About the Concept of creation of management information system education in the Kyrgyz Republic

In pursuance of the resolution of Board of the Ministry of Education and Science of the Kyrgyz Republic No. 6/4 of 16.09.2015. "About the Concept of creation of management information system education in the Kyrgyz Republic" I order:

1. Approve the Concept of creation of management information system by education in the Kyrgyz Republic, according to Appendix 1.

2. Approve the Action plan on implementation of the Concept of creation of management information system by education in the Kyrgyz Republic, according to Appendix 2.

3. To department of monitoring and strategic planning in education (Marchenko L. Yu.) take measures for implementation of management information system education.

4. To impose control of execution of this order on the secretary of state Shadykhanov K. T.

The concept of creation of management information system education in the Kyrgyz Republic

Introduction

The concept of creation of the management information system education (MISE) in the Kyrgyz Republic is developed by the Ministry of Education and Science of the Kyrgyz Republic within implementation of strategic documents of educational development in the Kyrgyz Republic till 2020 (the order of the Government KR No. 201 of 23.03.2012 by which are approved: The concept of development of education in the Kyrgyz Republic till 2020, the Strategy of development of education in the Kyrgyz Republic for 2012-2020, the Action plan on strategy implementation of development of education in the Kyrgyz Republic for 2012-2014 as the first three-year plan of strategy implementation of development of education in the Kyrgyz Republic for 2012-2020).

In the course of development of the Concept of creation of ISUO by group of specialists the analysis of the existing information systems in education of the Kyrgyz Republic, the analysis of the regulatory legal base was carried out, experience of creation and use of ISUO of other countries was studied, and also recommendations, both local, and international experts in the field of information systems in education are considered.

The concept of creation of ISUO in the Kyrgyz Republic determines the purposes and tasks, describes the principles of creation of ISUO, general architecture and the main stages of creation of management information system education, the main requirements to ISUO, normative legal support, procedure for management and resource ensuring creation and support of ISUO, and also the expected effect of implementation of ISUO.

The concept of creation of ISUO includes the following Sections:

- description of education system of the KR;

- purposes and tasks of creation of ISUO;

- principles of creation of ISUO;

- the short characteristic of current status of information systems in education system;

- general architecture of ISUO;

- main requirements to ISUO;

- main functions and function blocks ISUO;

- ensuring information security of ISUO;

- normative legal support of ISUO;

- main stages of creation of ISUO;

- management of creation and support of ISUO;

- resource ensuring creation of ISUO;

- the expected effect of creation of ISUO.

1. Description of education system of the Kyrgyz Republic

According to the Constitution of the Kyrgyz Republic each citizen of Kyrgyzstan has right to education. From all educational levels receipt of the main general education which, also as well as the secondary general education, is free is obligatory.

The education system in Kyrgyzstan according to the Law KR "About education" is under construction on the principles "systemacities and continuity of educational process" and, respectively, include the following educational programs:

- preschool education;

- primary general education;

- main general education;

- secondary general education;

- additional education;

- primary professional education;

- secondary professional education;

- higher education;

- postgraduate professional education;

- additional professional education.

In the scheme the education system of the Kyrgyz Republic with indication of official data of National Statistical Committee of the KR is provided (according to the Statistical collection Science and education in the Kyrgyz Republic, 2009-2013. Bishkek, 2014):

In the international comparison according to data of Rating of Global competitiveness (1) Kyrgyzstan is in the 108th place from 144 countries of the world. Including - on quality of primary education on the 110th place, on scope primary education - on 102, on scope secondary education - on 76, on scope the higher education - on 65, on quality of education system - on 121, on Internet access at schools - on the 95th place.

In spite of the fact that in the international comparison the education system of Kyrgyzstan does not enter 50 countries with high rates, the Index of trust of the population of Kyrgyzstan to the Ministry of Education and Science of the KR constitutes % 26,8 following the results of 2014 (the 2nd place among all ministries (after the Ministry of Emergency Situations of the KR).

This indicator allows to draw conclusion on need of implementation of mechanisms of interaction with the public in order that there was real opportunity through provision of up-to-date information to influence increase in rating of trust of the population to education system as to one of the main strategic directions of development of Kyrgyzstan.

Education - the difficult many-sided sphere with set of various subsystems. Modern information and communication technologies allow to receive, store and process large volumes of the reasoned management decisions this for acceptance. Creation of ISUO will give the chance to the Ministry of Education and Science of the KR to possess operational detailed information about the state of affairs in education at each level of educational process, in each subsystem, to analyze the current situation, to predict and plan educational development, to make effective management decisions.
