About procedure for development, adjustment, implementation of monitoring and control of implementation of the forecast of social and economic development of the Russian Federation for the medium-term period and recognition voided some acts of the Government of the Russian Federation

According to the Federal Law "About Strategic Planning in the Russian Federation" Government of the Russian Federation decides:

1. Approve the enclosed Rules of development, adjustment, implementation of monitoring and control of implementation of the forecast of social and economic development of the Russian Federation for the medium-term period.

2. To the Ministry of Economic Development of the Russian Federation in 6-month time to develop and approve the regulatory legal acts necessary for implementation of this resolution.

3. Recognize invalid acts of the Government of the Russian Federation according to the list according to appendix.

Rules of development, adjustment, implementation of monitoring and control of implementation of the forecast of social and economic development of the Russian Federation for the medium-term period

I. General provisions

1. These rules determine procedure for development, adjustment, implementation of monitoring and control of implementation of the forecast of social and economic development of the Russian Federation for the medium-term period (further - the mid-term forecast).

2. The mid-term forecast is developed annually for the next financial year and planning period by the Ministry of Economic Development of the Russian Federation on the basis of the analysis of external and internal conditions of social and economic development of the Russian Federation taking into account the main directions of the budget, tax and customs and tariff policy, and also on the basis of the data represented by federal executive bodies, executive bodies of subjects of the Russian Federation and other participants of strategic planning.

3. The state corporations, joint-stock companies with the state participation, public, scientific and other organizations taking into account requirements of the legislation of the Russian Federation about the state, commercial, office and protected by the law other secret can be involved in development of the mid-term forecast trade union association and employers.

4. Materials for development of the mid-term forecast are represented on paper and electronic media according to the methodical recommendations about development, adjustment, monitoring of the mid-term forecast approved by the Ministry of Economic Development of the Russian Federation.

5. Development of the mid-term forecast is performed in 2 stages.

6. At the first stage the Ministry of Economic Development of the Russian Federation together with the Ministry of Finance of the Russian Federation, the interested federal executive bodies with participation of the Central bank of the Russian Federation and other participants of strategic planning develops scenario operating conditions of economy of the Russian Federation (further - scenario conditions) and key parameters of the mid-term forecast.

7. The Ministry of Economic Development of the Russian Federation sends for consideration and coordination in the Ministry of Finance of the Russian Federation interested federal executive bodies and the Central bank of the Russian Federation scenario conditions, key parameters of the mid-term forecast and also represents them to Government Commission on Budget Projections for the Next Fiscal Year and Planning Period not later than 10 days about the day of their submission to the Government of the Russian Federation determined by the Government of the Russian Federation for consideration and approval.

In the presence of not settled issues with the interested federal executive bodies on scenario conditions and key parameters of the mid-term forecast regarding the predicted changes in price (rates) for goods, services of the business entities performing regulated types of activity in the infrastructure sector and (or) dynamics of change of the amount of payment of citizens for utilities the Ministry of Economic Development of the Russian Federation represents also relevant protocols of conciliatory meetings to Government Commission on Budget Projections for the Next Fiscal Year and Planning Period.

8. The Ministry of Economic Development of the Russian Federation submits in the Government of the Russian Federation for review and approval the scenario conditions and key parameters of the mid-term forecast including the predicted changes in price (rates) for goods, services of the business entities performing regulated types of activity in the infrastructure sector, for the medium-term period and dynamics of change of the amount of payment of citizens for utilities for the medium-term period (including finished taking into account the decisions made by Government Commission on Budget Projections for the Next Fiscal Year and Planning Period following the results of consideration of not settled issues of the Ministry of Economic Development of the Russian Federation and the interested federal executive bodies), not later than 3 months about the day of introduction by the Government of the Russian Federation established by the Budget code of the Russian Federation for consideration and approval in the State Duma of Federal Assembly of the Russian Federation of the federal law draft about the federal budget for the next financial year and planning period.

9. In 5-day time after consideration and approval by the Government of the Russian Federation of scenario conditions and key parameters of the mid-term forecast the Ministry of Economic Development of the Russian Federation brings them to the attention of federal executive bodies, governing bodies of the Pension Fund of the Russian Federation, Social Insurance Fund of the Russian Federation, Federal Compulsory Health Insurance Fund, the Central bank of the Russian Federation, executive bodies of subjects of the Russian Federation and other participants of strategic planning for use in case of development of versions of the mid-term forecast by types of economic activity, sectors, spheres of economy and the directions of development, and also posts electronically on the official site of the Ministry of Economic Development of the Russian Federation on the Internet.

10. At the second stage the Ministry of Economic Development of the Russian Federation together with the Ministry of Finance of the Russian Federation, the interested federal executive bodies with participation of the Central bank of the Russian Federation and other participants of strategic planning on the basis of versions of the mid-term forecast by types of economic activity, sectors, spheres of economy and the directions of development, and also other materials necessary for development of the appropriate sections of the mid-term forecast prepared by federal executive bodies, executive bodies of subjects of the Russian Federation and other participants of strategic planning on the basis of the scenario conditions and key parameters of the mid-term forecast approved by the Government of the Russian Federation develops the mid-term forecast.

11. The Ministry of Economic Development of the Russian Federation sends for consideration and coordination in the Ministry of Finance of the Russian Federation interested federal executive bodies and the Central bank of the Russian Federation the mid-term forecast and also represents it to Government Commission on Budget Projections for the Next Fiscal Year and Planning Period not later than 10 days about the day of its submission to the Government of the Russian Federation determined by the Government of the Russian Federation for consideration and approval.

In the presence of not settled issues with the interested federal executive bodies on indicators of the mid-term forecast regarding the predicted changes in price (rates) for goods, services of the business entities performing regulated types of activity in the infrastructure sector and (or) dynamics of change of the amount of payment of citizens for utilities the Ministry of Economic Development of the Russian Federation represents also relevant protocols of conciliatory meetings to Government Commission on Budget Projections for the Next Fiscal Year and Planning Period.

12. The Ministry of Economic Development of the Russian Federation represents the mid-term forecast including the predicted changes in price (rates) for goods, services of the business entities performing regulated types of activity in the infrastructure sector, for the medium-term period and dynamics of change of the amount of payment of citizens for utilities for the medium-term period (including finished taking into account the decisions made by Government Commission on Budget Projections for the Next Fiscal Year and Planning Period following the results of consideration of not settled issues of the Ministry of Economic Development of the Russian Federation and the interested federal executive bodies), for consideration and approval to the Government of the Russian Federation, and also sends it to the Ministry of Finance of the Russian Federation not later than 3 weeks about the day of introduction by the Government of the Russian Federation established by the Budget code of the Russian Federation for consideration and approval in the State Duma of Federal Assembly of the Russian Federation of the federal law draft about the federal budget for the next financial year and planning period.

13. In 3-day time after consideration and approval by the Government of the Russian Federation of the mid-term forecast the Ministry of Economic Development of the Russian Federation sends the mid-term forecast to the Ministry of Finance of the Russian Federation for submission by the Ministry of Finance of the Russian Federation to the Government of the Russian Federation as a part of the documents and materials which are subject to entering into the State Duma of Federal Assembly of the Russian Federation along with the federal law draft about the federal budget for the next financial year and planning period.
