About the National program of cyber security of the Republic of Moldova for 2016-2020

Based on provisions of the Law No. 136/2017 on the Government (The official monitor of the Republic of Moldova, 2017, No. 252, the Art. 412) with subsequent changes and amendments, the Government DECIDES:

1. Approve the National program of cyber security of the Republic of Moldova for 2016-2020 it (is applied).

2. To the ministries and other central administrative authorities to represent to the Ministry of Economy and Infrastructure each half a year, till August 1 and on February 1, information on accomplishment of the National program of cyber security of the Republic of Moldova for 2016-2020, according to the established obligations.

3. To the Ministry of Economy and Infrastructure to generalize the acquired information and to represent to the Government each half a year, till September 1 and on March 1, the report on accomplishment of the National program of cyber security of the Republic of Moldova for 2016-2020.

4. Monitoring and coordination of process of accomplishment of the National program of cyber security of the Republic of Moldova for 2016-2020 to assign to the Ministry of Economy and Infrastructure.

The national program of cyber security of the Republic of Moldova for 2016-2020

I. General provisions

1. The purpose of the National program of kiberbezopanost of the Republic of Moldova for 2016-2020 (further – the Program) is creation of system of management of cyber security of the Republic of Moldova by safety of services of information society, promoting, thus, and also will provide to development of the economy based on knowledge that will stimulate in turn growth of level of economic competitiveness, social unity creation of new workplaces.

2. The terms used in the Program have the following values:

1) cyberthreat – circumstance or event which poses potential hazard for cyber security;

2) cyberprotection – the actions which are carried out for the purpose of protection, monitoring, the analysis, detection, counteraction to aggressions and ensuring timely response to threats to the cybernetic infrastructures intended for national defense;

3) cyber attack – the hostile action in cyberspace breaking cyber security;

4) cyber security audit – the system, detailed, measured and technical assessment of method of application the politician of cyber security at the level of cybernetic infrastructures, and also creation of recommendations about minimization of the revealed risks;

5) cybernetic incident – the event which took place in cyberspace which consequences break cyber security;

6) the event which took place in cyberspace – the event held in cyberspace owing to which the condition of cybernetic infrastructures changes;

7) cybernetic infrastructures – infrastructures of the sphere of information technologies and the communications consisting of information systems, the corresponding appendices, networks and services of electronic communications;
