1. Approve:

Standard regulations on the organization and functioning of industry local body in the field of social security and protection of family, according to appendix No. 1;

Standard structure of industry local body in the field of social security and protection of family according to appendix No. 2.

2. Recommend to regional/local government boards, People's assembly of autonomous territorial education to approve Gagauzia:

regulations on the organization and functioning of industry local body in the field of social security and protection of family;

the extreme number of personnel of industry local body in the field of social security and protection of family;

structure of industry local body in the field of social security and protection of family according to standard structure within budgetary appropriations.

Standard regulations on the organization and functioning of industry local body in the field of social security and protection of family

I. Introduction

1. The standard regulations on the organization and functioning of industry local body in the field of social security and protection of family (further - the Provision) regulate mission, the main functions, obligations and the rights of industry local body in the field of social security and protection of family (further – industry local body), and also procedure for its organization and functioning.

2. The industry local body is structural division in subordination of advisory representative body of the power of the second level (autonomous territorial education Gagauzia) and can have the status of head department, management, department or service according to the Regulations of creation of structural divisions of bodies of the public power approved by the Order of the Government No. 1001 of December 26, 2011.

3. The industry local body is legal entity, has the treasurer account, seal with the image of the State Emblem and the name, other seals and stamps of the established sample.

4. The industry local body is organized and functions according to the Constitution of the Republic of Moldova, current laws, decrees of the President of the Republic of Moldova, resolutions of Parliament, decrees, resolutions and orders of the Government, other regulations, international agreements which party is the Republic of Moldova, and also with requirements of this provision.

5. The industry local body will organize the activities, proceeding from the following principles:

1) availability and readiness;

2) informing;

3) transparency;

4) individualized and multi-profile approach;

5) partnership and cooperation;

6) participation of receivers of the public assistance in decision making process;

7) confidentiality;

8) nondiscrimination and equality;

9) social solidarity;

10) social partnership.

6. Receivers of the public assistance at the territorial level are:

1) children in situation of risk and the children separated from parents;

2) persons with limited opportunities;

3) elderly people;

4) victims of violence in family;

5) victims and potential victims of human trafficking;

6) unsuccessful persons and families.

II. Mission, main functions, obligations of the right of industry local body

7. The mission of industry local body consists in improvement of quality of life of unsuccessful persons and families by assistance and support for the purpose of the prevention, mitigation or overcoming difficult situation and their social integration.

1. The industry local body performs the following main functions:

1) implementation in the corresponding administrative and territorial unit of state policy in the field of social security and protection of family depending on the revealed requirements;

2) provision of methodical support of local public authority of the first level to the bodies, private suppliers and specialists occupied in the field of the public assistance and protection of family;

3) cooperation with authorities, public and private organizations and organizations.

2. The industry local body has the following fundamental obligations:

1) for the purpose of implementation in the corresponding administrative and territorial unit of state policy in the field of social security and protection of family depending on the revealed requirements:

a) determines social problems in the territory of administrative and territorial unit;

b) generalizes and systematizes information on the provided public assistance and analyzes efficiency of the last;

c) develops development strategies and provisions of the public assistance according to social policy of the state;

d) will organize and provides the public assistance depending on the revealed requirements;

e) develops and makes offers on planning of the budget based on programs and effectiveness, and also on results of assessment of needs for the public assistance and protection of family in the subordinated territory and also submits reports on its execution in accordance with the established procedure;

f) performs functions of territorial authority of guardianship in the field of protection of the child;

g) coordinates process of interdepartmental cooperation for the purpose of identification, assessment, the direction, the help and monitoring of children victims and potential victims of violence, neglects, operation and trade, and also establishes partnership with authorities and profile organizations;

h) provides implementation of general standards of provision of services;

i) provides effective management of budgetary appropriations, property and human resources for the purpose of development and provision of the high-quality public assistance in the subordinated territory;

j) provides employment of personnel according to the legislation;
