According to articles 10 and 17 of the Constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic", the Law of the Kyrgyz Republic "About regulatory legal acts of the Kyrgyz Republic", the order of the Government of the Kyrgyz Republic of September 15, 2014 No. 530 "About delegation of separate rule-making powers of the Government of the Kyrgyz Republic to number of state bodies of the executive authority", in pursuance of requirements of the Law of the Kyrgyz Republic "About rail transport" of July 9, 1998 No. 90, and also for the purpose of safety control of the legal base and ensuring safe operation of rail transport in the Kyrgyz Republic, being guided by Regulations of the Government of the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of June 10, 2013 No. 341, I order:
1. Approve "Operational regulations of the railroad of the Kyrgyz Republic".
2. To the state company "The Kyrgyz Temir Shola national company under the Ministry of Transport and Communications of the Kyrgyz Republic to accept this order to execution.
3. To impose control of execution of this order on the deputy minister of transport and communications of the Kyrgyz Republic Uyezbayev U. K.

1. Operational regulations of the railroad of the Kyrgyz Republic establish basic provisions on technical railway operation and operations procedure of workers of rail transport in case of their operation, basic dimensions, regulations of content of the major constructions, devices and railway vehicles and requirements imposed to them, system of the organization of train movements and the principles of the alarm system.
2. Concerning technical railway operation the Ministry of Transport and Communications of the Kyrgyz Republic (further the Ministry of transport) publishes instructions and instructions of Republican value, and the Kyrgyz railroad - the instructions and instructions determining work of its structural divisions.
All instructions and instructions relating to technical railway operation, constructions, devices and railway vehicles shall conform to requirements of these rules.
1.1. 1.3. 1.4. Workers of rail transport shall ensure safety of passengers, create it accommodation requirements, service culturally at stations, in trains, to be polite and precautionary in the treatment of all persons using services of rail transport and at the same time to demand from them accomplishment of the rules existing on rail transport.
1.5. Workers of rail transport shall keep according to the procedure workplace and entrusted technical means.
Workers of rail transport for whom the uniform and signs of distinction is established shall be in the uniform if for them the special production clothes are not established.
Each worker of rail transport shall follow rules and instructions for labor protection, flammability control, the sanitary regulations and regulations, requirements of standards, metrological regulations and rules and other regulating documents established for the work performed by it. Responsibility for accomplishment of these rules and instructions is assigned to contractors and heads of the relevant divisions.
1.6. Are not allowed on locomotives, in control cabins by motor car trains, special self-propelled railway vehicles (railmotor cars, section cars, special railcars, railway and construction machines) and other mobile units, to the signals, shooters, devices, mechanisms and other devices connected with train movements safety control and also to rooms from where management of signals and such devices, persons who do not have access rights to them is made.

1.7. Persons going to rail transport to work connected with train movements shall undergo professional training, and engine crews, traffic controllers, persons on duty on railway stations (further - the station supervisor), crews of special self-propelled railway vehicles, besides, professional selection, to pass tests and in subsequent periodically to be checked in knowledge:
Operational regulations of the railroad of the Kyrgyz Republic (PTE) (are approved by the order Mintranskommunikatsy the KR of July 24, 2003 No. 12-69/RB);
Signal codes on the railroad of the Kyrgyz Republic (ISI) (Mintranskommunikatsy the KR of May 23, 2007 No. 131) are approved by the order;
To the traffic instruction and shunting operation on the railroad of the Kyrgyz Republic (IDP) (Mintranskommunikatsy the KR of July 30, 2003 No. 203 (12 - 70/Republic of Belarus) is approved by the order;
The job descriptions and other documents establishing obligations of workers;
Rules and instructions for labor protection, sanitary regulations and regulations;
Regulations on discipline of workers of rail transport of the Kyrgyz Republic.
All other workers shall know the general obligations of workers of rail transport provided by these rules, governed on labor protection, the sanitary regulations and regulations, job descriptions and other documents establishing obligations of workers.
Workers of rail transport to whom according to the procedure of full load of the working day or combination of professions accomplishment of the subsidiary duties connected with train movements is assigned shall be allowed to this work only after their testing in knowledge of the corresponding rules and instructions.

1.8. Persons going to work and the workers of rail transport who are directly connected with train movements are subject obligatory preliminary, in case of revenues to work, and to periodic medical examinations in accordance with the established procedure.
According to the labor law of the Kyrgyz Republic of persons under 18 are not allowed to occupation of the following positions and professions which are directly connected with train movements: drivers of locomotives, motor car trains, railmotor cars and special railcars, railway and construction machines, cranes (crane operators) and their assistants, drivers of section cars and their assistants, firemen of engines in depot, traffic controllers, yard dispatchers, dispatchers of shunting railway stations, dispatchers locomotive road, power dispatchers, dispatchers of car repair shed, dispatchers on regulation of the car park, persons on duty on railway stations, persons on duty on the park, persons on duty on travel, persons on duty on moving, station signal cabins on duty, on duty on double inclines, operators in case of persons on duty on stations, operators in case of shunting dispatchers of railway stations, operators of double inclines, operators of signal cabins, operators of Items of maintenance of cars, operators on traveling measurements and their assistants, operators of defektoskopny carts, conductors of freight trains, shunting masters and their assistants, traffic controllers of motion speeds of cars, signalmen, pointer posts on duty, acceptors of trains, road masters, masters of pavements, masters tunnel, masters of structural divisions of the railroad in electric utility service, masters of Items of maintenance of cars, masters and workers on bezottsepochny repair of cars, inspectors of cars, inspectors-repairmen of the cars, foremen (exempted) on the current content and track repair and artificial features, inspectors of way and artificial features, servicemen of control and measuring cars, mounters of way (the third discharge above), chiefs (mechanics-foremen) of passenger trains, train electricians, conductors, mechanics of refrigerator trains (sections), electricians and electricians occupied on: repair and servicing of the equipment and communication devices; servicing and repair of attention devices, centralization and blocking; on repair and servicing of contact network, transformer and transformer substations and power distribution circuits energized and at height.
1.9. Workers of rail transport shall keep entrusted property of the railroads and the transported loads.
2.1. Constructions and devices, the railroads shall contain in good repair.

