In pursuance of the resolution of Jogorku Kenesh of the Kyrgyz Republic "About information of the temporary commission on studying of condition and purpose of the sporting venues and constructions which are in the territory of the Kyrgyz Republic" of May 21, 2014 No. 4054-V for the purpose of further increase in efficiency of activities of the Kyrgyz state academy of physical culture and sport, in compliance with the Civil code of the Kyrgyz Republic and the Law of the Kyrgyz Republic "About education", we order:
1. Approve the enclosed Charter of the Kyrgyz state academy of physical culture and sport.
2. To department of legal support of the Ministry of Education and Science of the Kyrgyz Republic, department of organizational, legal and personnel work of the State agency of physical culture and sport under the Government of the Kyrgyz Republic in 2-week time to carry out necessary work on inclusion of the State agency of physical culture and sport under the Government of the Kyrgyz Republic to the Unified State Register of Legal Entities, branches (representations) as the founder of the Kyrgyz state academy of physical culture and sport.
3. Kyrgyz state academy of physical culture and sport:
- make in accordance with the established procedure the state re-registration in judicial authorities;
- bring own decisions into accord with this order.
4. Determine that this order and the Charter of the Kyrgyz state academy of physical culture and sport approved by Item 1 of this order can be changed only by the joint decision of the Ministry of Education and Science of the Kyrgyz Republic and the State agency of physical culture and sport under the Government of the Kyrgyz Republic.
5. To impose control of execution of this order on the deputy minister of science and education of the Kyrgyz Republic and the deputy director of the State agency of physical culture and sport under the Government of the Kyrgyz Republic.

1. The Kyrgyz state academy of physical culture and sport (further - Academy) is formed according to the Decree of the Acting President of the Kyrgyz Republic of May 3, 2005 No. 161 based on the Kyrgyz state institute of physical culture and sport.
2. In the activities the Academy is guided by the Constitution of the Kyrgyz Republic, the Law of the Kyrgyz Republic "About education", the Law "About Physical Culture and Sport", the Provision "About the Educational Organization of Higher Education in the Kyrgyz Republic", other laws and regulatory legal acts of the Kyrgyz Republic in the field of education, physical culture and sport, and also this Charter.
3. The academy is the state higher educational institution registered as the legal entity according to requirements of the legislation of the Kyrgyz Republic. Founder of Academy is the Government of the Kyrgyz Republic on behalf of the Ministry of Education and Science of the Kyrgyz Republic (further - MOIN) and the State agency of physical culture and sport under the Government of the Kyrgyz Republic (further - ГАФКиС).
Full name of Academy:
- in state language: Kyrgyz мамлекеттик Jean's dene-tarbiya akademiyasa sport;
- in official language: Kyrgyz state academy of physical culture and sport.
The abbreviated name in state language: КМДжСА, in official language: КГАФКиС.
4. The academy has the rights answering the activities purpose, provided by legal acts of the Kyrgyz Republic and this Charter in the field of contractual and other relations with other physical persons and legal entities, state governing bodies, both in the territory of the Kyrgyz Republic, and beyond its limits and performs the duties connected with these activities.
5. The academy independently makes decisions and performs the actions which are following from this Charter and not contradicting the legislation of the Kyrgyz Republic for protection and ensuring the interests can appear in court the claimant or to be defendant. Intervention of state governing bodies in educational, scientific, economic or other activity of Academy is allowed only in cases, stipulated by the legislation the Kyrgyz Republic.
6. The academy is accountable to MOIN, ГАФКиС, and also represents the reporting and other data to other authorized state bodies according to the legislation of the Kyrgyz Republic.
7. The academy performs the activities in the state and official languages.
8. The academy has seal with the image of the State Emblem of the Kyrgyz Republic, with the name in the state and official languages, with indication of tax ID number, has flag and emblem.

10. The purpose of activities of Academy is:
- implementation of educational programs of the higher and postgraduate, additional professional education in the field of physical culture and sport;
- realization of secondary professional education (college);
- accomplishment of basic and applied researches in the field of physical culture and sport;
- preparation and retraining of specialists, teachers of physical training, sports coaches, heads of preconscription training, reserve officers for Armed forces of the Kyrgyz Republic, advanced training of workers with the higher education, and also preparation scientific and research and educational personnel;
- the centralized organization of scientific and scientific and methodical activities in the field of physical culture and sport.
