About approval of the Procedure for carrying out evacuation in case of threat of origin or emergence of emergency situations

The Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for carrying out evacuation in case of threat of origin or emergence of emergency situations which is applied.

2. Recognize invalid:

the resolution of the Cabinet of Ministers of Ukraine of October 26, 2001 No. 1432 "About approval of the Regulations on procedure for carrying out evacuation of the population in case of threat or emergence of emergency situations" (The Official Bulletin of Ukraine, 2001, No. 44, the Art. 1980);

Item of 1 changes which are made to resolutions of the Cabinet of Ministers of Ukraine, (incurred) expenses of the subject of managing approved by the resolution of the Cabinet of Ministers of Ukraine of August 14, 2013 No. 581 "About approval of the Procedure of compensation of cost of services and the size actual and to the citizen which vehicles are raised for export of the population from zone of emergency situation, areas of possible fighting, and introduction of amendments to some resolutions of the Cabinet of Ministers of Ukraine" (The Official Bulletin of Ukraine, 2013, No. 66, by the Art. 2389).

Procedure for carrying out evacuation in case of threat of origin or emergence of emergency situations of technogenic and natural nature

General provisions

1. This Procedure determines the mechanism of implementation of organized export (conclusion) of the population from zones of possible influence of effects of emergency situation or emergency situation of technogenic or natural nature and placement it out of action areas of the striking factors of sources of emergency situation in case of direct threat of life and damnification to health of the population, and also measure for evacuation of material and cultural values if there is threat of their damage or destruction.

1-1. In this Procedure terms are used in the value given in the Code of civil protection of Ukraine, and also other regulatory legal acts.

2. Depending on situation in emergency situations of technogenic or natural nature, general or partial evacuation of the population of temporary or irreversible nature is carried out.

3. The population in case of threat of accident with emission of radioactive and dangerous chemicals, floodings of the area and earthquakes, the mass forest and peat fires, landslides, other geological and hydrogeological phenomena and processes, emergency situations on arsenals, bases (warehouses) of arms, rockets, ammunition and components of rocket fuel, other explosion-fire-hazardous objects of the Armed Forces and/or other military forming formed according to the laws of Ukraine and also subjects of managing, other legal entity who use in the activities explosion-fire-hazardous objects, armed conflicts is subject to obligatory evacuation (from areas of possible fighting to safe areas).

For the purpose of protection of children, military operations and armed conflicts which are in zone, in the conditions of warlike situation regional military authorities in coordination with bodies of military command in the corresponding territory and the coordination headquarters on holding evacuation actions and effective response to mass movement of the population, the educated Cabinet of Ministers of Ukraine, can make the decision on carrying out obligatory evacuation in forced method of children with their parents, persons replacing them or other legal representatives from the certain settlement to the area where fighting is conducted.

Obligatory evacuation by forced method of children is performed on escort of one of parents replacing them person or other legal representative.

The decision provided by the paragraph the second this Item shall contain data about:

terms of carrying out evacuation;

national teams and places of acceptance of evacuation;

state bodies from among bodies for evacuation, their territorial subdivisions which are involved in evacuation;

contact information of authorized persons of places of acceptance of evacuation
