1. Approve the enclosed Rules of placement of outdoor (visual) advertizing in right of way of highways public of the international and republican value.
2. To committee of highways of the Ministry for Investments and Development of the Republic of Kazakhstan (Pshembayev M. K.) provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction it the copy on official publication in periodic printed publicity materials and information system of law of Ad_let;
3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.
3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of placement of outdoor (visual) advertizing in right of way highways public of the international and republican value (further - Rules) are developed according to the subitem 34) of Item 2 of article 12 of the Law of the Republic of Kazakhstan of July 17, 2001 "About highways" and determine procedure for placement in right of way of highways public of the international and republican value of outdoor visual advertizing in the form of posters, banners, flags, stands, illuminated indicator boards, billboards, steles, indexes, posters and different ways of display and drawing advertizing images and texts on advertizing constructions, on movable and immovable objects.
2. For receipt of the passport of placement of objects of outdoor (visual) advertizing in right of way of highways public of the international and republican value physical persons and legal entities give to the National operator on management of highways (further - the National operator) the statement in form, agrees appendix to these rules. The document proving the identity of the authorized representative, the document certifying powers on representation are put to the statement the sketch of object of advertizing with color scheme and the sizes, in case of the address of the representative of owners of objects of outdoor (visual) advertizing.
The national operator determines the location of objects according to the statement (or recommend other place), and also check compliance of the sizes and decorating of objects of outdoor (visual) advertizing to requirements of the Law of the Republic of Kazakhstan of December 19, 2003 "About advertizing".
3. In case of the positive decision the object binding to the road is performed and the passport of placement of object of outdoor (visual) advertizing in which effective period of the passport of placement of object of outdoor (visual) advertizing, the scheme of placement of object on the highway public of the international and republican value with the organization of movement for object and on approaches to it and the sketch of object of outdoor (visual) advertizing is applied is drawn up.
4. The passport of placement of object of outdoor (visual) advertizing or the written motivated answer about refusal is issued by the National operator within five working days, from the date of filing of application on receipt of the passport of placement of object of outdoor (visual) advertizing by physical persons and legal entities.
The passport of placement of object of outdoor (visual) advertizing is issued for a period of one year, and prolonged according to the written address of the owner of object of outdoor (visual) advertizing.
The passport of placement of object of outdoor (visual) advertizing is subject to renewal, in case of change of the sizes of the established object and (or) the sketch of outdoor (visual) advertizing.
The passport of placement of object of outdoor (visual) advertizing is terminated in case of detection of discrepancy of the actual sizes of object to the sizes brought in the passport, and (or) discrepancies of object of advertizing to the sketch of outdoor (visual) advertizing provided with the statement in case of receipt of permission.
4-1. The national operator refuses issue of the passport of placement of object of outdoor (visual) advertizing in case of establishment of unauthenticity of the documents submitted by the applicant of these (data) containing in them.
5. Placement of objects of outdoor (visual) advertizing of physical persons and legal entities without the corresponding execution of documentation and approval of the National operator is not allowed.
