This Law, determining general organization-legal bases of creation and activities of rescue services of rescue units in the territory of the Republic of Tajikistan, establishes the rights, obligations and responsibility of rescuers, regulates bases of state policy in the field of legal and social protection of rescuers, other citizens of the Republic of Tajikistan participating in liquidation of emergency situations of natural and technogenic nature (further - emergency situations).

Search and rescue, mine-rescue, gas-rescuing, antigushing works, and also the wrecking connected with suppression of the fires, works on liquidation of medical and sanitary effects of emergency situations and other works which list is determined by the Government of the Republic of Tajikistan belong to wrecking.
The main objectives of rescue services and rescue units are:
- maintenance of governing bodies, forces and means of rescue services, rescue units in permanent readiness for promotion in zones of emergency situations and to work on liquidation of their effects;
- control of readiness of the serviced objects and the territories to carrying out on them works on mitigation of consequences of emergency situations;
- mitigation of consequences of emergency situations on the serviced objects or the territories.
Besides, according to the legislation of the Republic of Tajikistan tasks can be assigned to rescue services and rescue units:
- on participation in plan development of the prevention and mitigation of consequences of emergency situations on the serviced objects and the territories, plans of interaction in case of mitigation of consequences of emergency situations on other objects and the territories;
- on participation in conducting the examination assumed for projects implementation and decisions on the serviced objects and the territories and also on processes which can influence ensuring protection of the population and the territories from emergency situations on the specified objects;
- on supervision in the field of protection of the population and the territories against emergency situations;
- on participation in control of observance of production and technical requirements in the field of the prevention of emergency situations;
- on participation in preparation of decisions on creation, placement, determination of nomenclature structure and amounts of reserves of material resources for liquidation of emergency situations;
- on promotion of knowledge in the field of protection of the population and the territories against emergency situations, to participation in preparation of the population and employees of the organizations to actions in the conditions of emergency situations;
- on participation in development of regulating documents concerning the organization and carrying out rescue and urgent works;
