1. Approve the Instruction for employees of Items of weight and dimensional control on application of the Procedure for establishment and compensation of the extent of the harm and damage caused to highways by the vehicles transporting heavy and bulky cargoes according to appendix 1.

2. To the director of DVK in case of MTIK KR Tashtanaliyev E. M. instruct with the staff of PVK and provide observance of requirements of the paragraph of the 6th Item 1 of the Order of the Government KR No. 454 of 08.08.2011 (in edition of July 13, 2015 for No. 481) on all posts of weight and dimensional control in the territory of the Kyrgyz Republic.

The instruction for employees of Items of weight and dimensional control on application of provisions of the Procedure for establishment and compensation of the extent of the harm and damage caused to highways by the vehicles transporting heavy and bulky cargoes

1. This instruction is developed for the purpose of application for employees of DVK, the order of the Government of the Kyrgyz Republic of July 13, 2015 No. 481, and also determines procedure for collection of payment on account of compensation of the extent of the harm and damage caused to highways by the vehicles transporting heavy and bulky cargoes.

2. Owners of the vehicles transporting heavy and bulky cargoes on highways public indemnify the harm and loss caused to highways public by vehicles according to the order of the Government of the Kyrgyz Republic of August 8, 2015 No. 454.

3. Money on account of indemnification and damage caused to highways public by the vehicles transporting heavy and bulky cargoes is levied by cashiers-operators of Items of weight and dimensional control and mobile groups of weight and dimensional control.

4. The extent of harm and damage caused to highways public are calculated by the formula established in the order of the Government of the Kyrgyz Republic No. 481 of July 13, 2015:

With - the size of rate of 1 ton of overload on 1 km of journey, som;

- weighing and measurement of total mass, axial loads, sizes and other linear parameters of the vehicle;

- after dynamic weighing and measurement of total mass, axial loads, the sizes and other linear parameters of the vehicle the worker of Item of weight and dimensional control shall determine axial load of the vehicle on roadbed with deduction of admissible error this manufacturing plant of the weight equipment, for benefit of the driver;

- collection of charges for weighing and measurement of total mass, axial loads, the sizes and other linear parameters of vehicles in the amount of 250 som to issue the check through KKM and to register in the automatic telephone exchange magazine;

- collection of charges for compensation of the extent of the harm and damage caused to highways transporting bulky cargoes is made according to the receipt cash order with issue of the special form with calculations of distance, overload to the driver of automatic telephone exchange, the copy of the special form remains at the cashier-operator for accounting;

- the cashier-operator (principal surveyor) hands over the report strictly after change to the chief of PVK and daily makes the report in central office of DVK;

- registration of the relevant data in the magazine of registration of vehicles;

- ensuring safe and timely arrival and departure of vehicles in Items of weight and dimensional control.

9. In Items of weight and dimensional control charges for weighing and measurement of total mass, axial loads, the sizes and other linear parameters of vehicles and collection of payment on account of compensation of the extent of the harm and damage caused to highways by the vehicles transporting heavy and bulky cargoes are levied from owners of vehicles in national currency of the Kyrgyz Republic.

10. The maximum sizes and other linear parameters specified in the order of the Government KR need to be considered taking into account restrictions of artificial features (tunnels, galleries, bridges, overpasses, etc.) of highways. If parameters of the vehicle do not exceed restriction, then journey for this vehicle is allowed, in case of exceeding of restrictions it is necessary to specify alternative travel line in detour of artificial features.
