhD) has scientific and pedagogical focus and assumes fundamental educational, methodological and research preparation and studying of disciplines in the direction health care for system of the higher and postgraduate education and the scientific sphere.

96. The educational program of doctoral studies regarding professional training developed together with foreign experts on the basis of studying of experience of the foreign higher education institutions and scientific centers realizing accredited programs of training of doctors of PhD.

The educational program of training of the doctor for profile redpolagat fundamental educational, methodological and research preparation and profound studying of disciplines in the direction of health care of science for industries of national economy, medicine.

97. Practice is carried out for the purpose of forming of practical skills of scientific, scientific and pedagogical and professional activity.

The educational program of doctoral studies includes student and research teaching - for students according to the program of the doctor of philosophy;

During student teaching doctoral candidates if necessary are involved in training in bachelor degree, magistracy and residency.

Research practice of the doctoral candidate is carried out for the purpose of studying of the latest theoretical, methodological and technological developments of domestic and foreign medical science, and also fixing of practical skills, application of modern methods of scientific research, processing and interpretation of data in dissertation research.

The work practice of the doctoral candidate is held for the purpose of fixing of the theoretical knowledge gained in training process and increase in professional level.

Content research and production the practician is determined by subject of the doctoral dissertation.

98. The scientific component of the educational program of doctoral studies is created from research (further - NIRD) or experimental and research work (further - EIRD) works of the doctoral candidate, scientific publications, writing and protection of the doctoral dissertation.

The amount scientific components makes 64% of the total amount of the educational program of doctoral studies or 115 academic credits.

99. Within NIRD (EIRD) the individual work plan of the doctoral candidate for acquaintance with innovative technologies and new types of productions provides obligatory passing of scientific training in the scientific organizations and (or) the organizations of the corresponding industries or fields of activity, including abroad.

Terms of passing of foreign training are determined by HIGHER EDUCATION INSTITUTION independently.

100. Requirements to NIRD of the doctor of philosophy (PhD) studying according to the program:

1) compliance to the main perspective of the educational program of doctoral studies on which the doctoral dissertation is defended;

2) it is urgent and contains scientific novelty and the practical importance;

3) is based on modern theoretical, methodical and technological achievements of science and practice;

4) is based on modern methods of processing and interpretation of data using computer technologies;

5) it is carried out with use of modern methods of scientific research;

6) contains research (methodical, practical) Sections on the basic protected provisions.

Requirements to the student's EIRD according to the program of the doctor for profile:

1) compliance to the main perspective of the educational program of doctoral studies on which the doctoral dissertation is defended;

2) it is urgent and contains scientific novelty and the practical importance;

3) is based on modern achievements of science, the equipment and production and to contain specific practical recommendations, independent solutions of managerial tasks of complex, interfunctional nature;

4) it is carried out using the advanced information technologies;

5) contains experimental and research (methodical, practical) Sections on the basic protected provisions.

101. Annually upon completion of academic year the doctoral candidate undergoes the academic certification regarding accomplishment of the individual work plan. The procedure of carrying out the academic certification of the doctoral candidate is determined by HIGHER EDUCATION INSTITUTION independently.

102. Accomplishment of the doctoral dissertation is performed in the period of NIRD.

Final result of NIRD is the doctoral dissertation.

103. For management of the doctoral dissertation to the doctoral candidate within two months after transfer the scientific management is appointed.

The scientific management affirms the order of the rector of HIGHER EDUCATION INSTITUTION based on the solution of the academic council.

104. Scientific management of doctoral candidates on competition of degree of the doctor of philosophy (PhD) is performed of consultants in number of at least 2 people appointed from among doctors or candidates of science, or doctors of philosophy (PhD) on the Medicine or Sisterly Science (Sisterly Put) profile, one of whom - the scientist from foreign higher education institution.

Scientific management of doctoral candidates on competition of degree of the doctor on profile is performed of consultants in number of at least 2 people appointed from among doctors or candidates of science, or doctors of philosophy (PhD), one of whom - the highly qualified specialist of industry of health care.

