1. Approve the enclosed Rules of equipment of processing lines of production of ethyl alcohol and (or) alcoholic products by survey meters of accounting, their functioning and implementation of accounting, except production of wine filling (wine material), and also brewing products which production capacities are lower than four hundred thousand decalitres a year.

2. Declare invalid the order of the Minister of Finance of the Republic of Kazakhstan of January 19, 2015 No. 36 "About approval of requirements for equipment of processing lines of production of ethyl alcohol spirtoizmeryayushchy devices, productions of alcoholic products (except wine material and beer) - the survey meters of accounting providing the automated transfer to authorized body in real time of data on development amounts, and also about on control of their functioning and implementation of accounting of ethyl alcohol and alcoholic products" (registered in the Register of the state registration of regulatory legal acts for No. 10315, published in information system of law of Ad_let on March 5, 2015).

3. To committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (Ergozhin of E.) in the procedure established by the legislation to provide:

1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after the state registration of this order its direction on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan.

4. This order becomes effective since January 1, 2016.

Chapter 1. General provisions

1. These rules of equipment of processing lines of production of ethyl alcohol and (or) alcoholic products survey meters of accounting, their functioning and implementation of accounting, except production of wine filling (wine material), and also brewing products which production volume below four hundred thousand decalitres a year (further - Rules) are developed according to the subitem 4) of Item 2 of article 4 of the Law of the Republic of Kazakhstan "About state regulation of production and turnover of ethyl alcohol and alcoholic products" (further - the Law) determine procedure for equipment of processing lines of production of ethyl alcohol and (or) alcoholic products survey meters of accounting, their functioning and implementation of accounting, except production of wine filling (wine material), and also brewing products which production capacities are lower than four hundred thousand decalitres a year.

2. Survey meters of accounting (further - the KPU) equip processing lines of production of ethyl alcohol and (or) alcoholic products, except production of wine with filling (wine material), and also brewing products which production capacities are lower than four hundred thousand decalitres a year.

3. The KPU is integrated with processing lines of production by the methods which are not allowing production of unaccounted products.

4. The operator of data of the KPU provides online the automated transfer to authorized body and its territorial subdivisions of data of the KPU.

5. The producer of ethyl alcohol and (or) alcoholic products provides measurement and accounting of amounts of the made ethyl alcohol and (or) alcoholic products by means of the KPU.

6. Acquisition, installation, servicing, repair of the KPU and their components, and also acquisition of reserve (component parts) parts to them, providing the KPU with network of telecommunications public is performed by the manufacturing plants of ethyl alcohol and (or) alcoholic products.

7. To the KPU technical data sheet of the manufacturer is attached to each unit of the KPU in the Kazakh and Russian languages. Service life of each unit of the KPU does not exceed the service life established by technical data sheet.
