According to provisions of article 35 of the Law on grapes and wine No. 57-XVI of March 10, 2006 (repeated publication: The official monitor of the Republic of Moldova, 2013, Art. No. 64-68, 193), with subsequent changes and amendments, DECIDES: the Government
1. Approve Regulations on procedure for determination of organoleptic indicators of grape and wine-making products by sensory analysis it (is applied).
2. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova in a month.
3. To national bureau of grapes and wine in 3-month time from the date of publication of this resolution:
bring the regulations into accord with Regulations on procedure for determination of organoleptic indicators of grape and wine-making products by sensory analysis;
develop and approve the regulations necessary for application of the specified Provision.
4. To impose control over the implementation of this resolution on the Ministry of Agriculture, regional development and the environment.

1. The regulations on procedure for determination of organoleptic indicators of grape and wine-making products by sensory analysis (further – the Provision) establish the requirements and conditions concerning the organization of determination of organoleptic indicators of grape and wine-making products and authorization of tasters.
2. The purpose of this provision is determination of procedure for carrying out organoleptic estimation of quality and compliance of grape and wine-making products at different technology production phases, in case of its placement in the market for direct consumption by the person, including imported, and also products intended for export with use and without use of signs - "country brand", "the protected geographical specifying", "the protected name of the place of origin" and "the state commodity brands", in comparison with requirements of the existing technical regulations.
3. For the purposes of this provision the following concepts are used:
1) sensory analysis (tasting) – studying in the provided conditions of organoleptic indicators of grape and wine-making products by means of sense organs (sight, sense of smell, taste and touch);
2) assessment of organoleptic indicators – assessment reproduced by means of sense organs, properties of grape and wine-making products, expressed by qualitative indexes (in the form of descriptive terms) and quantitative indices (in the form of points);
3) organoleptic indicator – the property of product perceived by sense organs in the provided conditions;
4) flowability – property of viscosity of product which is observed in case of product flood in glasses;
5) organoleptic quality factor – set of properties of grape and wine-making product (aroma, bouquet, taste) which give it the chance to meet the declared or existing requirements;
6) igristost – the level of gazirovannost and foaming of wine caused by allocation of carbon dioxide gas in wines spumant, spumant high-quality, spumant high-quality fragrant type, effervescent wines, wines scintillating and wines the pearl, young wines which are in process of fermentation and, if necessary, in the flavored grape and wine-making products;
7) typicalness – the property (indicator) allowing to evaluate compliance of the tasted product to the properties typical for that category to which this product belongs;
8) the taster – person performing assessment of organoleptic indicators of product;
9) the authorized taster – specially trained face which underwent testing for touch capabilities and approved according to the procedure, established by this Provision, able to determine organoleptic indicators of product in the provided conditions;
10) taste panel – group of tasters who are periodically convoked on meetings for joint determination of organoleptic indicators of products.
4. Assessment of organoleptic indicators of grape and wine-making products in case of determination of its quality and compliance is performed by the following categories of tastings:
1) technology tasting;
2) tasting for the purpose of assessment of conformity.
5. Technology tasting is carried out throughout all engineering procedure of production of grape and wine-making products, in case of production of new types of products, in case of selection of products, held for sale, in case of its presentation at tenders and for the problem resolution, connected with quality evaluation of raw materials and end product, with the following features:
1) within the wine-making companies technology tasting is performed by the taste panel created from specialists of the company and approved by the order of the head;
2) within associations of producers of grape and wine-making products with the protected geographical specifying and with the protected name of the place of origin (further - DOP and IGP) from the differentiated zone, technology tasting is performed by the taste panel created from the authorized tasters as the relevant associations which are part not entering them and approved by governing bodies of associations.
6. Tasting for the purpose of assessment of conformity is performed in case of determination of compliance of the grape and wine-making products intended for placement in the market for direct consumption by the person (including the imported and exported products), regarding its compliance to the requirements established by the existing technical regulations with the following features:
1) in case of assessment of conformity of quality by certification of grape and wine-making products without DOP, IGP and brand of the country of tasting are performed by the taste panels created from the authorized tasters and approved by the order of conformity assessment body;
2) in case of the declaration of conformity of grape and wine-making products without DOP, IGP and brand of the country under own responsibility of tasting are performed by the taste panels created from specialists of the companies and/or the authorized tasters approved by the order of the head of the wine-making company;
3) in case of assessment of conformity of grape and wine-making products with DOP, IGP and brand of the country of tasting are performed by the taste panels created from the authorized tasters chosen by means of alternation according to Regulations on implementation of the software on accounting and authorization of tasters and also their rotation within taste panels developed and the approved National bureau of grapes and wine (further – Bureau).
7. Technology tastings within the wine-making companies are carried out, as a rule, openly, with providing summary of origin of sample and physical and chemical indicators of product.
8. Technology tastings within associations of producers of grape and wine-making products with DOP and IGP, from the differentiated zone can be both open, and closed. In case of open test summary of origin of sample and physical and chemical indicators of product, and also the name of the manufacturing company is provided.
9. The tastings for the purpose of assessment of conformity specified in subitems 1) and 3) of Item 6 of this provision are closed, with codification of samples, masking bottles that will not allow to identify sample with providing only information on product category, on year of harvest of grapes and (if necessary) the protected geographical specifying or the protected name of the place of origin.
10. The taste panels specified in Items 5 and 6 of this provision can develop and approve own regulations on implementation of activities with observance of the requirements specified in this Provision.
