Article 1. The main characteristics of the budget of Federal Compulsory Health Insurance Fund for 2016

2) the total amount of expenses of the budget of Fund in the amount 1 594 890 584, 1 thousand rubles, including the interbudget transfers transferred to the federal budget in the amount 94 361 000, of 0 thousand rubles and to the budget of Social Insurance Fund of the Russian Federation in the amount 18 754 011, of 0 thousand rubles;

3) amount of budget surplus of Fund in the amount 66 789 084, 4 thousand rubles.

Article 2. Chief managers of budget receipts of Fund, chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of sources of financing of budget deficit of Fund according to appendix 2 to this Federal Law.

Article 4. Budgetary appropriations of the budget of Fund for 2016

Article 5. The interbudget transfers from the budget of Fund to other budgets of the budget system of the Russian Federation

Determine that the Fund according to the procedure, established by the Government of the Russian Federation, sends in 2016 in the amount established by appendix 4 to this Federal Law to budgets of territorial funds of compulsory medical insurance other interbudget transfers on collateral financial provision of rendering the specialized, including high-technology, medical care included in the basic program of compulsory medical insurance, the federal state institutions subordinated to the Ministry of Health of the Russian Federation, Presidential Property Management Department of the Russian Federation, Federal Medical Biological Agency and the Federal Agency for Scientific Organizations.

1) on financial provision of rendering to citizens of the Russian Federation of the high-technology medical care which is not included in the basic program of compulsory medical insurance, the federal state institutions included in the list approved by the federal executive body performing functions on development and realization of state policy and normative legal regulation in health sector;

2) on provision of subsidies to budgets of subjects of the Russian Federation for the purpose of joint financing of the expenses arising when rendering to citizens of the Russian Federation the high-technology medical care which is not included in the basic program of compulsory medical insurance, the medical organizations included in the list approved by authorized body of the executive authority of the subject of the Russian Federation.

5. Determine that from the budget of Fund the interbudget transfers in the amount established by appendix 4 to this Federal Law to payment to the medical organizations and other organizations performing medical activities, participating in program implementation of the state guarantees of free rendering to citizens of medical care and territorial programs of the state guarantees of free rendering to citizens of medical care, services in the medical care provided to women during pregnancy in the amount 3, of 0 thousand rubles and the medical care provided to women and newborns during childbirth and during the postnatal period in the amount 6, of 0 thousand rubles respectively for each woman for performing routine medical examinations of the child delivered within the first year of life aged up to three months on accounting in the specified organization go in 2016 to the budget of Social Insurance Fund of the Russian Federation in the amount 1, thousand rubles for the first six months and in the amount 1, 0 thousand rubles for the second six months during which routine medical examinations, for each child were performed from the moment of its statement on accounting, and also on fee on production and delivery in territorial authorities of Social Insurance Fund of the Russian Federation of forms of birth certificates.

Article 6. Features of establishment of separate expenses of the budget of Fund in 2016

1. Determine that according to Item 3 of Article 217 of the Budget code of the Russian Federation the basis for introduction in 2016 of changes in indicators of summary budget list of the budget of Fund is use (redistribution) according to decisions of Fund of the means of the normalized safety stock of Fund reserved within the budgetary appropriations established by appendix 4 to this Federal Law on increase in the budgetary appropriations provided:
