1. Create branch of the basic educational and methodical organization for preparation of military personnel for state members of the Collective Security Treaty Organization on specialties of air defense, having given its status to organization of education "Military academy of the Republic of Belarus" (Minsk).

2. Approve the enclosed Regulations on branch of the basic educational and methodical organization for preparation of military personnel for state members of the Collective Security Treaty Organization on specialties of air defense.

I. General provisions

1.1. This Provision determines purpose, procedure for creation and termination of activities of branch of the basic educational and methodical organization for preparation of military personnel for state members of the Organization of Dogovorao of collective security for specialties of air defense (further - branch of the basic educational and methodical organization), and also bases of its functioning.

1.2. In this Provision the terms provided in the Agreement on preparation of military personnel for state members of the Collective Security Treaty Organization of June 23, 2005 are used.

1.3. The branch of the basic educational and methodical organization is intended for providing armed forces of state members of the Collective Security Treaty Organization (further - the CSTO and/or the Organization), forces and means of system of collective security of the CSTO by highly qualified specialists of air defense (further also - air defense).

1.4. The status of branch of the basic educational and methodical organization is given to organization of education "Military academy of the Republic of Belarus", Minsk (further - Military academy).

The decision on the termination of activities of Military academy as branch of the basic educational and methodical organization is made by the Council of Ministers of Defense of the CSTO according to the offer of one or several state members of the CSTO.

1.5. The branch of the basic educational and methodical organization performs the activities within system of military educational institutions of the Republic of Belarus in interaction with the basic educational and methodical organization, its branches (in case of their creation), the Integrated headquarters of the CSTO, governing bodies of military education of state members of the CSTO.

1.6. In the activities the branch of the basic educational and methodical organization is guided by the conventional principles and rules of international law, Articles of organization of the Agreement on collective security, international treaties and the decisions made within the Organization, other regulatory legal acts, and also this Provision.

II. Activities

2.1. The main activities of branch of the basic educational and methodical organization are:

preparation in joint groups on single training programs and plans of military personnel for state members of the CSTO, including, on the main specialties necessary for ensuring permanent combat readiness of military units and the air defenses connections of armed forces of state members of the CSTO;

retraining and advanced training of specialists of air defense;

preparation scientific, research and educational personnel on officer rates, in magistracy, graduate military course and doctoral studies;

the organization of development taking into account national and regional specifics of state members of the CSTO of educational programs of the higher and postgraduate education, and also programs of additional education;

development, approbation, implementation in practice of training, methodical and research materials;

development of cooperation of educational institutions and research organizations of state members of the CSTO for the benefit of enhancement of systems of military education of state members of the CSTO;

carrying out researches on problems of expansion and application of associations air defenses of armed forces of the state members of the Organization including which are part of forces and means of collective security of the CSTO;

creation and development of scientific and methodical providing for training on all-professional and military and special subject matters;

assistance to experience exchange of teaching between the relevant military educational institutions of state members of the CSTO;

providing the international and interuniversity conferences, seminars and other actions for topical issues of preparation of military personnel.

III. Main functions

3.1. The main functions of branch of the basic educational and methodical organization are:

development of offers on forming and realization of interstate policy in the field of preparation of military personnel for state members of the CSTO;

research of problems of expansion and application of associations, connections and military units of air defense of armed forces of the state members of the Organization which are part of forces and means of system of collective security of the CSTO;

development of methodical recommendations about the organization and conducting educational process;

development of methodical recommendations about structure, content and forming of educational programs of the higher, postgraduate and additional education;