11. Tasks of activities of Academy are:
- requirements satisfaction of the personality in intellectual, moral and cultural development by means of receipt of the highest, and also secondary vocational or postgraduate professional education on the chosen specialty in the field of physical culture and sport;
- preparation, advanced training and retraining of pedagogical personnel in the field of physical culture and sport, sports coaches, the preconscription physical training having profound theoretical knowledge and necessary practical skills in the specialty;
- development of fundamental and applied sciences by means of joint creative activities of scientific and pedagogical workers and students, use of the received results in educational process;
- training of specialists, having skills and ability mass sports, improving, sports and educational works;
- forming at students of civic stand and creative activity;
- continuous improvement of quality of training of specialists taking into account modern requirements of physical culture and sport, perspectives of their development;
- the organization of scientific and methodical and research work aimed at the development of the sphere of physical culture and sport;
- holding actions for physical training and strengthening of health of students;
- ensuring needs of the state and society with highly qualified specialists in the field of physical culture and sport;
- development of high-quality educational and methodical and scientific literature, modern tool techniques of research, implementation in educational process of modern information technologies;
- distribution and generalization of the best practices in this field of activity and rendering comprehensive consulting services;
- training of specialists of physical culture and sport for the states of the foreign and neighboring countries on contractual basis;
- integration into world educational system which provides quick response to requirements of the market and development of society;
- attraction of the international investments in the form of grants and the credits for development of Academy and physical culture and sport in general;
- implementation of authorized tasks and purposes with strengthening of material and technical resources, development of Academy, satisfaction of her internal requirements, creation of research and production structures and development of business activity.
12. The academy has independence in implementation of personnel policy, the choice of training methods, education, in determination of the directions of scientific research, the solution of organizational, professional, financial and economic and other matters within this Charter, the laws and other regulatory legal acts of the Kyrgyz Republic.
13. The academy is independent in the choice of system of estimates, forms, procedure and frequency of intermediate certification of students, techniques of educational process and technologies, including remote educational technologies.
14. The academy can create structural divisions with the status of branch, allocating them with the isolated property.
15. The academy can enter associations or other public organizations for implementation of the rights and protection of interests.
16. The academy performs bilateral and multilateral ties on the basis of direct agreements, agreements and contracts with state bodies of the power and management, the organizations, the companies and organizations, including foreign on carrying out certain works and services (preparation and retraining of personnel, training of students, graduate students and trainees, exchange of specialists, general scientific, cultural and educational activities, the organization of conferences, etc.).
17. The academy can temporarily attract under the contract of specialists from other HIGHER EDUCATION INSTITUTIONS of the Kyrgyz Republic and abroad to carrying out educational and scientific work.
18. The structure of Academy is created by the rector within the allocated amounts of budget financing and special means, personnel potential and the existing material and technical resources.
The structure of Academy includes administration, faculties, departments, departments providing educational, scientific, medical, administrative work, work with personnel, students, undergraduates, graduate students (doctoral candidates) and with technical means of training, accounts department, office, archive, library, hostels for students and employees, sports clubs, average professional educational institutions (colleges), youth fitness centers.
19. Faculties of Academy are structural educational and scientific, administrative divisions and realize professional educational programs of the higher, postgraduate and additional professional education for one profile or several related directions and specialties. In the activities faculties are guided by Regulations on faculty of the higher educational institution of the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of May 29, 2012 No. 346.
Direct management of activities of faculty is performed by the dean of faculty appointed on contractual and competitive basis by the order of the rector of Academy, for up to 5 years, chosen on general meeting of the faculty of faculty from among the specialists having academic degree and ranks of the corresponding profile and qualification, secret vote.
The deputy dean is appointed the rector of academy on representation of the dean of faculty from among persons having academic degree or academic status.
The common directorship faculty regarding educational, research, educational and methodical activities, completing and training of research and educational personnel performs elected body - the Academic council of faculty. The chairman of the Academic council of faculty is the dean of faculty.
