1. Approve enclosed:

changes which are made to acts of the Government of the Russian Federation concerning provision in 2015 of subsidies from the federal budget to budgets of subjects of the Russian Federation on liquidation of cross subsidizing in power industry within the subprogramme "Development and upgrade of power industry of" the state program of the Russian Federation "Energy efficiency and development of power";

distribution of the subsidies provided in 2015 from the federal budget to budgets of subjects of the Russian Federation on liquidation of cross subsidizing in power industry within the subprogramme "Development and upgrade of power industry of" the state program of the Russian Federation "Energy efficiency and development of power".

2. To Ministry of Energy of the Russian Federation to place the state program of the Russian Federation "Energy efficiency and development of power" with the changes approved by this resolution on the portal of state programs of the Russian Federation on the Internet in 2 weeks time from the date of official publication of this resolution.

3. To executive bodies of subjects of the Russian Federation in the field of state regulation of the rates functioning in the territories of subjects of the Russian Federation on which the decision on provision of subsidies from the federal budget to budgets of subjects of the Russian Federation on liquidation of cross subsidizing in power industry within the subprogramme "Development and upgrade of power industry of" the state program of the Russian Federation "Energy efficiency and development of power" is made till December 15, 2015 to make the decision on establishment (review) since January 1, 2016 of long-term parameters of regulation of activities of the territorial network organizations which regulation of activities is performed using income method of the invested capital and method of long-term indexation of necessary gross revenue, regarding establishment (review) of index of efficiency of operating rooms, under control expenses using provisions of Items 34 and 38 of Bases of pricing in the field of regulated prices (rates) in power industry approved by the order of the Government of the Russian Federation of December 29, 2011 No. 1178 "About pricing in the field of regulated prices (rates) in power industry".

4. To Ministry of Energy of the Russian Federation together with federal executive body in the field of regulation of rates and with participation of executive bodies of subjects of the Russian Federation in the field of state regulation of rates till March 1, 2016 to determine the size of the loss of income of the territorial network organizations taking into account the made decisions on establishment (review) since January 1, 2016 of long-term parameters of regulation of activities of the territorial network organizations according to Item 3 of this resolution.