2.2. Constructions, devices, mechanisms and the equipment shall correspond to the approved project documentation and technical specifications. On the main constructions, devices, mechanisms and the equipment there shall be log books containing the major technical and utilization parameters.
Devices, mechanisms, the equipment and railway vehicles, including deliverable rail transport of the Kyrgyz Republic, are subject to obligatory confirmation of conformity according to requirements of technical regulations of the Customs union.
Constructions and devices, the railroads shall conform to the requirements providing the omission of trains with the maximum established speeds: passenger - 140 km/h, refrigerator - 120 km/h, cargo - 90 km/h. On specific divisions according to the list approved by road management the differentiated speeds are established.
Additional requirements to constructions and devices on sites of the railroads where passenger trains handle speed more than 140 to / h, are established by the Ministry of transport.
Modification of designs of constructions and devices is allowed only with the permission of the service employees having the right to approve the project documentation on these constructions and devices.
Classification, reserve maintenance periods and regulations of content of the main constructions and devices are established according to protocols of meetings of Council for rail transport of the State Parties of the CIS.

2.3. Again built and reconstructed lines, constructions, devices and buildings shall be accepted in continuous operation by inspections according to acceptance procedures in operation finished with construction of facilities of rail transport.

2.4. Constructions and structures of general network, railway roads and railroad side tracks from the station of adjunction to the territory of industrial and transport enterprises shall meet requirements of the track clearance of C established by the interstate standard.
Constructions and devices, the railroads which are in the territory and between the territories of industrial and transport enterprises shall meet requirements of track clearance of Cn established by the interstate standard.
Dimensions of C and Cn shall be observed during the designing, construction, reconstruction of the railroads, railroad side tracks, constructions and devices on them, in case of electrification and construction of the second ways, and also at all operated constructions and devices which are earlier given to the specified dimensions.
Features of application of dimensions of C and Cn in case of new construction and reconstruction of the railroads, constructions and devices, requirements to the existing constructions and devices constructed on old regulations and the dimensions of C which are not meeting the requirements and Cn, the checklist of dimensions of constructions and devices and elimination of oversized places are provided by the instruction for application of track clearances.
When planning reorganization of the existing constructions and devices which are not meeting the requirements of dimensions of C and Cn, first of all the objects which are not providing the omission of perspective railway vehicles of dimensions Tnp and Shopping centers, and also loads submerged on zone dimension shall be considered.
It is not allowed to break dimensions of constructions and devices, the railroads when carrying out any repair, construction and other work.
2.5. The distance between axes of ways on stages of double lines on direct sites shall be at least 4100 mm.
On three-way and four-acceptable lines the distance between axes of the second and third ways on direct sites shall be at least 5000 mm.
The distance between adjacent axes of converging tracks on railway stations (further - stations) on direct sites shall be at least 4800 mm, on the minor ways and ways of cargo areas - at least 4500 mm. In case of arrangement of main tracks at stations extreme with the permission of the chief of the railroad the distance between them 4100 mm is allowed. The distance between axes of the ways intended for direct freight handling from the car in the car can be allowed by 3600 mm.

3.1. All elements of railway track (subgrade, the upper structure and artificial features) on durability, stability and condition shall provide safe and smooth train movements with the speeds established on this site.
3.2. Placement and hardware of structural divisions of the railroad on traveling facilities, traveling machine stations and other companies of traveling facilities shall provide accomplishment of necessary works on content and repair of railway track, constructions and devices for accomplishment of given sizes of train movements with the established speeds.
3.3. Requirements to designs of constructions and devices, the procedure for their content and operation which is not listed in these rules are established by the Ministry of transport.
Plan and profile of way
3.4. The railway track concerning radiuses of curves, interfaces of straight lines and curves, the steepness of biases shall correspond to the approved plan and profile of the line.
3.5. Stations, traveling and outdistanced Items, shall be located on horizontal site; their arrangement on biases not more abruptly than 0,0015 is in some cases allowed; and in difficult conditions not more abruptly 0,0025.
In especially difficult conditions on traveling and outdistanced Items of all types, and with permission the Ministry of transport on intermediate stations, longitudinal or semi-longitudinal types on which maneuvers and uncoupling of the locomotive or cars from structure and separation of the connected trains are not provided allows biases more 0, within station site. In especially difficult conditions reduction of radius of curve to 600 m, and in mountain conditions - to 500 m is allowed.
3.7. The plan and profile of the main and station tracks, and also the railroad side tracks belonging to the railroad shall be exposed to recurring tool inspection.
The organization of works on tool verification of the plan and profile of ways, production of the corresponding technical documentation, and also creation of large-scale and schematic plans of stations is assigned to track maintenance of the railroad with attraction for accomplishment of these works of design institutes, project and surveying and project and estimate groups and accomplishment of these works according to the program approved by the chief of the railroad. 3.8. Subgrade width on top on direct sites of way shall correspond to the upper structure of way. On the existing lines before their reconstruction subgrade width is allowed at least: on single-line lines - 5,5 of m, double-track - m 9,6, and in the rocky draining soil is at least: on single-line lines - 5,0 of m, double-track - m 9,1.
