About Coordination council on social protection of the population and the rights of children

For the purpose of ensuring effective interaction of state bodies of the executive authority, local government bodies, non-profit, international and other organizations by consideration of the questions connected with implementation of measures of social protection of the population and the rights of children according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve Regulations on Coordination council on social protection of the population and the rights of children according to appendix.

2. Declare invalid the order of the Government of the Kyrgyz Republic "About Coordination council on social protection in the Kyrgyz Republic" of May 26, 2012 No. 322.

3. This resolution becomes effective after ten days from the date of official publication.

Regulations on Coordination council on social protection of the population and customs of children

1. General provisions

1. The coordination council on social protection of the population and the rights of children (further - Coordination council) is the advisory advisory body formed for the purpose of coordination of interaction of state bodies of the executive authority, local government bodies, non-profit, international and other organizations on implementation of measures in the sphere of social protection of the population and protection of the rights of children

2. Activities of Coordination council are performed according to the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic and other regulatory legal acts of the Kyrgyz Republic, and also this Provision.

3. Organizational technical supply of activities of Coordination council performs the secretariat - authorized state body in the sphere of social development.

2. Principles of activities of Coordination council

4. The coordination council functions on the basis of the Principles:

- respecting the rule of law;

- transparency of activities;

cooperation and partnership of the state and non-governmental sectors;

- equal rights of members of Coordination council in case of statement and discussion of the questions brought in the agenda of meeting of Coordination council and decision making;

- exceptions of conflict of interest;

- joint, free and public discussion of the tasks set at meetings of Coordination council;

- the personal responsibility of members of Coordination council for accomplishment of the made decisions.

3. Tasks, functions, rights and obligations of Coordination council

5. Tasks of Coordination council are:

- coordination and combination of efforts of state bodies and local government bodies, the non-profit, international and other organizations directed to implementation of measures in the sphere of social protection of children, persons with limited opportunities of health, elderly people;

- discussion and decision making on implementation of state programs in the sphere of social protection of the population and protection of the rights of children;

- development of suggestions for improvement of regulatory legal acts in the sphere of social protection of the population and providing the rights of children.

6. The coordination council performs the following functions:

- provides coordination of activities of state bodies of the executive authority, local government bodies, non-profit, international and other organizations concerning implementation of measures in the sphere of social protection of the population and protection of the rights of children;

- considers and discusses reports of heads of state bodies of the executive authority, local government bodies and other organizations for implementation of state programs and the made decisions at the meetings;

- performs monitoring and assessment of achievement of target reference points of state programs;

- makes suggestions for improvement of the regulatory legal base in the sphere of social protection of the population and the rights of children.

7. The coordination council has the right:

- request and receive in accordance with the established procedure required materials from heads of state bodies of the executive authority, local government bodies, other organizations and organizations;

- invite to the meetings officials of state bodies, local government bodies, and also representatives of civil society, private sector, partners in development, independent experts, to hear their opinions and offers;

- hold field meetings on consideration of the questions connected with social protection of the population and the rights of children.

8. The coordination council shall:

- operate on the principles of partnership, consider all members as the equal partners given full authority to participate in decision making process;

- provide participation in work of Coordination council of all concerned parties.

4. Organization of activities of N forming of structure of Coordination council

9. The coordination council consists of 25 members, of them 12 people - from the civil sector.

10. The chairman of Coordination council is the vice-Prime Minister of the Kyrgyz Republic on social problems.

Representatives of the authorized state bodies enabling the realization of state policy in the sphere of social development, work, health care, finance, educations, sciences, internal affairs, migration, physical culture and sport, culture and information, local self-government, registration of the population, the city halls of the cities of Bishkek and Osh are part of Coordination council from public sector.

The staff of Coordination council affirms the decision of the Prime Minister of the Kyrgyz Republic.

11. The chairman of Coordination council has 2 deputies. One of deputies - the head of the representative state. body in the sphere of social development, the second deputy - the representative from the civil sector.

12. In the absence of the chairman of Coordination council its functions are performed by the vice-chairman of Coordination council - the head of authorized state body in the sphere of social development.

13. Chairman of Coordination council:

- will organize work of Coordination council;

- coordinates work of members of Coordination council and the corresponding officials;

- makes in mass media the statements and messages concerning activities of Coordination council;

- exercises general control over the implementation of work plans and decisions of Coordination council.
