About organization of the commemorative medal "25 years of Police of the Republic of Moldova"

Based on provisions of parts (2) and (4) article 6 of the Law No. 86 of July 28, 2011 on public symbols (The official monitor of the Republic of Moldova, 2011, Art. No. 164-165, 478), with the subsequent amendments, DECIDES: the Government

1. Found the commemorative medal "25 years of Police of the Republic of Moldova".

2. Approve:

1) the Sketch of the commemorative medal "25 years of Police of the Republic of Moldova" and sample of the certificate according to appendix No. 1;

2) Regulations on the commemorative medal "25 years of Police of the Republic of Moldova" according to appendix No. 2;

3) the Status of the commemorative medal "25 years of Police of the Republic of Moldova" according to appendix No. 3.

3. To make expenses on production of medal for the account and within the budgetary funds approved to the Ministry of Internal Affairs for the corresponding year.

Regulations on the commemorative medal "25 years of Police of the Republic of Moldova"

I. General provisions

1. The regulations on the commemorative medal "25 years of Police of the Republic of Moldova" (further - the Provision) establish procedure for assignment, delivery, record, carrying and deprivation of the commemorative medal "25 years of Police of the Republic of Moldova".

2. The commemorative medal "25 years of Police of the Republic of Moldova" (further – medal) – award of the Ministry of Internal Affairs which is handed to employees of divisions of central office, administrative authorities and subordinated organizations (further – divisions of the Ministry), to pensioners and veterans of the Ministry of Internal Affairs in acknowledgement of and estimates of special progress in activities, as well as other persons for contribution to development of partnership or for outstanding merits before Police of the Republic of Moldova.

3. The medal uses legal protection according to the existing acts.

4. Intentional violation of regulations on procedure for use of medal attracts the responsibility established by the legislation.

II. Rewarding with medal

5. Rewarding with medal is made by means of the order of the Minister of Internal Affairs, according to the procedure, established by this Provision.

6. Submission of offers on rewarding with medal is included into competence of division managers of the Ministry or, as necessary, chairmen of associations of veterans.

7. Cannot be offered to rewarding with medal:

1) employees concerning whom during this period authority punishments are effective;

2) employees concerning whom office investigation is made or concerning which criminal prosecution is performed;

3) persons condemned by the final decision of degree of jurisdiction to imprisonment.

8. The certificate to which registration number in the Register of accounting of awards of the Ministry of Internal Affairs which administration and creation exercises Head department of human resources of the ministry is assigned is issued to persons who were handed awards (further – the awarded persons).

9. About the fact of delivery of award record in the personal record and in the service record of the awarded person is made.

III. Delivery of medal

10. Delivery of medal is made by the Minister of Internal Affairs, deputy ministers or division managers, subordinated to the ministry, at the request of the Minister of Internal Affairs and from his name.

11. The medal and the certificate to it are together handed to the winner personally, in a festive atmosphere, in the presence of heads and personnel of the relevant divisions.

12. In case of the death of the awarded person, the medal and the certificate to it are transferred to storage to legitimate heirs, without the carrying right.

IV. Carrying medal

13. Carrying medal is performed according to Rules of carrying form and distinctions of staff of the Ministry of Internal Affairs.

14. The right of carrying medal is personal and is not subject to concession.

15. Carrying medal together with replacement levels is not allowed.

16. The awarded person or his legitimate heir shall store carefully medal and the certificate to it, not to allow their loss and theft.

17. The duplicate of medal and the certificate to it are issued based on the statement of the awarded person and submission of supporting documents only in case of damage or loss of medal and/or the certificate to it under the circumstances which are not depending on the winner and if the corresponding medals are available the ministries.

18. To it the winner publishes the announcement of loss, theft or damage of medal or the certificate in the Official monitor of the Republic of Moldova.

19. The medal is inherited according to the procedure, established by the civil legislation. In case of absence of legitimate heirs, the award is transferred to storage to the Museum of the Ministry of Internal Affairs.

V. Deprivation of medal

20. The winner can be deprived of medal by the order of the Minister of Internal Affairs according to the proposal of the division manager of the Ministry if he is condemned by the final decision of degree of jurisdiction to imprisonment.

21. Recovery of the awarded person in the rights to medal is made by the order of the Minister of Internal Affairs in case:

1) repayments of criminal record;

2) removals of criminal record.
