3) to provide to the Ministries and departments, executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas financing of this Strategy from the means provided in the Government budget for 2011 - 2020.

In Strategy attempt on the basis of accounting of real variety of original conditions, interests, traditions, installations of behavior of various groups of men and women with the different income, education, marital status, national and cultural and other features is made:
- plan system of the requirements and criteria reflecting modern
- ideas of social justice in cast between women and men in political and public life, the social and labor and family relations, business, in case of distribution of property, in the information sphere, etc. sectors;
- plan the prospects of development of the state in the context of strengthening of the tender democracy providing carrying out socially responsible policy and disclosure of civil potential of the woman as persons;
- increase the level of general and political culture of society as which indicators serve the possibility of self-realization of the woman and ensuring gender equality in all spheres of activity, including social production, the social and labor and family relations.
Special attention in Strategy is paid to mechanisms of the social state and civil society, cooperation of the power and public organizations with support on initiative, amateur performance and self-government of citizens of both floors in the solution of social and economic problems.
