I. General provisions

1.1. The administrative regulations of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response on provision of the state service in licensing of activities for suppression of the fires in settlements, on production facilities and infrastructure facilities (further - Administrative regulations) determine the standard, terms and the sequence of the ministerial procedures performed by the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response (further respectively - Emercom of Russia, the licensing body), and govern the relations arising between legal entities and individual entrepreneurs by provision of the state service in licensing of activities for suppression of the fires in settlements on production facilities and infrastructure facilities (further - the state service).

Circle of applicants

1.2. The state service is provided to the legal entities and individual entrepreneurs having intention to perform in the territory of the Russian Federation activities for suppression of the fires in settlements, on production facilities and infrastructure facilities.

Receivers of the state service are:

the legal entity or individual entrepreneur who filed in the relevant licensing organ petition for provision of the license (further - the license applicant) (or the authorized representative of the license applicant who is acting on the basis of the power of attorney);

the legal entity or individual entrepreneur having the license (further - the licensee) (or the authorized representative of the licensee who is acting on the basis of the power of attorney), who filed in the relevant licensing organ petition for renewal (issue of the duplicate, copy, cancellation) of the license;

the legal entities and physical persons which addressed to the relevant licensing organ behind provision of data from the register of licenses and other information on licensing.

Requirements to procedure for informing on provision of the state service

1.3. Informing concerning provision of the state service performs Emercom of Russia and its territorial authorities.
