About approval of standards of the state services in the field of technical regulation and metrology

According to the subitem 1) article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" PRIKAZYVAYU:

1. Approve the enclosed standards of the state services:

1) "Issue of the certificate on approval like measuring instruments", according to appendix 1 to this order;

2) "Issue of the certificate on metrological certification of measuring instruments", according to appendix 2 to this order;

3) "Licensing for implementation of activities for production of National flag of the Republic of Kazakhstan and the State Emblem of the Republic of Kazakhstan", according to appendix 3 to this order;

4) "Accounting of the international, regional standards and standards of foreign states, standards of the organizations, qualifiers of technical and economic information, rules, regulations and recommendations of the foreign states about standardization, confirmation of conformity and accreditation applied in the territory of the Republic of Kazakhstan" according to appendix 4 to this order;

5) "Coordination of regulating documents on implementation of activities of metrological services of state bodies, physical persons and legal entities", according to appendix 5 to this order;

6) "Certification of the expert-auditor in confirmation of conformity, determination of the country of goods' origin, the status of goods of the Eurasian Economic Union or foreign goods", according to appendix 6 to this order;

7) "Registration in the register of the State instrumentation system of the Republic of Kazakhstan of the technique of accomplishment of measurements developed and certified in countries of the Commonwealth of Independent States" according to appendix 7 to this order;

8) "The admission to application of standard model of foreign release", according to appendix 8 to this order;

9) "Approval of the state standard sample", according to appendix 9 to this order.

2. (Kaneshev B. B.) to provide to committee of technical regulation and metrology of the Ministry for Investments and Development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Standard of the state service "Issue of the Certificate on Approval like Measuring Instruments"

Chapter 1. General provisions

1. The state service "Issue of the Certificate on Approval like Measuring Instruments" (further - the state service).

2. The standard of the state service is developed by the Ministry of the industry and infrastructure development of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears Committee of technical regulation and metrology of the Ministry (further - the service provider).

Reception of an application and issue of result of the state service is performed through the web portal of "the electronic government" www.egov.kz (further - the Portal).

Chapter 2. Procedure for rendering the state service

4. The term of rendering the state service from the moment of delivery of document package - 10 (ten) working days.

5. Form of rendering the state service: electronic.

On the Portal the result of rendering the state service goes and kept in "private office" of the uslugopoluchatel in electronic form signed by the digital signature (further - the EDS) the authorized person of the service provider.

6. Result of rendering the state service - the certificate on approval like measuring instruments, or the motivated answer about refusal in rendering the state service in case and on the bases, stipulated in Item 10 these Standards of the state service.

Form of provision of result of rendering the state service: electronic.

7. The state service is rendered on free basis to physical persons and legal entities (further - uslugopoluchatel).

8. Working schedule of the Portal: round the clock, except for the technical breaks connected with carrying out repair work (in case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, reception of applications and issue of results of rendering the state service is performed the next working afternoon).

10. On the Portal acceptance of electronic request is performed in "private office" of uslugopoluchatel. Documents are presented in the form of electronic copies of the documents certified by the EDS of uslugopoluchatel.

The service provider refuses rendering the state service in case of establishment of unauthenticity of the documents submitted by uslugopoluchatel for the receipt of the state service and (or) these (data) containing in them.

Chapter 3. Procedure for appeal of decisions, actions (failure to act) of the central state bodies, the service provider and (or) their officials concerning rendering the state services

11. Claims to decisions, action (failure to act) of the Ministry, the service provider and (or) their officials concerning rendering the state services move in writing:

1) addressed to the head of the Ministry or replacement his face to the address specified in Item 13 of this Standard of the state service;

2) addressed to the head of the service provider to the addresses specified in Item 13 of this Standard of the state service.

In the claim of uslugopoluchatel its surname, name, middle name (are entered in case of its availability), the postal address, contact telephone number.

The appeal is signed by uslugopoluchatel.

Confirmation of adoption of the claim is its registration (stamp, the entering number and date) in office of the Ministry, the service provider with indication of surname and initials of person which accepted the claim, term and the place of receipt of the answer to the made complaint.
