1. Approve the enclosed Regulations on procedure for registration and activities of freelance employees of public institution "State inspectorate for small size vessels".
2. This resolution becomes effective after its official publication.

1. This Provision establishes procedure for registration and activities of freelance employees of public institution "State inspectorate for small size vessels" (further - GIMS).
2. GIMS for the purpose of safety of navigation of small size vessels and safe operation of these courts and bases (constructions) for their parking has the right to attract to non-staff cooperation of the citizens of the Republic of Belarus who reached eighteen-year age and not being GIMS on the staff (further - citizens).
3. Freelance employees of GIMS (further - freelance employees) are selected, as a rule, from among employees, workers, students, pupils, cadets, employees of bodies or divisions on emergency situations and other citizens capable on the moral and business qualities to carry out the obligations assigned on freelance employees.
The number of freelance employees is determined by the chief of GIMS.
Persons listed in part four of article 130-6 of the Code of inland water transport of the Republic of Belarus cannot be freelance employees.
4. The main function of freelance employees is assistance to officials of GIMS in safety of navigation of small size vessels and safe operation of these courts and bases (constructions) for their parking.
5. The activities freelance employees perform on voluntary basis, on a voluntary basis, in free from work (service, study) time and according to the legislation.
6. The citizen who showed willingness to become the freelance employee (further - the candidate) represents to the official of the territorial site of GIMS:
the statement addressed to the chief of GIMS with request for transfer by the freelance employee;
identity document of the citizen of the Republic of Belarus (original and copy);
the document confirming lack of criminal record;
the document on whether the candidate was recognized incapacitated or it is limited by capable;
two color opaque photos of 30 x 40 mm in size.
7. The official of the territorial site of GIMS who performed documents acceptance, specified in Item 6 of this provision is curator of the candidate for freelance employees (further - the curator).
The curator after receipt of the documents specified in Item 6 of this provision within 21 days studies business and moral qualities of the candidate by holding with it interview, including concerning knowledge of safety rules and operation of small size vessels, instructions for use by bases (constructions) for their parking, procedure of ministerial procedures. By results of the carried-out work the curator constitutes the conclusion about possibility of transfer of the candidate by the freelance employee and sends it to the chief of GIMS.
8. The decision on transfer of the candidate by the freelance employee is made by the chief of GIMS within 2 working days after receipt of the conclusion about possibility of transfer of the candidate by the freelance employee.
9. Transfer of the candidate by the freelance employee is drawn up by the order GIMS then the certificate of the freelance employee is made and goes to GIMS to the curator (further - the certificate) according to the sample approved by the resolution of Council of Ministers of the Republic of Belarus of May 27, 2015 No. 448 "About procedure for registration and activities of freelance employees of public institution "State inspectorate for small size vessels" and approval of sample of the certificate of the freelance employee of this organization" (The national legal Internet portal of the Republic of Belarus, 30.05.2015, 5/40598).
10. The certificate is signed by the chief of GIMS, issued for a period of 1 year and if necessary is prolonged for the same term.
The certificate is issued by the curator personally to the citizen under list in the book of accounting and certification which is stitched, numbered, sealed and is stored at the official of the territorial site of GIMS.
The form of the book of accounting and certification of the freelance employee of GIMS is established according to appendix to this Provision.
11. In case of spoil, loss of the certificate the duplicate of the certificate according to the procedure, established by part two of Item 10 of this provision is issued to the freelance employee. In case of expiration of the certificate after prolongation of such term the new certificate is issued to the freelance employee.
12. His head from among officials of the territorial site of GIMS taking into account experience of their work and the place of activities of the freelance employee is assigned to the freelance employee by the order GIMS.
