Article 1. The main characteristics of the budget of Social Insurance Fund of the Russian Federation for 2016

Approve the main characteristics of the budget of Social Insurance Fund of the Russian Federation (further - Fund) for 2016:

1) the predicted total amount of budget receipts of Fund in the amount 610 792 608, 7 thousand rubles, including on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 471 391 047, 8 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases in the amount 99 782 447, 0 thousand rubles, the interbudget transfers on execution of separate state powers from the federal budget in the amount 20 865 102, 9 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund in the amount 18 754 011, 0 thousand rubles;

2) the total amount of expenses of the budget of Fund in the amount 648 158 453, 6 thousand rubles, including on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 516 892 621, 4 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases in the amount 91 646 718, 3 thousand rubles, at the expense of the interbudget transfers on execution of separate state powers from the federal budget and the budget of Federal Compulsory Health Insurance Fund in the amount 39 619 113, 9 thousand rubles;

3) amount of budget deficit of Fund in the amount 37 365 844, 9 thousand rubles, including amount of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 45 501 573, 6 thousand rubles and amount of budget surplus of Fund regarding compulsory social insurance from labor accidents and occupational diseases in the amount 8 135 728, 7 thousand rubles.

Article 2. Chief managers of budget receipts of Fund and chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of financing sources of Fund budget deficit according to appendix 2 to this Federal Law.

3. Determine that in case of change in 2016 of structure and (or) functions of chief managers of budget receipts of Fund or chief managers of sources of financing of budget deficit of Fund, and also change of the principles of appointment and assignment, structure of codes of classification of the income of budgets of the Russian Federation and classification of sources of financing of deficits of budgets corresponding changes are reflected in the performance report of the budget of Fund for 2016 based on regulatory legal act of the Ministry of Finance of the Russian Federation.

Article 3. Sources of internal financing of budget deficit of Fund

1. Approve sources of internal financing of budget deficit of Fund for 2016 according to appendix 3 to this Federal Law.

2. Determine that source of internal financing of budget deficit of Fund for 2016 regarding compulsory social insurance on case of temporary disability and in connection with motherhood is balance on compulsory social insurance on case of temporary disability and in connection with motherhood for January 1, 2016 in the amount 45 501 573, of 6 thousand rubles.

3. Determine that remaining balance of budget funds of Fund for the beginning of 2016 for compulsory social insurance on case of temporary disability and in connection with motherhood in volume of 14 000 000, of 0 thousand rubles goes in 2016 for compensation of the loss of income of the budget of Fund in connection with establishment of the lowered rates of insurance premiums for compulsory social insurance for case of temporary disability and in connection with motherhood.

Article 4. Budgetary appropriations of the budget of Fund for 2016

1. Approve distribution of budgetary appropriations of the budget of Fund for 2016 for Sections, subsections, target Articles and groups of expense types of classification of budgets expenses according to appendix 4 to this Federal Law.

2. Approve the total amount of the budgetary appropriations directed to execution of public normative obligations, for 2016 in the amount 568 432 286, of 4 thousand rubles.

Article 5. Features of use of budgetary appropriations of the budget of Fund in the sphere of social policy

Determine that the Fund in 2016 performs:

1) allowance payments on compulsory social insurance on case of temporary disability and in connection with motherhood (except for expenses on allowance payment, specified in Item 2 of this Article) in sizes over the sizes established by the legislation of the Russian Federation on compulsory social insurance on case of temporary disability and in connection with motherhood to citizens according to the Law of the Russian Federation of May 15, 1991 No. 1244-1 "About social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP", to the citizens who were affected by radiation owing to accident in 1957 at Mayak production association and dumpings of radioactive waste into the Techa River on whom operation of the Law of the Russian Federation of May 15, 1991 No. 1244-1 "On social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP" expatiates and to citizens according to the Federal Law of January 10, 2002 No. 2-FZ "About social guarantees to the citizens who underwent to radiative effects owing to nuclear testing at Semipalatinsk Test Site" whose financial provision is performed at the expense of the interbudget transfers from the federal budget, stipulated in Item 1 article 1 of this Federal Law;

2) payments of monthly allowance for child care before achievement of age of one and a half years by it in sizes over the sizes established by the Federal Law of May 19, 1995 No. 81-FZ "About public welfare payments to the citizens having children" to citizens, who are subject to compulsory social insurance on case of temporary disability and in connection with motherhood according to the Law of the Russian Federation of May 15, 1991 No. 1244-1 "About social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP", to the citizens who are subject to compulsory social insurance on case of temporary disability and in connection with motherhood which was affected by radiation owing to accident in 1957 at Mayak production association and dumpings of radioactive waste into the Techa River on whom operation of the Law of the Russian Federation of May 15, 1991 No. 1244-1 "Expatiates on social protection of citizens affected by radiation owing to catastrophic crash on the Chernobyl NPP" which financial provision is performed at the expense of the interbudget transfers from the federal budget, stipulated in Item 1 article 1 of this Federal Law;

3) expenses on provision to disabled people of technical means of rehabilitation and services, ensuring separate categories of citizens from among veterans artificial limbs (except dentures), prosthetic and orthopedic products, including expenses on implementation of the specified powers, except for the expenses in this direction performed by subjects of the Russian Federation under agreements between the federal executive body performing functions on development and realization of state policy and normative legal regulation in the sphere of social protection of the population and executive bodies of subjects of the Russian Federation about transfer by it of the specified powers which financial provision is performed at the expense of the interbudget transfers from the federal budget, stipulated in Item 1 article 1 of this Federal Law.
