1. Give the status of the basic educational and methodical organization for preparation of military personnel for state members of the Collective Security Treaty Organization on specialties of communication of Military academy of communication of Marshall of the Soviet Union of S. M. Budenny (. St. Petersburg).

2. Approve the enclosed Regulations on the basic educational and methodical organization for preparation of military personnel for state members of the Collective Security Treaty Organization on specialties of communication.

Regulations on the basic educational and methodical organization for preparation of military personnel for state members of the Collective Security Treaty Organization on specialties of communication

I. General provisions

1.1. This Provision determines purpose, bases of functioning and procedure for the termination of activities of the basic educational and methodical organization for preparation of military personnel for state members of the Collective Security Treaty Organization (further - the CSTO or the Organization) by specialties of communication (further - the basic educational and methodical organization).

The status of the basic educational and methodical organization is given to Military academy of communication of Marshall of the Soviet Union S. M. Budenny (St. Petersburg) (further - academy).

1.2. In this Provision terms and determinations are used as they are determined in the Agreement on preparation of military personnel for state members of the Collective Security Treaty Organization of June 23, 2005.

1.3. The basic educational and methodical organization is intended for providing armed forces of state members of the CSTO, forces and means of system of collective security of the CSTO by highly qualified specialists of communication.

1.4. The basic educational and methodical organization performs the activities within system of the educational organizations Russian

Federations in interaction with the Integrated headquarters of the CSTO, governing bodies of military education of state members of the CSTO.

1.5. In the activities the basic educational and methodical organization is guided by the conventional principles and rules of international law, the Charter of the CSTO, international treaties and the decisions made within the Organization, other regulatory legal acts, and also this Provision.

1.6. In state members of the CSTO branches and representative offices of the basic educational and methodical organization can be created. The decision on creation of such branches and representations, and also the decision on the termination of their activities in this quality is made according to the procedure, established for the basic educational and methodical organization.

1.7. The decision on the termination of activities of academy as the basic educational and methodical organization is made by the Council of Ministers of Defense of the CSTO.

II. Activities

2.1. The main activities of the basic educational and methodical organization are:

preparation in joint groups on single training programs and plans of highly qualified military personnel for state members of the CSTO on the specialties and the directions of preparation necessary for ensuring combat readiness of military units and connections of communication of types and types of military forces of armed forces of state members of the CSTO;

occupational retraining and advanced training of specialists of communication;

preparation scientific, research and educational personnel at faculty of retraining and advanced training, in graduate military course and doctoral studies;

development taking into account national and regional specifics of state members of the CSTO of educational programs of the higher education, and also additional professional programs;

development, approbation, implementation in practice of training, methodical and research materials;

development of cooperation of educational institutions and scientific research organizations of state members of the CSTO for the benefit of enhancement of systems of military education of state members of the CSTO;

carrying out basic and applied researches on problems of expansion and application of connections, military units and divisions of communication of types and types of military forces of armed forces of the state members of the CSTO including which are part of forces and means of system of collective security of the CSTO;

creation and development of databases on content and technique of training in all-professional and military and professional disciplines by preparation of military personnel;

assistance by experience exchange of teaching between the relevant military educational institutions of state members of the CSTO;

ensuring succession and community of content of preparation of military personnel in systems of the higher education and additional professional education;

organization of the international and interuniversity conferences, seminars and other actions for topical issues of preparation of military personnel.
