Procedure for confirmation of production of industrial output in the territory of the Russian Federation

1. This Procedure establishes rules of confirmation by the Ministry of Industry and Trade of the Russian Federation (further - the Ministry) productions of industrial output in the territory of the Russian Federation.

2. The statement for confirmation of production of industrial output in the territory of the Russian Federation (further - the statement, confirmation) moves subjects of activities in the field of the industry (further - applicants) in writing. The application is submitted to the Ministry. The application shall be submitted in Russian. The application shall be signed by the head (authorized person) and is certified by seal the applicant (in the presence), and also shall not have security classification. The application can be signed by the head (authorized person) the qualified digital signature. Are specified in the statement:

a) the name of the applicant - the legal entity, surname, name, middle name (in the presence) the applicant - the individual entrepreneur;

b) TIN, PSRN (OGRIP) or similar data (in the presence) for the applicant registered in the territory of foreign state;

e) the parameters of the made industrial output concerning functional purpose or the list of the carried-out functions, scope, quality characteristics of industrial output (duration of warranty period, expiration date or service life, reliability, power consumption, ecological compatibility, the physical, chemical, mechanical, organoleptic properties which are not relating only to appearance of industrial output and essentially influencing functional purpose, scope or quality characteristics of industrial output);

e) the list of the production and technology operations on production of the industrial output specified in the statement which are carried out in the territory of the Russian Federation (if according to appendix to the order of the Government of the Russian Federation of July 17, 2015 No. 719 "About criteria of reference of industrial output to the industrial output which does not have the analogs made in the Russian Federation" (The Russian Federation Code, 2015, No. 30, the Art. 4597) (further - Appendix to the resolution No. 719), products are recognized made in the territory of the Russian Federation in case of accomplishment of the transactions specified in Appendix to the resolution No. 719);

g) data on the rights to design and technical documentation in the amount sufficient for production, upgrade and development of the corresponding industrial output (if according to Appendix to the resolution No. 719 products are recognized made in the territory of the Russian Federation in the presence of the rights to design and technical documentation);

h) other data which are necessary for recognition of the industrial output made in the territory of the Russian Federation according to Appendix to the resolution No. 719;

i) the address to which the production and technology operations specified in the subitem "e" of this Item are carried out;

j) data on availability or lack of the special investment contract signed for the purpose of creation or upgrade and (or) development of production of the industrial output specified in the statement;

k) data on availability (absence) of the appraisal certificate issued by Chamber of Commerce and Industry of the Russian Federation on compliance to the made industrial output specified in the statement, to requirements of Appendix to the resolution No. 719 (further - the appraisal certificate);

l) data on availability (absence) of the certificate of ST-1 on the made industrial output specified in the statement, the Agreement on Rules of determination of the country of goods' origin issued according to requirements in the Commonwealth of Independent States of November 20, 2009 (The Russian Federation Code, 2011, No. 34, the Art. 4950) (further - the certificate of CT-1) (in case of lack of the made industrial output specified in the statement in Appendix to the resolution No. 719).
