1. Approve the enclosed Rules of access to automated control system for passenger traffic and technological interaction under the organization of sale of travel documents (tickets).

2. To committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan (Asavbayev A. A.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction it the copy on official publication in periodic printed publicity materials and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of access to automated control system for passenger traffic and technological interaction under the organization of sale of travel documents (tickets)

1. General provisions

These rules of access to automated control system for passenger traffic and technological interaction under the organization of sale of travel documents (tickets) (further - Rules) are developed according to subitem 34-16) of Item 2 of article 14 of the Law of the Republic of Kazakhstan "About rail transport" and determine procedure for access to automated control system for passenger traffic and technological interaction under the organization of sale of travel documents (tickets).

2. In these rules the following concepts are used:

1) automated control system for passenger traffic - management system passenger traffic and electronic booking (further - ACS);

2) the subscriber – the workplace equipped with the equipment of ACS and connected to ACS;

3) ACS equipment – the terminal equipment, the booking and cash equipment, help installations, information booths, electronic boards of collective use, vending machines of tickets and the other equipment, held for sale travel documents and receipt of reference information on passenger traffic;

4) upgrade – replacement, the completion of the equipment of ACS attracting change of its type and serial number;

5) re-deployment – movement of the equipment of ACS accepted in operation in case of transfer to the building located at other postal address within one settlement;

6) the user – person who acquired right of access to ACS;

7) authorized body – the central actuator performing management in the field of rail transport and also in limits, stipulated by the legislation the Republic of Kazakhstan, - cross-industry coordination;

8) software product of VipNet (further – VipNet) – set of computer programs, procedures, techniques, rules and the transmitted data accompanying documentation of system of information processing on cryptographic protection through ACS. It is intended for creation of complete system of safe functioning of technical means and information resources of the corporate network interacting with external technical means and information resources.

3. The national railway company organizes in coordination with authorized body access of carriers and passenger agencies to ACS on equal terms for all participants of transportation process.

2. Procedure for receipt of access to ACS

4. The following types of access allow to provide ACS:

1) access for execution of carriage documents;

2) access to use of accounting data of monitoring of management of passenger traffic;

3) access to reference resources (for rendering

reference services).

5. Access to ACS is provided based on the request in any form.

6. In the request the following information is specified:

1) location of Item of sale of travel documents (tickets);

2) types of planned activities;

3) name of group of accounting and reporting;

4) the station of installation of the equipment according to the Alphabetic list of railway stations of the Tariff management No. 4 - for carriers;

5) postal address;

6) availability of Internet access;

7) ACS equipment availability, its type and serial number;

8) data on availability of the license for software product of VipNet if the terminal is not registered in the protected VipNet network earlier; if the terminal is already registered in the protected VipNet network – in the request the requirement of transfer of key base from one terminal is specified to another with indication of old and new channel addresses;

9) data on availability of qualified personnel.

7. The following documents are attached to the request:

1) copies of the agreement signed between the passenger agency and carrier (for the passenger agencies);

2) copies of the document confirming the right of carrier to public conveyance along certain routes (for carriers);

3) copies of the document confirming the property right and (or) ownerships of the room for placement of ticket offices and the equipment of ACS;

4) the power of attorney on the agreement signature right between the passenger agency and carrier if not the first head or person fulfilling duties of the first head acts as the representative of the legal entity and also if the interests of the individual entrepreneur in case of signature of this agreement are represented by the authorized representative.

8. The national railway company within five working days considers the request and documents attached to it and sends for approval in authorized body of appendix of the conclusion.
