Based on subitem 8.10 of Item 8 of the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445, National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the Method of calculation of coefficients of change in value of types (groups) of fixed assets it (is applied) and to enact it, since calculation of coefficients of change in value of types (groups) of fixed assets as of February 1, 2016.

2. This resolution becomes effective since February 1, 2016.

Method of calculation of coefficients of change in value of types (groups) of fixed assets

Chapter 1. General provisions

1. This Technique establishes procedure of payments of coefficients of change in value of types (groups) of fixed assets on the republic National Statistical Committee.

2. In this Technique the following terms and their determinations are used:

coefficient of change in value of types (groups) of fixed assets (further - coefficient) - the relative statistics characterizing change in value of fixed assets in time;

fixed assets - the made assets having the material and material form used repeatedly or constantly during the long period (at least a year) in production for performance of works and rendering services;

the consolidated index of the prices of installation and construction works - change in value of works on construction of new buildings and constructions, to installation of the equipment in them;

the consolidated index of the prices of producers of industrial output - the ratio of price levels on set of various products estimated on formula of modular price index.

Chapter 2. Calculation of coefficients

3. For calculation of coefficients are used:

by the types of fixed assets relating to the groups "Devices Transfer", "Machines and Equipment", "Vehicles" and "the Tool. Stock and accessories, fixed assets other" – the consolidated indexes of the prices of producers of industrial output by types of economic activity, and also on the integrated groups of goods, calculated according to the Method of calculation of the consolidated index of the prices of producers of the industrial output approved by the resolution of National Statistical Committee of the Republic of Belarus of January 11, 2018 No. 3. Compliance of types (groups) of fixed assets and consolidated indexes of the prices is given according to appendix;

on group of fixed assets "Buildings non-residential and constructions" – the consolidated index of the prices of installation and construction works calculated according to the Methodical recommendations of procedure of payments of price indexes in construction approved by the resolution of the Ministry of Architecture of the Republic of Belarus of December 31, 2010 No. 45.

4. Calculation of coefficients is perfromed monthly as of the first in relation to date of the last revaluation of fixed assets and by all months which passed from date of the last revaluation of fixed assets during the period between revaluations.

5. Coefficients to date of the last revaluation of fixed assets are calculated by chain method by formula

where - coefficient on condition to date of the last revaluation of fixed assets 0;

- coefficients as of the first day of every month of the period from the moment of the last revaluation of fixed assets;

n - the number of months during the period between revaluations of fixed assets.

6. Coefficients by all months which passed from date of the last revaluation of fixed assets during the period between revaluations are calculated by formula

where - coefficient by the month which passed from date of the last revaluation of fixed assets during the period between revaluations of t;

- coefficients as of the first to date of the last revaluation of fixed assets for the month of t 1, which passed from date of the last revaluation of fixed assets and month under report of t2.

Note. The terminology applied in this Technique is used only by bodies of the state statistics for calculation of coefficients of change in value of types (groups) of fixed assets.