The academic council of faculty acts Regulations on the academic council of the faculty approved by the rector of Academy on the basis.
20. The department is structural educational and methodical and scientific division of academy and performs educational, educational and methodical, research, sports and educational activities, nonlearning work among students, preparation, retraining and advanced training of specialists with the higher education, sports coaches, and also research and educational personnel of the top skills in one or several related directions and specialties.
Direct management of activities of department is performed by the head of the department appointed on contractual and competitive basis by the order of the rector of Academy for up to 5 years, elected by the Academic council of Academy secret vote from among the specialists having academic degree and academic status, or having long experience of work in Academy and having ranks: "The honored trainer of the Kyrgyz Republic", "The Master of Sports of the Kyrgyz Republic" (in the absence of academic degree and academic status).
Tasks and functions of department and the head of the department, questions of the organization and reorganization of departments are determined by the Regulations on department of higher educational institution of the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of May 29, 2012 No. 346.
21. The departments providing educational, scientific, medical, administrative work work with personnel, students, undergraduates, graduate students (doctoral candidates) and with technical means of training are structural divisions of Academy and function according to the Provisions and Regulations of the organization of educational process in Academy founded in accordance with the established procedure by the Academic council of Academy.
22. The educational department bears all responsibility for the organization of educational process and accomplishment of the curriculum. Work of educational department is directly coordinated by the vice rector for study of Academy.
23. The Department of Quality of Higher Education (DQHE) is responsible for the organization of high-quality level of the provided educational services, for the decision and realization of questions of support and development of higher education of Academy. Activities of educational department of OKVPO are coordinated by the vice rector for study of Academy.
24. The Personnel Department (PD) bears responsibility for work with personnel, labor discipline, registration and accounting of the relevant documents on employees of Academy. OK submits directly to the rector of Academy. Incorporates student's personnel department (SO).
25. The scientific department of Academy (NO) works in close contact with departments, with other organizations and organizations resolving research problems of physical culture and sport, and also enhancement of the higher sports education. The postgraduate study, magistracy, the research laboratory (RL) enter into structure BUT.
Work of scientific department, postgraduate study, magistracy and NILE is directly coordinated by the vice rector for scientific work.
26. The library is the scientific, educational and auxiliary and cultural and educational institution of Academy designed to provide students in Academy and PPS with necessary educational, methodical, scientific literature according to requirements of the state educational standards.
27. The accounts department, office, archive of Academy conduct clerical work, archive, the accounting and statistical recording in accordance with the established procedure and keep monthly, quarterly, annual statements and balances.
28. Hostels are intended for accommodation of the nonresident students of Academy needing housing for training in Academy.
In the presence of rooms, free from students, the Academy has the right to hand over places in hostels in temporary employment (lease) to the employees who worked in Academy it is more than a year, and also to strangers on contractual basis.
29. The academy has the right to open, expand or close sports clubs, average professional educational (colleges), youth fitness centers for realization of the purposes within the legislation of the Kyrgyz Republic.
30. The academy performs preparation according to educational programs of higher education in the field of physical culture and sport according to the State educational standards (with separation and on the job):
- bachelors and masters in the direction 521900, 532000 "Physical culture";
- specialties specialists 521901 "Physical culture and sport", 521902 "Physical culture", 521903 "Preconscription and physical training".
31. The new directions and specialties of preparation in Academy open in accordance with the established procedure with receipt of the corresponding license for educational activities.
32. Procedure for enrollment of students.
Enrollment of students in Academy is performed according to the legislation of the Kyrgyz Republic in the field of education.
Citizens of the Kyrgyz Republic, and also the citizens of other countries having the finished average general, average professional or higher education have the right to receipt (training) in Academy (for entrance in the college of Academy - the unfinished secondary general education).
On full-time courses (with separation from production) persons playing physical culture and sport, aged up to 30 years are accepted (in "Preconscription and physical training" - aged up to 25 years).
On the correspondence form to obucheniye persons without restriction of age (on the job) are accepted.
Persons which do not have contraindications for health reasons for occupations physical culture and sport can apply for receipt in Academy, irrespective of form of education.
