About approval of Rules of delivery of health care in military-medical (medical) divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan

According to the subitem 6) of article 8 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" and the Law of the Republic of Kazakhstan "About military service and the status of the military personnel" I ORDER:

1. Approve enclosed Rules of delivery of health care in military-medical (medical) divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan.

2. To the main command of National guard of the Republic of Kazakhstan (Zhaksylykov R. F.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan Bisenkulov B. B.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of delivery of health care in military-medical (medical) divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan

1. General provisions

1. These rules of delivery of health care in military-medical (medical) divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan (further Governed) are developed according to the subitem 6) of article 8 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" (further the Code), the Law of the Republic of Kazakhstan of February 16, 2012 "About military service and the status of the military personnel" and determine procedure for delivery of health care in military-medical (medical) divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan by the serviceman of National guard, Committee on emergency situations, military investigating bodies and to members of their families, and also pensioners of law-enforcement bodies (further - the contingent).

2. In these rules members of the family of the military personnel of law-enforcement bodies - the spouse (spouse), joint or one of spouses the minor children (adopted, who are in dependence or under guardianship), the children (adopted, who are in dependence or under guardianship) and children of the spouse (spouse), students in the organizations of education for full-time courses aged up to twenty three years, the handicapped children (adopted, who are in dependence or under guardianship) and the handicapped children of the spouse (spouse) who became disabled people up to eighteen years; the parents who are dependent on the serviceman.

2. Structure of military-medical (medical) divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan

3. The structure of military-medical (medical) divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan is provided:

1) Medical management of Department of the back of the Ministry of Internal Affairs of the Republic of Kazakhstan (further - Medical management);

2) health services of departments of internal affairs of the cities of Astana, Almaty and areas (further - health services of DVD);

3) public institution "Central hospital with polyclinic of the Ministry of Internal Affairs of the Republic of Kazakhstan" (further - TsGsP);

4) public institutions "Hospital with polyclinic of DVD of areas" (further - GSP);

5) public institutions "Polyclinic of DVD of the cities of Astana, Almaty and areas" (further - independent polyclinic).

4. Military-medical (medical) divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan perform the activities according to the legislation of the Republic of Kazakhstan, orders, the Ministries of Internal Affairs, the Ministries of health and social development of the Republic of Kazakhstan.

3. Procedure for delivery of health care in military-medical (medical) divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan

The organization of medical care in military-medical (medical) divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan is performed by Medical management and health services of DVD, delivery of health care - military-medical (medical) divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan. TsGsP, GSP and independent polyclinics of DVD of the cities of Astana, Almaty and areas belong to military-medical (medical) divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan.

The contingent of military-medical (medical) divisions are: military personnel of National guard, Committee on emergency situations, military investigating bodies and members of their families, and also pensioners of law-enforcement bodies.

6. In military-medical (medical) divisions according to the Code there are following types of medical activities:

1) medical care;

2) laboratory diagnostics;

3) examination in the field of health care;

4) activities in the field of health protection of the contingent;

5) activities in the field of sanitary and epidemiologic wellbeing of the contingent.

7. Military-medical (medical) divisions according to the Code provide medical care in the following forms:

1) out-patient and polyclinic help: primary health care and consulting and diagnostic help;

2) stationary help;

3) hospital-replacing help;

4) recovery treatment and medical rehabilitation.

8. The procedure for provision of the above-stated forms of medical care is carried out according to requirements of the Code.

9. Tasks of military-medical (medical) divisions are:

1) rendering out-patient and stationary medical care to the contingent;

2) organization and carrying out medical (preventive) examination and dynamic observation of the state of health of the contingent;

3) rendering emergency medical service all needing it;
