About approval of the Concept of development of electronic commerce in the Republic of Uzbekistan for 2016 - 2018

According to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of September 8, 2015 "About measures for implementation of the Law of the Republic of Uzbekistan of May 22, 2015 No. ZRU-385 "About modification and amendments in the Law of the Republic of Uzbekistan "About electronic commerce" the Cabinet of Ministers decides No. 259:

1. Approve:

The concept of development of electronic commerce in the Republic of Uzbekistan for 2016 - 2018 according to appendix No. 1;

Complex of actions for implementation of the Concept of development of electronic commerce in the Republic of Uzbekistan for 2016 - 2018 according to appendix No. 2.

2. Determine the main objectives of the Concept of development of electronic commerce in the Republic of Uzbekistan for 2016 - 2018 (further - the Concept):

enhancement of the legislation on electronic commerce;

creating favorable conditions for further development of entrepreneurship in the field of electronic commerce, meaning achievement in the long term in this business segment of the level approximate to developed countries;

further development and upgrade of infrastructure of electronic commerce, including networks of telecommunications;

increase in goods turnover, volumes of production, performance of works and rendering services according to demand of the consumer market;

creation of the integrated trade and marketing platforms, online stores, more committed payment systems, and also systems of logistics in electronic commerce;

elimination of bureaucratic barriers on the ways of development of entrepreneurship, improvement of business environment with orientation on international standards;

studying, the analysis and application of the best international practices in the field of electronic commerce.

3. Form the Interdepartmental commission on ensuring implementation of the Concept of development of electronic commerce in the Republic of Uzbekistan for 2016 - 2018 in structure according to appendix No. 3.

Assign to the Interdepartmental commission of task on coordination of activities of the ministries, departments and other organizations regarding accomplishment of the Complex of actions for implementation of the Concept of development of electronic commerce in the Republic of Uzbekistan for 2016 - 2018 (further - the Complex of actions) with establishment of system control of their timely, high-quality and full implementation.

4. To the ministries, departments and other organizations, actionees Kompleksa of actions to organize timely, high-quality and complete realization of adequate measures and to quarterly submit reports on the course of their accomplishment in the Interdepartmental commission.