Scientific consultants bear responsibility for observance by doctoral candidates of subject matter, accomplishment of the individual work plan of the doctoral candidate and timely representation of dissertation work.

105. The subject of the doctoral dissertation is determined during the first semester and affirms the solution of the academic council.

106. Content of dissertation research is directed to realization of national priorities, state to programs, programs of basic or applied researches.

107. The main results of scientific research of the doctoral candidate are published in scientific, scientific and analytical and scientific and practical publications according to Rules of award of academic degrees and academic statuses, approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of March 31, 2011 No. 127 (it is registered in the Register of regulatory legal acts No. 6911).

108. Educational programs of doctoral studies are structured by the principle of modular training.

109. The final assessment constitutes 12 academic credits or 6% of the total amount of the educational program of doctoral studies and is held in the form of writing and protection of the doctoral dissertation (project).

The final assessment of the doctoral candidate is held in the form of writing and protection of the doctoral dissertation.

The doctoral dissertation undergoes testing regarding borrowing without reference to the author and source of borrowing (verification of the thesis regarding plagiarism) which is performed by the National center of the state scientific and technical examination.

110. The purpose of final assessment is assessment of scientific-theoretical and research and analytical level of the doctoral candidate, the created professional and managerial competences, readiness for independent accomplishment of professional tasks and compliance of its preparation to requirements of the professional standard and educational program of doctoral studies.

111. Terms of carrying out admission examinations and transfer on educational programs of profile doctoral studies are determined by HIGHER EDUCATION INSTITUTION independently.

112. Training in educational programs of profile doctoral studies is performed on paid basis.

Development of discipline within several academic periods is allowed.

121. The main criterion of completeness of educational process on training of doctors of philosophy (PhD) (the doctor on profile) is development by the doctoral candidate at least 180 academic credits, including all types of educational and scientific activities.

In cases of early development of the educational program of doctoral studies and successful defense of a thesis to the doctoral candidate degree of the doctor of philosophy (PhD) (the doctor on profile) irrespective of training term is awarded.

Chapter 12. Requirements to level of training of the doctoral candidate

122. Requirements to level of training of the doctoral candidate are determined on the basis of the Dublin descriptors of the third level of the higher education (doctoral studies) and reflect the mastered competences expressed in the achieved results of training.

Areas of professional competence were developed for doctoral studies taking into account requirements of employers and society of social requests and research in nurse business, sisterly education and management in nurse business are sisterly science. Results of the doctor's educational program for sisterly science shall correspond to the model of competences expressed in results of training.

Results of training are created both at the level of all educational program of doctoral studies, and at the level of the academic discipline.

123. Descriptors of the third level within the Comprehensive frame of qualifications of the European space of the higher education reflect the results of training characterizing the student's capabilities:

1) is shown by system understanding of field of health care in the field of the qualification, owns the skills and methods of research used in the field;

2) uses special knowledge for the critical analysis, assessment and synthesis of the new difficult ideas which are at the most advanced boundary of health care;

3) it is capable to conduct independent researches and to work for scientific result, shows sustained interest to development of the new ideas and projects leading to emergence of new technologies in the field of health care;

4) participates in oral or written form in professional discussions, publishes results of researches in the international academic publications;

5) generates the ideas, predicts results of innovative activities, assists promotion in the academic and professional context of technology, social or cultural development of the society founded on knowledge;

6) shows leadership skills, innovation and independence in labor and educational activity in the new contexts requiring the problem resolution, connected by set of the interconnected factors;

7) it is capable to communicate on subject in the competence with equal according to the status, with wide scientific community and society;

8) shows skills of introspection, aspiration to training at extent of all life and experience for teaching at the level of the higher and postgraduate education.