Training in Academy of citizens of the Kyrgyz Republic is performed on budget (grant) and contractual basis (under the contract with payment of training cost).
Foreign citizens have the right to study at contractual basis. Training at budget basis in citizens of other states perhaps in case of the signed and functioning intergovernmental agreement, and also other corresponding regulatory legal act.
33. Expel of students from Academy is performed according to the Regulations on procedure for transfer, assignment and recovery of students of higher educational institutions of the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of May 29, 2012 No. 346.
34. Recovery and transfer is made in the period of summer and winter vacation according to the conclusion of the commission formed and operating according to the Regulations on procedure for transfer, assignment and recovery of students of higher educational institutions of the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of May 29, 2012 No. 346.
35. Study will be organized according to the Regulations of the organization of educational process approved in accordance with the established procedure by the Academic council in Academy, curricula and programs.
36. Educational process is based on modular and rating system.
37. Academic year consists of 2 semester. Upon termination of semester test examinations are held.
38. Studies are given in the schedule constituted on semester.
In Academy the following forms of studies are implemented:
- lecture occupations;
- laboratory researches;
- praktiko-methodical occupations;
- seminar occupations;
- educational practice;
- control occupations (for carrying out modular and final rating control);
- consultations;
- training occupations (sports and pedagogical enhancement).
For all types of studies, except practice at schools and collectives of physical culture and sport, the class period is established lasting 50 minutes. Between lectures and practical training the break from 10 to 20 minutes is provided.
39. Languages of training are the state and official languages.
40. The recommended dress code of visit of occupations - secular.
41. For students two times a year vacation which duration and terms are determined by curricula and the schedule of educational process are established.
42. Student teaching, including on profile of future work, is carried out according to the provision and the program approved by the Academic council of Academy. For practical training students are fixed in accordance with the established procedure to organizations of education, the organizations of the sphere of physical culture and sport, and also other corresponding organizations.
43. Progress of students is determined by the modular and rating control system of knowledge of students approved by the Academic council of academy with transfer of points in five-point system: "perfectly", "well", "well", "unsatisfactorily".
For disciplines and work types on which form of the current or intermediate control is offsetting estimates are established "is offset" and not offset".
44. Acceptance of offsettings and examinations, and also transfer of students from rate on rate is made according to the Regulations on carrying out the current control and intermediate certification of students of higher educational institutions of the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of May 29, 2012 No. 346 and the publication of the relevant order of Academy.
45. For good progress, high rates in educational and sports, research work, in case of excellent behavior and active participation in public life, the administration of Academy establishes different measures of encouragement for students.
For violation of subject matter, failure to carry out of the training program and terms of the contract, and also abuse of regulations of internal rules and procedures of student residence, authority punishments are applied to students: note, reprimand and expel from Academy.
46. The students who fulfilled requirements of the state educational standard are allowed to the state certification. The state certification is carried out after training completion (which duration is determined by the curriculum and form of education: internal, correspondence).
47. To the students who completely mastered requirements of the state educational standard of higher education professional qualification or the academic degree according to the educational programs realized in Academy (the specialist, the bachelor or the master) is awarded.
The decision on award of the academic degree or the corresponding professional qualification with issue of the diploma of the established sample about the termination of Academy, is accepted by the State certifying commission following the results of certification.
48. The honors degree is issued to the student who passed examinations with assessment "excellent" at least than 75% of disciplines of all curriculum of Academy (for all the time of training in Academy), on other disciplines with assessment "well" and passed the state examinations with assessment "perfectly".
49. To the students who graduated study majoring in "Preconscription training and physical culture", and also the students studying on other specialties and the directions, but who were trained according to the special program the military rank "Second lieutenant" is in accordance with the established procedure awarded.
50. The graduates of college of Academy who successfully completed training gain the corresponding diploma.
51. Persons which graduated from Academy on budget basis are subject to distribution according to the order of MOIN and ГАФКиС according to the procedure, established by the legislation of the Kyrgyz Republic.
52. The young specialists who graduated from Academy at the expense of budgetary funds with separation from production shall work the certain term established by MOIN.
53. The graduates who gained the honors degree have the privilege in case of distribution to work and in case of receipt in postgraduate study of Academy.
