I. General provisions

1. 2. II. Powers

5. The Ministry of Natural Resources and Environmental Protection of the Russian Federation performs the following powers:

5.1. introduces to the Government of the Russian Federation drafts of the Federal Laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation and other documents according to which the solution of the Government of the Russian Federation, on the questions relating to field of activity of the Ministry, stipulated in Item 1 this provision, and to fields of activity of the Federal Services and federal agencies subordinated to it and also the draft of the annual work plan and forecast indicators of activities of the Ministry is required;

5.2. on the basis and in pursuance of the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation independently adopts the following regulatory legal acts in the established field of activity:

5.2.1. procedure for the state accounting and maintaining the state register of works on geological studying of subsoil, the state register of the subsoil plots provided in use and licenses to use subsoil plots;

5.2.2. procedure for statement of inventories of minerals on the state balance and their write-offs from the state balance;

5.2.3. procedure for creation and maintaining the state stock balance of minerals;

5.2.4. procedure for placement by subsoil users in layers of rocks of underground waters after extraction from them the useful components, passing waters and waters used by subsoil users for own production and technological needs according to parts three - the fifth article 19.1 of the Law of the Russian Federation "About subsoil";

5.2.5 (1). procedure for provision and structure of information containing in special cards (schemes) provided by part one of article 25 of the Law of the Russian Federation "About subsoil";

5.2.6. procedure for creation and maintaining the state inventory of fields and shows of minerals;

5.2.7. procedure for creation and maintaining territorial stock balances and inventories of fields and shows of popular minerals;

5.2.7 (1). procedure and terms of carrying out approbation of results of assessment of forecast resources of minerals;

5.2.8. procedure for renewal of licenses to use subsoil;

5.2.8 (1). procedure for registration, state registration and issue of licenses to use subsoil;

5.2.8 (2). procedure for modification of licenses to use subsoil;

5.2.8 (3). procedure for the termination of mineral right, including early, suspensions of implementation of mineral right and restriction of mineral right;

5.2.8 (4). procedure for factual determination of discovery of the field of minerals, issues of the certificate on factual determination of discovery of the field of minerals and modification of the certificate on factual determination of discovery of the fields of minerals;
