THE ORDER OF THE MINISTER OF THE KYRGYZ REPUBLIC - THE CHIEF OF STAFF OF THE GOVERNMENT OF THE KYRGYZ REPUBLIC

of August 13, 2015 No. 122

For the purpose of enhancement of system of documentary ensuring activities of the Government of the Kyrgyz Republic and the Prime Minister of the Kyrgyz Republic, use of modern information technologies in work with documents, methodical management and control of observance of established procedure of work with documents in Government office of the Kyrgyz Republic:

1. Approve:

- The instruction on clerical work in Government office of the Kyrgyz Republic (further - the Instruction) according to appendix 1;

- Rules of document creation in Government office of the Kyrgyz Republic (further - Rules) according to appendix 2.

2. To heads of structural divisions of Government office of the Kyrgyz Republic:

- provide strict observance of the Instruction and the Rules specified in Item 1 of this order;

- inform the staff of structural divisions of the Instruction and Rules;

- annually, no later than December 10 to represent to department of clerical work and organizational support of meetings of the Government of Government office of the Kyrgyz Republic of the offer on forming of the nomenclature of cases the next year.

3. To provide to department of clerical work and organizational support of meetings of the Government of Government office of the Kyrgyz Republic:

- proper execution of the Instruction and the Rules specified in Item 1 of this order, in Government office of the Kyrgyz Republic;

- forming and approval of the nomenclature of cases of Government office of the Kyrgyz Republic for 2016 till December 25, 2015.

4. Control of execution of this order to assign to department of clerical work and organizational support of meetings of the Government of Government office of the Kyrgyz Republic.

The instruction on clerical work in Government office of the Kyrgyz Republic

1. General provisions

1. This Instruction establishes single procedure for clerical work in Government office of the Kyrgyz Republic according to requirements of Regulations of the Government of the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of June 10, 2013 No. 341, of the Regulations on work with documents in Government office of the Kyrgyz Republic approved by the order of the Prime Minister of the Kyrgyz Republic of January 15, 2015 No. 10, of the Standard instruction on clerical work in the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of July 23, 2012 No. 517.

2. Responsibility for the organization of clerical work and operating procedure with documents in Government office of the Kyrgyz Republic (further - Government office) is assigned to department of clerical work and organizational support of meetings of the Government of Government office (further - department of clerical work), in structural divisions of Government office - to their heads.

3. The department of clerical work performs methodical management and periodically checks clerical work condition in structural divisions of Government office, informs their heads on results of checks and reports on management of Government office.

4. The staff of Government office bears the personal responsibility for fulfillment of requirements of this Instruction, safety of in-house documents according to the legislation of the Kyrgyz Republic. On loss of documents it is immediately reported on the head of the structural unit and reported in department of clerical work.

5. In case of departure of the employee of Government office in leave, departure to business trip, release or movement on position the documents which are available for it on specifying of the head of the structural unit are transferred in accordance with the established procedure to other employee according to the act.

6. The organization of work with the documents containing information of limited access (with signature stamp "Confidentially", "Confidentially", "For office use"), is performed according to special instructions.

7. Transfer of in-house documents and their copies to third parties, and also their publication in seal is allowed with the permission of management of Government office.

2. Requirements to the organization of document flow in Government office

8. In document flow of Government office the following dokumentopotok are allocated:

a) the arriving documents (entering);

b) initiative (internal) documents;

c) the sent documents (outgoing).

9. In Government office delivery and sending documents are performed by means of mail service, telecommunication, courier communication, mail and messenger service or by means of electronic document management.

10. Letters of the ministries, the state committee, administrative departments, plenipotentiaries of the Government of the Kyrgyz Republic in areas, the city halls of the cities of Bishkek and Osh, the organizations and organizations are accepted for consideration only on the questions carried to competence of the Government of the Kyrgyz Republic (further - the Government), the Prime Minister of the Kyrgyz Republic (further - the Prime Minister), Government office.

11. Letters are accepted signed by ministers, heads of state bodies and administrative departments, mayors of the cities of Bishkek and Osh, heads of the organizations and organizations, and in their absence - signed by secretaries of state or deputies to whom appropriate authority is in accordance with the established procedure assigned.
