1. Approve the enclosed Rules of the organization of public conveyances in interregional and international messages.

2. To committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan (Asavbayev A. A.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction it the copy on official publication in periodic printed publicity materials and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization of public conveyances in interregional international messages

1. General provisions

1. These rules of the organization of public conveyances in interregional and international messages (further - Rules) are developed according to subitem 34-9) of Item 2 of article 14 of the Law of the Republic of Kazakhstan of December 8, 2001 "About rail transport" (further - the Law) and determine procedure for the organization of public conveyances in interregional and international messages.

2. Public conveyance in the international messages (including transit) is performed according to the legislation of the Republic of Kazakhstan and international treaties of the Republic of Kazakhstan.

3. Public conveyance in interregional messages is performed in compliance with Rules of public conveyances, baggage, loads, cargo baggage and mailings, approved according to subitem 34-15) of Item 2 of article 14 of the Law.

4. Public conveyance in the international messages is performed by national carrier of passengers, in interregional messages - on competitive basis.

The national carrier of passengers is understood as the legal entity determined by the Government of the Republic of Kazakhstan which controlling stock the National railway company owns, who is rendering services in public conveyance, baggage, cargo baggage, mailings, including carrying out special and military transportations.

1) development of the normative traffic schedule and plan of forming of passenger trains in interregional and international messages according to paragraphs 3 and 4 of Chapter 2 of the Instructions for use the high-level railway net approved by the order of the acting minister on investments and development of the Republic of Kazakhstan of March 27, 2015 No. 366 (it is registered in the Register of state registration of regulatory legal acts for No. 11257);

2) approval of the constituted normative traffic schedule of passenger trains, including according to socially important interregional messages with authorized body in the field of rail transport;

3) approval of infrastructure by the National operator with 1 on the (first) of December the years prior of the planned to transportation, original design project of the normative traffic schedule of passenger trains taking into account decisions of the technical meetings held within central office on rail transport of the State Parties of the Commonwealth of Independent States;

4) the organization of servicing of passenger trains in the international and interregional messages.

Development of the normative traffic schedule of passenger trains in interregional and international messages is performed proceeding from the principle of providing convenient time for passengers in case of departure from starting points and arrival on terminal points, and also arrival and departure from large settlements.

11. Public conveyance is performed between all railway stations and stopping points open for landing and disembarkation of passengers.

12. The organization of accounting of places, information transfer about the free and exempted places and their realization in interregional and international messages are made through automated control system for passenger traffic and technological interactions under the organization of sale of travel documents (tickets) and/or manual method from station of origin on the train running course.