54. The persons enlisted in accordance with the established procedure in academy and who got the corresponding education have the status of the student, listener, graduate student, doctoral candidate (further - students). The corresponding certificate, the record book of the established sample are issued to the student.
55. Students have the right:
- on education according to the State educational standards;
- at choice within the State educational standards of individual curricula of training;
- on use of audiences, laboratories, offices, library, other educational and auxiliary rooms, gyms, stock and the equipment within internal rules and procedures of academy;
- on receipt of additional educational services on paid basis;
- on the free schedule of training, examination external according to the legislation of the Kyrgyz Republic;
- students - high-class athletes have the right to the individual schedule of training according to regulating documents of Academy;
- on protection and respect of the human dignity, free expression of own views and beliefs;
- on appeal of decisions of administration of Academy in MOIN and ГАФКиС, in the trade-union organizations, and also in degrees of jurisdiction;
- on accommodation in the academy hostel on contractual conditions (when training at internal department);
- on receipt of grant according to the legislation of the Kyrgyz Republic;
- on participation in all types of research work of departments, scientific circles, conferences, symposiums, seminars, publications of the works, including in editions of academy;
- be elected in members of the Academic council of Academy, faculty, and also to be recruited in meetings of departments in case of the solution of the questions infringing on their interests;
- create self-government institutions for the purpose of discussion and the solution of questions of student's activities;
- participate in the competitions organized by sports club of Academy and other organizations;
- on delay (in day form of education) from conscription of the Kyrgyz Republic in the procedure established by the legislation;
- students of extramural studies during combination of work on production with training have the rights provided by the Labor code of the Kyrgyz Republic.
56. Students shall:
- master educational programs at the level not below requirements of the state standards approved by MOIN;
- follow the Charter of Academy, regulations and other normative provisions regulating activities, the rights and obligations of students;
- carry out at the scheduled time all types of the tasks provided by the curriculum and training programs, orders and orders of administration, dean's office and departments of Academy;
- it is obligatory to attend classes and to lose touches with Academy;
- develop consciousness, independence, responsible attitude to study, feeling of friendship and mutual understanding in collective;
- to participate actively in actions of educational, scientific, educational, cultural and mass, sports, sports and improving and socially useful nature;
- support sports national teams of Academy and protect honor of collective at sports competitions and other actions;
- observe ethics of the student, to work constantly on increase in the intellectual and cultural level, adjust the behavior;
- respect and protect national traditions and national property of the Kyrgyz and other people living in the Kyrgyz Republic;
- observe purity and procedure in educational cases, gyms, hostels and in all territory of Academy, in case of drawing material damage of academy to indemnify loss according to the legislation of the Kyrgyz Republic and regulations;
- when training at contractual form timely to make payment for training;
- pay the services rendered to Academy over the educational standard within the current legislation;
- observe requirements to dress code: on practical training to be in sportswear, on theoretical - in casual dress of secular nature;
- by order of MOIN and ГАФКиС students can be attracted for accomplishment of production and other works, and also for participation in cultural events of different scale.
57. Scientific and methodical and research work is carried out to Academies.
Scientific and methodical work is directed to improvement of quality of training of specialists, enhancement of pedagogical skill of the faculty, development of the scientific organization of educational process with use of modern technical means.
58. The main objectives of research work in Academy are:
- development of pedagogical, medicobiological and other topical issues (problems) of physical culture and sport;
- creation of scientific and methodical, education guidances, the recommendations submitted on enhancement of educational and training process.
59. Research work in Academy is carried out according to the plans approved by the Academic council of academy and approved by the rector.
60. Performance of works of research and scientific and methodical nature is made on subject and the MOIN task, ГАФКиС, and also other interested customers.
61. The academy participates in implementation in practice of results of the researches, and also propagandizes achievements of science and culture.
62. In Academy established posts of professorial and scientific structure and educational support personnel - the head of the department, professor, professor-consultant, the associate professor, the senior teacher, the teacher, the teacher-trainee, the senior laboratory assistant, the laboratory assistant and other positions, including Honourable professor (doctor) Akademiya are established.