124. To the persons who mastered the educational program of doctoral studies and defended the doctoral dissertation in case of the positive solution of dissertation councils the HIGHER EDUCATION INSTITUTION with special status or Committee on control in the field of science and education of the Ministry of Education and Science of the Republic of Kazakhstan by results of the carried-out expertize, is awarded degree of the doctor of philosophy (PhD) or the doctor on profile and the diploma of the state sample with appendix (transcript) free of charge is issued.

125. Persons who received degree of the doctor of PhD for deepening of scientific knowledge, solutions of scientific and applied tasks on specialized subject carries out the post-doctor's program or to conduct scientific research under the leadership of the leading scientist chosen as HIGHER EDUCATION INSTITUTION.

The graduate of profile doctoral studies is engaged in scientific and pedagogical activities only in cases of development of cycle of disciplines of pedagogical profile by him and passings of student teaching. This cycle accustoms during the additional academic period (if it is not provided by the educational program of doctoral studies), at the end of which to it the appropriate certificate to the main diploma is granted.

126. The doctoral candidate who mastered full course of theoretical training of the educational program of doctoral studies, but did not execute scientific to component is given opportunity to repeatedly master the academic credits scientific components and to defend the dissertation in the years ahead on paid basis. To the doctoral candidate who mastered full course of theoretical training of the educational program of doctoral studies, executed scientific to component, but did not defend the doctoral dissertation (project), results of training and the academic credits are appropriated and opportunity to defend the dissertation in the years ahead on paid basis in volume of 4 academic credits is given.

Chapter 13. Requirements to the term of formation of doctoral studies

127. Training term in doctoral studies is determined by amount of the mastered academic credits. In case of development of the established amount of the academic credits and achievement of the expected results of training for receipt of degree of the doctor of philosophy (PhD) or on profile the educational program of doctoral studies is considered completely mastered.

128. Training in doctoral studies is performed based on educational programs of magistracy, residency to the direction scientific and pedagogical with training term at least three years.

129. Requirements to the prior education level of persons wishing to master educational to programs of doctoral studies are provided in appendix 2 to this standard.

The standard professional training program on technical and professional education on medical and pharmaceutical specialties

Chapter 1. Passport of the educational program

1. The standard professional training program (further - the Program) on technical and professional education to medical and pharmaceutical specialties (further - TIPO) is developed according to Item 3 of article 175 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system", with Item 8 of article 14 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education".

2. Training of specialists in the TIPO organizations is performed for the purpose of providing medical industry with qualified personnel.

3. The educational program contains:

1) the theoretical and skills training including the studying of disciplines of obligatory component and discipline determined by the organization of education, optional occupations and consultations;

2) inservice training and professional practice;

3) intermediate and final certifications.

The model of the curriculum of technical and professional education in case of credit technology of training for levels of skilled workers of personnel and the specialist of average link is determined according to appendix 1 to this Program.

Planning and the organization of educational activities are performed on the basis of standard curricula on the corresponding specialty according to appendices 2-17 to this Program.

The procedure for studying of cycles and disciplines is determined by the TIPO organization independently.

4. Assessment of educational achievements of students is performed by different forms of control and certifications which are determined by the standard curriculum by the corresponding specialty.

5. Intermediate certification of students is performed according to the working curriculum and the academic calendar approved by the head of the organization based on the decision of faculty meeting.

6. Upon completion of academic year based on results of intermediate certification the order of the head of the organization makes transfer of students into the following rate.

7. The final assessment of students is held to the terms provided by the working curriculum and the academic calendar in the form approved by faculty (methodical) meeting of the organization of education.

The students who completed development of the educational program according to requirements of the standard curriculum are allowed to final assessment.

8. Level of training of students in case of credit technology of training provides development of basic and professional modules for forming of basic and professional competences.

Basic competences are developed for specialty and raise the questions of social responsibility, the organization of work, relations with other people on workplace, and also responsibility for the environment.

Professional competences are developed on each qualification on the basis of professional standards (in case of their availability) and (or) functional market research of work, taking into account requirements of employers and social request of society.
