About ensuring realization of single foreign policy of the Republic of Tajikistan

According to article 69 of the Constitution of the Republic of Tajikistan and for the purpose of ensuring compliance with the principle of unity of foreign policy of the Republic of Tajikistan, and also strengthening of the coordinating role of the Ministry of Foreign Affairs of the Republic of Tajikistan in realization of single foreign policy of the Republic of Tajikistan, I decide:

1. Determine that the Ministry of Foreign Affairs of the Republic of Tajikistan is the central body in structure of executive bodies of the government in the field of the relations with foreign states and the international organizations, realizes state policy in this direction and coordinates activities of state bodies in this area.

2. For this purpose the Ministry of Foreign Affairs of the Republic of Tajikistan shall:

- render necessary assistance to the ministries, departments and other state bodies performed by the international obligations of the Republic of Tajikistan and implementation of the international activities by them, and also to cooperate with them in development of international backgrounds;

- notify the ministries, departments and other state bodies on holding the international actions and to provide participation of representatives of the Ministry of Foreign Affairs of the Republic of Tajikistan, foreign organizations of the Republic of Tajikistan and representative offices of the Ministry of Foreign Affairs of the Republic of Tajikistan in the territory of the Republic of Tajikistan in work of the intergovernmental and interdepartmental commissions, working groups, at meetings and in other actions connected with Stew international actively;

- render assistance to the ministries, departments and other state bodies, delegations and their representatives in the organization and holding the international actions;

- to regularly inform the ministries, departments and other state bodies on official position of the country on the important international issues connected with interests of the country;

- on the basis of appeals of the ministries, departments and other state bodies of the Republic of Tajikistan in coordination with the Government of the Republic of Tajikistan by means of foreign institutions of the Republic of Tajikistan, diplomatic representations and consular establishments of foreign states in the Republic of Tajikistan, representative offices of the foreign organizations in the Republic of Tajikistan to provide to state bodies of foreign states and the international organizations information on the questions connected with the international activities of state bodies of the Republic of Tajikistan.

3. For the purpose of providing single foreign policy of the Republic of Tajikistan, the ministry, department and other state bodies shall:

- inform the Ministry of Foreign Affairs of the Republic of Tajikistan on the international activities and communications, including on results of official visits, meetings and negotiations;

- previously to approve with the Ministry of Foreign Affairs of the Republic of Tajikistan the offers mentioning foreign policy of the Republic of Tajikistan before representation to their President and the Government of the Republic of Tajikistan;

- inform the Ministry of Foreign Affairs of the Republic of Tajikistan on the held international events, if necessary to provide inclusion of representatives of the Ministry of Foreign Affairs of the Republic of Tajikistan in structure of the interdepartmental commissions, working groups and other bodies which functions are connected with implementation of the international activities;

- according to the appeal of the Ministry of Foreign Affairs of the Republic of Tajikistan to provide necessary information on the questions concerning the international relations and international cooperation.

- take measures for providing foreign organizations of the Republic of Tajikistan with the latest information on the activities by means of the Ministry of Foreign Affairs of the Republic of Tajikistan.

4. Heads of representative offices of the ministries, departments and other state bodies, trade missions, public institutions, corporations and organizations, their representatives and expert groups in foreign states shall approve the activities with ambassadors (heads of representations) of the Republic of Tajikistan, to render them assistance in implementation of their powers, to inform them on the activities.

5. Representatives of the Republic of Tajikistan to the international organizations shall provide carrying out single foreign policy of the country in relevant international organizations and perform for this purpose coordination of participation of state bodies, organizations, organizations, their representatives and expert groups in activities of these organizations.

6. Determine that official declarations and initiatives on foreign policy are made by the President of the Republic of Tajikistan and the Minister of Foreign Affairs of the Republic of Tajikistan. Representatives of the ministries, departments and other state bodies can make the statement on separate aspects of the international activities in coordination with the Ministry of Foreign Affairs of the Republic of Tajikistan.

7. Submission of offers to the President of the Republic of Tajikistan and the Government of the Republic of Tajikistan about the invitation of foreign delegations to the Republic of Tajikistan at the high and highest level (Heads of States and Governments, heads of the international organizations) performs the Ministry of Foreign Affairs of the Republic of Tajikistan, taking into account the reasonable conclusions of the relevant state bodies of the Republic of Tajikistan.

8. To the ministries, departments and other state bodies to perform the invitation to the Republic of Tajikistan of members of the governments of foreign states and persons equated to them, prominent state and political figures of foreign states and the international organizations for coordination and by means of the Ministry of Foreign Affairs of the Republic of Tajikistan.

9. To assign accomplishment of this Decree to heads of the ministries, departments, other state bodies and the Ministry of Foreign Affairs of the Republic of Tajikistan.