63. Completing, substitution of positions of professorial and scientific structure in Academy is made on contractual basis or on tender according to the Regulations on procedure for substitution of positions of the faculty of higher educational institutions approved by the order of the Government of the Kyrgyz Republic of May 29, 2012 No. 346.
64. Dismissal of staff employees from among the faculty in connection with reducing amount of work is made upon termination of semester or academic year according to the legislation of the Kyrgyz Republic.
65. The professorial and scientific structure of Academy has the rights and fulfills the duties established by the legislation of the Kyrgyz Republic in the field of education.
66. The faculty, graduate students (doctoral candidates), research associates have the right to combining jobs and combination of positions both in Academy, and in other educational institutions.
67. The faculty of staff of Academy shall:
- provide outstanding performance of educational, methodical and research works;
- train students, undergraduates and graduate students at high professional level;
- provide assimilation by students of educational programs at the level of requirements of state standards;
- conduct the scientific research providing the high level of content of education;
- develop independence, creative capabilities at students, impart it high humanistic and ethical standards;
- respect the rules of pedagogical ethics;
- care for increase in prestige and authority of Academy;
- observe requirements for dress code: on practical training to be in sportswear, on theoretical - in casual dress of secular nature;
- observe provisions of this Charter.
68. In case of accomplishment of job responsibilities the faculty has the additional rights:
- develop and make suggestions for improvement of content and forms of the organization of educational and research work, plans and training programs;
- improve the skills and receive sabbatical leaves for terms, stipulated by the legislation the Kyrgyz Republic;
- unite in temporary research teams for carrying out scientific research, developments under contracts with state bodies, the companies, the organizations and organizations.
69. Substitution of positions of teaching and educational and administrative personnel of Academy is made by the order of Academy according to the legislation of the Kyrgyz Republic.
70. The rights and obligations of educational support personnel are determined by the internal labor schedule and job descriptions approved by Academy.
71. The academy performs in accordance with the established procedure preparation and advanced training of research and educational personnel through postgraduate study (doctoral studies), faculty of advanced training and retraining of personnel, and also by passing of training in other higher education institutions of the republic, the countries of the foreign and neighboring countries.
Advanced training of research and educational personnel is performed in the way:
- the organizations of rates, seminars at faculty of advanced training under academy;
- the directions of teachers on faculties and in institutes of advanced training under higher education institutions of the republic and abroad;
- provision of sabbatical leaves with different duration for work over candidate (up to 6 months) and over doctor's (up to 12 months) theses;
- the directions of teachers on research training up to 12 months.
72. The academy performs advanced training of trainers on sports of the Kyrgyz Republic through department of advanced training "Higher school of trainers".
Advanced training of trainers on sports is performed in the way:
- the organizations of rates, seminars at faculty of advanced training under Academy;
- the directions of trainers on sports on faculties and in institutes of advanced training under higher education institutions abroad.
73. The common directorship is performed of Academy:
- MOIN - regarding implementation of the legislation of the Kyrgyz Republic in the field of science and education and according to this Charter;
- ГАФКиС - regarding implementation of the legislation of the Kyrgyz Republic in the field of physical culture and sport and according to this Charter.
74. Governing body of Academy is works meeting of academy. Decisions of works meeting are made by a majority vote (more than 50%) with the participation of at least 2/3 from total number of staff of Academy.
Are within the competence of works meeting:
- determination of general strategy, tactics of development and functioning of Academy;
- initiation in case of need introduction of amendments and amendments to the Charter of Academy;
- conclusion of the Collective agreement, hearing of the report on its execution and modification of it;
- election of the Academic council of Academy;
- election of the rector of Academy;
- consideration of other questions which are going beyond competence of other governing bodies.
Solutions of works meeting are obligatory for all.
Works meeting is made as required at least once a year. Terms of convocation of meeting are determined by administration.
75. The management of Academy regarding educational, research, methodical work, completing and training of research and educational personnel performs elected body - the Academic council, and organizational and financial activities - the Board of trustees and Financial committee.
