About approval of the Procedure for use of the means provided in the government budget for support of industry of livestock production, and recognition voided some resolutions of the Cabinet of Ministers of Ukraine

1. Approve the Procedure for use of the means provided in the government budget for support of industry of livestock production which is attached.

2. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which is attached.

Procedure for use of the means provided in the government budget for support of industry of livestock production

1. This Procedure determines the mechanism of use of the funds provided by Minagropolitiki in the government budget according to the "State Support of Industry of Livestock Production" program (further - budgetary funds) which are allocated to subjects of managing - legal entities irrespective of legal form and pattern of ownership.

Budgetary funds are allocated for the purpose of development of industry of livestock production and increase in its efficiency to subjects of managing of agro-industrial complex for payment of partial compensation:

costs purchased for the subsequent reproduction telok, heifers, cows of domestic origin and breeding telok, heifers, cows of the dairy, dairy and meat and meat direction of productivity, breeding pigs and male pigs, breeding ewes, rams, it is bright (further - partial cost recovery of animals);

interest rate for the bank loans attracted in national currency for covering of the expenses connected with purchase of young growth of farm animals, the equipment for livestock farms and complexes;

construction costs and reconstruction of livestock farms and complexes, milking halls and the meat-processing companies formed on the cooperative beginnings (further - partial cost recovery of objects).

2. Repayment of the budget accounts payable registered in bodies of Treasury is performed in the procedure established by the legislation.

3. The main manager of budgetary funds and the executive in charge of the budget program is Minagropolitiki which exercises control of budgetary funds in the limits set to it the budget powers.

Budgetary funds in the directions, stipulated in Item 1 this Procedure, are distributed by the main manager of budgetary funds who has the right to perform within year their redistribution taking into account the actual amount of use.

For payment of partial cost recovery of objects the main manager of budgetary funds determines annual limits for managers of budgetary funds of the lowest level in proportion to quantity skotomest and the young growth heads in the rooms put into operation for cattle and pigs and livestock complexes by cultivation and sagination of young growth of cattle and pigs on regions in two previous years and the last accounting period of the current year according to data of bodies of the state statistics.

4. Managers of budgetary funds of the lowest level are structural divisions of agro-industrial development of the Regional State Administrations.

For receipt of partial compensation subjects of managing address to the relevant commissions of the Regional State Administrations for the place of their state registration, and those which are registered in Kiev, - in structural division of agro-industrial development of the Kiev Regional State Administration.

5. After receipt from Minagropolitika of information on distribution of budgetary funds managers of budgetary funds of the lowest level will promulgate in mass media of the requirement to subjects of managing of agro-industrial complex for payment of partial compensation according to this Procedure, the list of the relevant documents, terms of their representation and results of consideration of requests.

6. Partial cost recovery of animals is performed on irretrievable basis to subjects of managing for the animals who were purchased by them during the period from October 1 of previous year to September 30 of the current year at the rate to 50 percent of cost, but no more:

for telok, heifers and cows of domestic origin - provided that females occur and purchased from herd that average milk yield on cow from 6000 kilograms of milk from one cow for last year according to the status report of livestock production (form 24-cx) (further - not breeding herds), - 12000 hryvnias for one head;

for breeding telok, heifers, cows of the dairy, dairy and meat and meat direction of productivity from the breeding plants and breeding loud-speakers or imported in import regime - 12000 UAH for one head;

for breeding pigs and male pigs from the breeding plants and breeding loud-speakers or for imported in import regime - 2400 hryvnias for one head;

for breeding ewes, rams, it is bright from the breeding plants and breeding loud-speakers or delivered in import regime - 2000 hryvnias for one head.

7. For receipt of partial cost recovery of animals subjects of managing give till November 5 to the commissions:

1) for payment of partial cost recovery of animals of domestic origin:

request (in duplicate);

certificate of lack (availability) of the tax arrears and charges;

the certificate of opening of the current account issued by bank;

certified by the signature of the head, under seal (in the presence) the subject of managing of the copy of the relevant payment documents;

the deed of conveyance (sale) and purchase of the cattle under the agreement (except animals who were imported in import regime);

the copy of the status report of livestock production (form 24-cx) (on the last reporting date at the time of submission of documents);

the statement issued in accordance with the established procedure from the Unified state register of animals;

the copies of breeding certificates (certificates) or certificates of breeding (genetic) resources certified by the signature of the head, under seal (in the presence) the companies. Subjects of managing which bought telok of heifers and cows of domestic origin coming from not breeding herds submit the copy of the status report of livestock production (form 24-cx, annual) on productivity of animals of the corresponding not breeding herd as of January 1 of the year preceding year in which animals, the head assured by the signature, under seal (in the presence) the companies - the owner of not breeding herd were purchased;

the commitment letter to return to the government budget in a month budgetary funds in case of reduction of livestock for January 1 of two next years taking into account surplus and purchasing amount;

2) for payment of partial cost recovery of animals who were imported in import regime subjects of managing submit to the commissions also copies:

relevant contract;

invoice (invoice), payment documents, certificates;
