2. Approve the enclosed Regulations on powers of the State corporation on space activities Roskosmos and federal executive bodies in the field of use of results of space activities for the benefit of upgrade of economy of the Russian Federation, development of its regions and expansion of international cooperation.

3. To Federal Space Agency in 3-month time to develop and provide to the Government of the Russian Federation offers on modification of the Presidential decree of the Russian Federation of August 21, 2012 to No. 1199 "About efficiency evaluation of activities of executive bodies of subjects of the Russian Federation" for the purpose of creation of system of efficiency evaluation and support of use of results of space activities in subjects of the Russian Federation.

4. Regulations on powers of the State corporation on space activities Roskosmos and federal executive bodies in the field of use of results of space activities for the benefit of upgrade of economy of the Russian Federation, development of its regions and expansion of international cooperation

1. This Provision determines powers of the State corporation by space activities Roskosmos and federal executive bodies in the field of use of results of space activities for the benefit of upgrade of economy of the Russian Federation, development of its regions and expansion of international cooperation.

2. The state corporation on space activities performs Roskosmos:

a) coordination of activities of federal executive bodies and executive bodies of subjects of the Russian Federation in the field of use of results of space activities for the benefit of upgrade of economy of the Russian Federation, development of its regions and expansion of international cooperation;

b) ensuring realization together with the interested federal executive bodies of state policy in the field of use of results of space activities for the benefit of upgrade of economy of the Russian Federation and development of its regions;

c) development together with the interested federal executive bodies of the regulatory legal acts regulating use of results of space activities including during creation of technical means, information systems and the hardware and software, in the course of development, operation or functioning of which results of space activities provide preferential contribution to their consumer value (further - space products), and also when rendering services by which provision results of space activities provide preferential contribution to their consumer value (further - space services) for the benefit of civil consumers;

d) the organization of carrying out system, scientific and technological research, developmental works for the benefit of creation of space products and rendering space services and increase in efficiency of their use;

e) coordination of international cooperation of federal executive bodies in the field of use of results of space activities, including the organization in accordance with the established procedure their interactions with the competent authorities of foreign states and foreign legal entities or physical persons rendering space services in accordance with the legislation of the Russian Federation (operators of space services), including participation in project development of international treaties of the Russian Federation;

e) carrying out together with the interested federal executive bodies of single technical policy during creation and functioning of the elements of information, navigation and telecommunication infrastructure providing access to results of space activities and used by operators of space services in the course of creation of space products and (or) rendering space services (further - infrastructure of use of results of space activities) within the state, regional, departmental projects and programs, projects and programs of local government bodies and the organizations with the state participation;

g) the organization of collection, systematization and demand analysis of consumers of space products and space services, ensuring accounting of such demand during creation and operation of perspective space means;

h) forming and development of system of finishing space products and space services to consumers at the federal level, in subjects of the Russian Federation and municipalities, including with use of the information system providing acceptance, processing, storage and distribution of data of remote sensing of Earth, and also elements of the infrastructure specified in the subitem "e" of Item 2 this provision;

i) the organization of use of results of space activities for the benefit of increase in efficiency of functioning of the space-rocket industry;

j) the organization of information and analytical ensuring the works which are carried out to the fields of use of results of space activities including approval of methodical recommendations about development and realization by subjects of the Russian Federation and municipalities of target programs of use of results of space activities;

k) information support of use of results of space activities, including by placement on the official site of the State corporation on space activities Roskosmos on the Internet of data in the field of use of results of space activities;

l) participation in the organization of scientific and methodical and program and technological maintenance of works on creation of system of training of specialists in the field of use of results of space activities with involvement of state and municipal educational institutions of average and higher education;

m) approval of requirements to space products and space services for the purpose of increase in efficiency of realization of the powers assigned to the State corporation on space activities Roskosmos, including for ensuring monitoring of the crucial and potentially dangerous objects of land space infrastructure which are on the property right or other legal cause at the organizations performing activities in the sphere of regulation of the State corporation for space activities Roskosmos with use of space systems;