76. For the purpose of development of forms of self-government in Academy it is created and the Board of trustees is effective. - opens personal accounts in territorial authorities of treasury and currency accounts in credit institutions according to the procedure and cases, stipulated by the legislation the Kyrgyz Republic;
- is manager of the credits;
- issues powers of attorney, signs agreements, makes changes and terminates them;
- bears responsibility for results of activities of academy, compliance of quality of education and training of specialists to requirements of the state educational standards, for results of scientific, financial and economic activity of academy;
- employs and dismisses the staff of Academy, within competence of academy issues orders, instructs, obligatory for accomplishment by all workers and students;
- in case of business necessity the rector has the right to enter additional staff of the vice rector at the expense of special means of academy and to redistribute job responsibilities;
- performs other activities on behalf of Academy according to the legislation of the Kyrgyz Republic and this Charter. Execution the Rector can delegate parts of the powers to vice rectors and other leading employees of Academy.
82. In case of temporary absence of the rector execution of its obligations is assigned by the order of the rector to one of vice rectors.
83. The first vice rector and the chief accountant of Academy is appointed by the joint order MOIN and ГАФКиС on representation of the rector of Academy, the vice rector for sports work is appointed ГАФКиС on representation of the rector of Academy, other vice rectors are appointed by MOIN on representation of the rector of Academy.
84. The territory, buildings, constructions, the equipment, stock, motor transport and other types of property are assigned to Academy on the right of operational management.
85. The academy has the right to lease to other legal entities or physical persons of the building, construction, the earth, production and other rooms and the equipment, stock, motor transport and other property - is temporary also according to the current legislation. All questions on real estate fixed as operational management, connected with alienation or mortgage encumbrance of property of Academy are solved only with the consent of MOIN and ГАФКиС.
86. The academy provides to trade-union and other public organizations of Academy in free use of the room, necessary for their work, for holding meetings, conferences, etc.
87. The property, the equipment, stock, vehicles, buildings and constructions acquired by extrabudgetary funds, sponsors, others, the sources which are not prohibited by the legislation of the Kyrgyz Republic and also income gained from entrepreneurial and other types of activity performed by Academy are considered on separate balance.
88. Sources of financing of education in Academy are:
- republican budget;
- own means of Academy, including currency, from advisory, research, publishing, production and another, the revenue-producing activities which are not prohibited by the legislation of the Kyrgyz Republic and also from off-budget educational activities for all types of the main and additional educational services;
- income from deposit deposits;
- voluntarily deposited funds of physical persons and legal entities, donations and target fees of other physical persons and legal entities, including foreign;
- credits;
- public financing of the state buildings, constructions, parcels of land, the equipment, in the form of cost recovery of Academy, personalized and other forms of grants, educational grants, the credits, provision of privileges;
- the state grants issued to students;

91. The academy annually till August 1 of the year following reporting carries out public hearing about expenditure of the extrabudgetary funds received from the sources which are not contradicting the legislation of the Kyrgyz Republic.
Participants of educational process of Academy, representatives of the civil sector and all interested persons can take part in public hearings.
92. The procedure, standard rates, the amounts of financing are determined by the Law of the Kyrgyz Republic "About education" and other regulatory legal acts of the Kyrgyz Republic.
13. Public organizations of Academy
93. In Academy public organizations can be created: trade-union committee, sports club, students' scientific society, committee on ethics, council of hostels both other non-political and not religious public organizations.
94. Public organizations of Academy according to the legislation of the Kyrgyz Republic take part in development and implementation of actions for realization of the authorized purposes and tasks, to improvement of educational, scientific and sports work in Academy, youth ideological and political education and cultural and community servicing of students, and also in advanced training and social protection of the faculty, employees and students of Academy.
95. Changes and amendments in this Charter are accepted according to the solution of works meeting of Academy and are brought in accordance with the established procedure by the Government of the Kyrgyz Republic.
96. The academy can be reorganized or liquidated according to the procedure, established by the legislation of the Kyrgyz Republic.
97. By reorganization or liquidation of Academy observance of their rights and interests according to the legislation of the Kyrgyz Republic is guaranteed to the dismissed workers.
98. The academy is considered stopped the existence after introduction about it record in the Unified State Register of Legal Entities.
99. In case of liquidation of Academy documents on its activities are stored according to the Law of the Kyrgyz Republic "About National Archive Fund of the Kyrgyz Republic".
