About approval of the Method of calculation of the consolidated index of the prices of producers of industrial output

Based on the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445 "About some questions of bodies of the state statistics" the National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the enclosed Method of calculation of the consolidated index of the prices of producers of industrial output and enact it since calculation of the consolidated index of the prices of producers of industrial output for January, 2016.

2. Recognize invalid:

the resolution of National Statistical Committee of the Republic of Belarus of November 30, 2010 No. 247 "About approval of the Method of calculation of the consolidated index of the prices of producers of industrial output";

the resolution of National Statistical Committee of the Republic of Belarus of July 7, 2014 No. 92 "About modification and amendments in the Method of calculation of the consolidated index of the prices of producers of industrial output" (The national legal Internet portal of the Republic of Belarus, 25.07.2014, 7/2828).

3. This resolution becomes effective since January 1, 2016.

Method of calculation of the consolidated index of the prices of producers of industrial output

Chapter 1. General provisions

1. This Technique establishes procedure of payments of the consolidated index of the prices of producers of industrial output.

2. In this Technique the following main terms and their determinations are used:

the modular price index - relative statistics which characterize the change in price on separate subgroup to group of products or the studied phenomenon in general and is created on the basis of individual indexes of the prices;

basis year - year in which the amount of the shipped industrial output (the rendered service of industrial nature) in value term is used for selection of the basic organizations and goods (services) - representatives for selective state statistical observation of the prices of producers of industrial output (further - observation of the prices of producers);

basic price - the annual average price of goods (service) - the representative for basis year;

the basic organization - representatively selected organization for observation of the prices of producers;

the weight of goods (service) - the representative - amount of the shipped industrial output (the rendered service) in goods (service) - to the representative in value term for basis year;

the weight of price index of producers of industrial output (services) (further - the weight of price index of producers) - amount of the shipped industrial output (works, services) on the domestic market of the republic and for export in value term by types of economic activity for basis year;

sample - the part of population which is selected for observation of the prices of producers which shall be representative (representative) it is full and adequately to reflect properties and proportions of population;

investment goods - the goods keeping invariable natural form during long (more than one year) of period of time and used for production of goods, rendering market and non-market services;

price index of producers of industrial output (services) (further - price index of producers) - the relative statistics characterizing the change in price of producers for industrial output (service) in time (dynamics index) or price relation in space (territorial index);

individual index of the prices of producers - the relative statistics characterizing the change in price of goods (service) - the representative in the accounting period in comparison with basic price;

consumer goods - the goods used by the population for private consumption;

industrial goods - products intended for productive consumption, for rendering services in the sphere of production of goods and the sphere of non-material services;

intermediate goods - goods which are consumed in the accounting period in production process;

the consolidated index of the prices of producers - ratio of price levels on set of various products (services), estimated on formula of modular price index;

goods representative - the specific goods, the representative of commodity group or commodity group which are selected for observation of the prices of producers;

commodity group - set of uniform goods representatives;

service representative - the specific service of industrial nature which is selected for observation of the prices of producers;

the price (rate) of the producer of industrial output (service) (further - the price of the producer) - the price at which the organization sells the products (renders service) to other organizations. The price of the producer does not include the value added tax, excises, other taxes, payments from revenue and expenses on transportation, loading and unloading of products. The price of the producer of the industrial output shipped for export also shall not include the customs duty and other charges which are not entering cost.

3. The consolidated index of the prices of producers is calculated in general on industrial output (services), and also separately on products (services) shipped (rendered) on the domestic market and products shipped for export by types of economic activity, on industrial goods, investment, intermediate, consumer goods, separate goods and commodity groups. Calculation of the consolidated index of the prices of producers is perfromed by National Statistical Committee of the Republic of Belarus (further - Belstat) monthly by areas (city of Minsk) and on the republic in general, and also by various periods.

4. The consolidated index of the prices of producers reflects price performance (rates) for goods (services) shipped (rendered) organizations republics, excluding tax on value added, excises and other taxes and payments from revenue.

5. The consolidated index of the prices of producers is used for the implementation of economic monitoring, forecasting, comparisons which are carried out by state bodies and the international organizations; as deflators in case of determination of production volumes in the conditions of inflation; for forming of statistics (coefficients of revaluation of fixed assets, price indexes on the equipment as a part of elements of technological structure of construction production and others).

Chapter 2. Initial information for calculation of the consolidated index of the prices of producers

6. For calculation of the consolidated index of the prices of producers are used:

individual indexes of the prices of producers on each goods (service) - the representative;

the weight of goods (services) - representatives and price indexes of producers.

7. Starting information base for calculation of individual indexes of the prices of producers are primary statistical data about the prices of producers in form of the state statistical reporting 12 prices (producers) "Report on the prices of producers of industrial output (services)" (further - form 12 of the price (producers)).

8. As weight at all levels of aggregation of the consolidated index of the prices of producers the cost of the shipped industrial output, the rendered service is used.

Information base for forming of system of scales of price indexes of producers is official statistical information in value term about:

amount of the shipped industrial output (works, services) in form of the state statistical reporting to the 4th "The report on types of economic activity of the organization";

the volume of production (works, services) in form of the state statistical reporting the 1-megapixel "Report on financial and economic activities of the small organization".

Creation of system of scales is performed by Belstat in general on the republic and areas (city of Minsk).

Chapter 3. Calculation of individual index of the prices of producers

9. The basic principles of calculation of the consolidated index of the prices of producers is invariable quality and goods quantity (services) - representatives of sample. For the purpose of respect for these principles calculation of individual index of the prices of producers is perfromed step by step.

At the first stage of calculation of individual index of the prices of producers all reasons of the change in price on each goods (service) - the representative are analyzed.

10. In case instead of the selected goods representative goods of other type and the monthly indexes of the prices on these goods practically began to be issued do not differ, there is replacement of one type of goods representative by another. In case of insignificant change of quality of "new" goods it has weight of those goods which it replaced. The weight of goods representative remains invariable.

11. In case quality of "new" and "old" goods representatives differs, it is necessary to exclude influence on price index of producers quality change.

Amendments on quality assume application:

method of conditional calculations on similar goods representatives;

combination method;

method of direct comparison.

The method of direct comparison is applied when the "new" goods representative are directly comparable, that is having similar characteristics. In this case the price of "new" goods representative replaces the price of the absent goods representative. At the same time the difference in the price between the "new" and absent goods representative is caused by the change in price, but not distinctions in quality.

12. In the analysis of the reasons of the change in price for services representatives in cases of rendering service of other type for comparability of the prices the similar methods stated in Items 10, of the 11th this Technique are used.
