About approval of the Regulations on classification of elements of non-material cultural heritage of the Kyrgyz Republic and the National list of elements of non-material cultural heritage of the Kyrgyz Republic

For the purpose of preserving and development of non-material cultural heritage of the Kyrgyz Republic, according to article 7 of the Law of the Kyrgyz Republic "About non-material cultural heritage of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve:

- Regulations on classification of elements of non-material cultural heritage of the Kyrgyz Republic according to appendix 1;

- The national list of elements of non-material cultural heritage of the Kyrgyz Republic according to appendix 2.

2. To advisory council in the field of non-material cultural heritage under the Ministry of Culture, information and tourism of the Kyrgyz Republic to perform coordination and permanent monitoring of maintaining the National list of elements of non-material cultural heritage and entering of elements of non-material cultural heritage of the Kyrgyz Republic into the Representative List of non-material cultural heritage of mankind.

3. To impose control of execution of this resolution on department of education, culture and sport of Government office of the Kyrgyz Republic.

4. This resolution becomes effective after fifteen days from the date of official publication.

Regulations on classification of elements of non-material cultural heritage of the Kyrgyz Republic

1. General provisions

1. This Regulations on classification of elements of non-material cultural heritage of the Kyrgyz Republic (further - the Provision) determine the purposes of maintaining and functioning of the National list of elements of non-material cultural heritage of the Kyrgyz Republic (further - the List), structure, content, procedure for forming of the List and classification of elements of non-material cultural heritage of the Kyrgyz Republic.

2. The list represents databank of elements of non-material cultural heritage of the Kyrgyz Republic.

3. Classification of elements of non-material cultural heritage represents division of elements into types and categories of non-material cultural heritage of the Kyrgyz Republic.

4. The file of non-material cultural heritage - obligatory documentation of each element of non-material cultural heritage for its inclusion in the List.

5. The legal entities and physical persons interested in information on the available elements of non-material cultural heritage of the Kyrgyz Republic can be users of the List.

2. Purposes of creation of the List

6. The list is kept for the purpose of the most complete identification of elements of non-material cultural heritage of the Kyrgyz Republic and assistance of their safety.

3. Procedure for forming of the List

7. The decision on inclusion of elements of non-material cultural heritage in the List or their exception of the List is accepted by the Government of the Kyrgyz Republic.

8. The authorized state body on preserving and use of non-material cultural heritage of the Kyrgyz Republic submits the List for approval in the Government of the Kyrgyz Republic.

9. The list is created by authorized state body on preserving and use of non-material cultural heritage of the Kyrgyz Republic in paper and electronic type.

4. Content and structure of the List

- types of elements;

- field of distribution.

11. The list is created of information on the elements of non-material cultural heritage which are available in organizations, the organizations, communities carriers at the representatives of civil society collecting by fixing, systematization and storage of elements of non-material cultural heritage.

12. In the List elements of non-material cultural heritage are classified by the following categories of non-material cultural heritage:

- folklore;

- traditional crafts and crafts;

- festivals;

- traditional games;

- customs and ceremonies;

- folk music;

- айтыш (verbal competitions of akyns);

- боз уй (yurta);

- the traditional knowledge connected with medicine;

- knowledge connected with veterinary science;

- sanzhyra (genealogical);

- empirical knowledge of the nature;

- ынтымак (solidarity);

- ашар (mutual assistance).

5. Procedure for maintaining List

13. Expertize of elements of non-material cultural heritage for inclusion in the List is carried out by authorized state body on preserving and use of non-material cultural heritage of the Kyrgyz Republic.
