About approval of the Program of the Government of the Kyrgyz Republic for development of the sphere of culture till 2020
For the purpose of realization of the National sustainability strategy of the Kyrgyz Republic for 2013-2017 approved by the Presidential decree of the Kyrgyz Republic of January 21, 2013 No. 11, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:
1. Approve the Program of the Government of the Kyrgyz Republic for development of the sphere of culture till 2020 according to appendix (further - the Program).
2. To the Ministry of Culture, information and tourism of the Kyrgyz Republic:
- in two-month time to develop and approve the Actions plan on program implementation;
- following the results of every quarter, no later than the 20th following the accounting period to provide information on the course of implementation of the Actions plan in Government office of the Kyrgyz Republic.
3. To impose control of execution of this resolution on department of education, culture and sport of Government office of the Kyrgyz Republic.

The principles began to take root only in 2014 and really do not work at practice yet. So, the republican budget of 2015 was accepted as before, without special accounting of the above-named modern methods of public administration.
Many processes at the level of the executive authority are accurately not regulated that creates artificial barriers in the course of adoption of the state decisions in the sphere of culture. For example, till today's time there is double subordination of territorial authorities of culture to local public administrations and local government bodies. Most local government bodies practically do not participate in the solution of questions of development of industry of culture.
As result, at the level of regions, cultural institutions are isolated from managerial and financial state mechanisms today and are out of the single cultural policy ensuring humanitarian safety of the country.
The ambiguity of rules of interaction between state bodies also leads to big costs in management of the sphere of culture which often grow quicker, than the rate of inflation in economy.
