About approval of the Regulations on the Ministry of Internal Affairs of Ukraine

Cabinet of Ministers of Ukraine decides:

1. Approve Regulations on the Ministry of Internal Affairs of Ukraine which are applied.

2. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which is attached.

3. This resolution becomes effective along with the Law of Ukraine of July 2, 2015 No. 580-VIII "About National police".

Regulations on the Ministry of Internal Affairs of Ukraine

1. The Ministry of Internal Affairs of Ukraine (Ministry of Internal Affairs) is the central executive body which activities go and coordinated by the Cabinet of Ministers of Ukraine.

The Ministry of Internal Affairs is the principal organ in system of the central executive bodies providing forming of state policy in spheres:

ensuring protection of human rights and freedoms, interests of society and state, counteraction of crime, maintenance of public safety and procedure, and also provision of police services;

protection of frontier and protection of the sovereign rights of Ukraine in its exclusive (sea) economic zone;

civil protection, protection of the population and territories against emergency situations and prevention of their origin, liquidation of emergency situations, rescue case, suppression of the fires, fire and technogenic safety, activities of rescue services, and also hydrometeorological activities;

migrations (immigrations and emigrations), including counteractions of illegal (illegal) migration, nationality, registration of physical persons, refugees and other categories of migrants determined by the legislation.

The Ministry of Internal Affairs is the principal organ in system of the central executive bodies providing forming and realizes state policy in the sphere of observance of regulations of international humanitarian law in all territory of Ukraine (regarding powers on coordination of search of persons, missing persons in case of special circumstances, and solutions of other questions connected with it according to the Law of Ukraine "About legal status of persons, missing persons in case of special circumstances").

2. The Ministry of Internal Affairs in the activities is guided by the Constitution and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other acts of the legislation.

3. The main objectives of the Ministry of Internal Affairs are:

1) ensuring forming of state policy in the sphere of protection of human rights and freedoms, interests of society and the state, counteraction of crime, ensuring public safety and procedure, and also provision of police services;

2) ensuring forming of state policy in the sphere of protection of frontier and protection of the sovereign rights of Ukraine in its exclusive (sea) economic zone;

3) ensuring forming of state policy in the sphere of civil protection, protection of the population and the territories from emergency situations and prevention of their origin, liquidation of emergency situations, rescue case, suppression of the fires, fire and technogenic safety, activities of rescue services, and also hydrometeorological activities;

4) ensuring forming of state policy in the sphere of migration (immigration and emigration), including counteractions of illegal (illegal) migration, nationality, registration of physical persons, refugees and other categories of migrants determined by the legislation;

5) ensuring forming and realization of state policy in the sphere of observance of regulations of international humanitarian law in all territory of Ukraine (regarding powers on coordination of search of persons, missing persons in case of special circumstances, and solutions of other questions connected with it according to the Law of Ukraine "About legal status of persons, missing persons in case of special circumstances").
