About approval of criteria of classification of higher educational institutions

According to the order of the Government of the Republic of Kazakhstan of May 17, 2013 "About approval of Standard rules of organization activity of formation of the corresponding types, including Standard rules of the organizations of education realizing additional educational programs for children" I ORDER to No. 499:

1. Approve the enclosed criteria of classification of higher educational institutions.

2. (Omirbayev S. M.) in the procedure established by the legislation to provide to department of the higher and postgraduate education, international cooperation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising Vice-Minister of Education and Science of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after its first official publication.

Criteria of classification of higher educational institutions

General provisions

1. Criteria of classification of higher educational institutions (further - Criteria) are developed according to the order of the Government of the Republic of Kazakhstan of May 17, 2013 No. 499 "About approval of Standard rules of organization activity of formation of the corresponding types, including Standard rules of the organizations of education realizing additional educational programs for children".

2. Criteria are developed for the higher educational institutions (further - higher education institution) realizing programs of the higher and postgraduate education for the purpose of determination of their importance for scientific and technical and social and economic development of the country. Criteria do not extend to military and special educational institutions.

3. Criteria are based on quality evaluation of the provided educational services, effective use of educational, scientific and innovative capacity of higher education institutions.

4. Criteria are developed taking into account techniques of the leading international ratings in the field of the higher and postgraduate education of QS World University Rankings and Times Higher Education World University Rankings.

5. Criteria are developed for the following types of higher education institutions:

1) national research university;

2) research university;

3) national higher educational institution;

4) university;

5) academy;

6) institutes;

7) the organizations (conservatory, the higher school, the highest school) equated to higher educational institutions.

6. Criteria of national research university:

1) the higher educational institution having special status;

The draft of the development program for five years has 2);

3) realizes independently developed educational training programs of the higher and postgraduate education on three and more groups of specialties;

4) uses results of basic and applied scientific research for generation and transfer of new knowledge;

5) is provided by advanced training of teachers at least once in five years;

6) share of teachers with academic degrees and academic statuses from number of teachers for whom principle place of employment is higher educational institution - at least 70%;

7) share of the undergraduates and doctoral candidates studying at programs of postgraduate education from the general contingent of students - at least 15%;

8) share of the programs of postgraduate education developed with participation of the foreign partner higher education institutions entering in top-200 the best universities of the world according to the rating of Times Higher Education World University Rankings - at least 20%;

9) share of the invited foreign teachers and researchers in the total number of scientific and pedagogical workers - at least 12%;

10) share of scientific articles in co-authorship with foreign teachers / researchers - at least 10% of total quantity of the scientific articles published within the last 3 years in the international rating magazines indexed by Web of Science or Scopus;

11) availability of one doctor of science or two candidates of science or two doctors of philosophy (PhD), on the corresponding specialty or on the corresponding profile of specialty;

12) the relation of number of the scientific articles published within the last 3 years in the international rating magazines indexed by Web of Science or Scopus to total number of scientific and pedagogical workers - at least 1:3;

13) the average level of quoting of the scientific articles published within the last 5 years in the international rating magazines indexed by Web of Science or Scopus - at least 2.0;

14) the amount of the total income gained within the last 3 years as a result of accomplishment of works/rendering services for private companies, the organizations and funds (including international) per unit of scientific and pedagogical workers - at least 500 thousand tenges.

7. Criteria of research university

1) compliance to article 10 of the Law of the Republic of Kazakhstan of February 18, 2011 "About science";

The draft of the development program for five years has 2);

3) realizes independently developed educational programs of the higher and postgraduate education for three and more groups of specialties;

4) uses results of basic and applied scientific research for generation and transfer of new knowledge;

5) is provided by advanced training of teachers at least once in five years;

6) share of teachers with academic degrees and academic statuses from number of teachers for whom principle place of employment is higher educational institution - at least 70%;

7) share of the undergraduates and doctoral candidates studying at programs of postgraduate education from the general contingent of students - at least 10%;
