About approval of the Method of calculation of amount of paid services to the population, indexes of physical amount of paid services to the population

Based on subitem 8.10 of Item 8 of the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445, National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the Method of calculation of amount of paid services to the population, indexes of physical amount of paid services to the population it (is applied) and to enact it since calculation of amount of paid services to the population, indexes of physical amount of paid services to the population for January-March, 2016.

2. Declare invalid the resolution of National Statistical Committee of the Republic of Belarus of October 22, 2013 No. 235 "About approval of the Method of calculation of total amount of paid services to the population, indexes of cost and physical amount of paid services to the population" (The national legal Internet portal of the Republic of Belarus, 12.11. 2013, 7/2624).

3. This resolution becomes effective since March 1, 2016.

Method of calculation of amount of paid services to the population, indexes of physical amount of paid services to the population

Chapter 1. General provisions

1. This Technique establishes procedure of payments of amount of paid services to the population, indexes of physical amount of paid services to the population.

2. Calculation of amount of paid services to the population, indexes of physical amount of paid services to the population is performed from the beginning of year quarterly, on types of service - for January-December:

across the Republic of Belarus - National Statistical Committee;

on areas, Minsk - the head statistical offices of areas and the city of Minsk.

3. For the purposes of this Technique the following main terms and their determinations are used:

the basic period (year) - the period (year) accepted for base of comparison;

index of physical amount of paid services to the population - the relative statistics characterizing scope change of paid services to the population in time due to the number of the rendered services in case of change in price influence exception;

consumer price index - the relative statistics characterizing change in time of cost of the fixed consumer set of the goods and services which are actually acquired by the population for non-productive consumption;

price index (rates) for specific type of paid services to the population - the relative statistics characterizing the change in price (rates) in time (dynamics index) or in space (territorial index) expressed as a percentage or coefficients;

amount of paid services to the population - cash amount, paid by the citizen for the services rendered to him or paid by the legal entity, separate division of the legal entity in whom it works;

amount of concealment of paid services to the population - difference between the actual amount of paid services to the population (that is actually the rendered and paid services) and their amount included the respondent in the state statistical reporting:

the accounting period (year) - the period (year) for which comparison is made.

Chapter 2. Information calculation basis of amount of paid services to the population

4. Starting information base for calculation of amount of paid services to the population are aggregative primary statistical data in form of the state statistical reporting 4-un "The report on amount of paid services to the population" (further - form 4-un).

5. Other sources for quarterly calculation of amount of paid services to the population are:

aggregative primary statistical data in form of the state statistical reporting 12-tr (car) "The report on availability and use of road transport" (further – form 12-tr (car));

the aggregative primary statistical data about the average monthly salary of employees of the average and small organizations received based on forms of the state statistical reporting 12-t "The report on work" (further – form 12-t) and the 1-megapixel "Report on financial and economic activities of the small organization" (further – form 1-megapixel).

extrapolated primary statistical data of selective inspection of households on level of living about money expenditure of households on fee;

the administrative data on activities in the sphere of agroecotourism provided by the Ministry of Taxes and Tax Collection;

administrative data on results of the control actions directed to the identification and prevention of cases of concealment of proceeds from sales of goods (works, services) provided by the Ministry of Taxes and Tax Collection.

Chapter 3. Calculation of amount of paid services to the population

6. The amount of paid services to the population consists from:

amount of the paid services to the population rendered by legal entities;

amount of concealment of paid services to the population;

amount of the paid services to the population rendered by physical persons, including individual entrepreneurs.

7. Calculation of amount of paid services to the population is perfromed quarterly from the beginning of year by summing of amount of paid services to the population from the beginning of year, preceding reporting quarter, and the amount of paid services to the population for reporting quarter received in the settlement way (except amount of paid services to the population for January-March).

8. The amount of paid services to the population for reporting quarter is calculated by the following formula:
