1. Approve the enclosed Regulations on procedure for realization of the property turned into property of the state, physical evidences, the withdrawn things, and also goods detained by customs authorities.

To the Ministry of Finance of the Russian Federation to develop and approve procedure for realization of the property turned into property of the Russian Federation, physical evidences, the withdrawn things detained by customs authorities of goods by sale to person who submitted the application for participation in their realization by the first including:

the property turned into property of the Russian Federation (except for ocean ships and courts of internal water swimming), the goods and physical evidences detained by customs authorities which estimated value makes 10 thousand rubles and less (for unit or batch of uniform goods);

physical evidences in case the term of their realization determined by the body which made the decision on the withdrawal according to the procedure established by regulatory legal acts of the Russian Federation, or body of preliminary inquiry in which production there is criminal case constitutes less than 2 months, and also physical evidences which cost constitutes over 10 thousand rubles (for unit or batch of uniform goods) and in case of which implementation the auction is acknowledged cancelled or the term of realization of which constitutes more than 2 months;

the withdrawn things which were tools of making or objects of administrative offense exposed to bystry spoil.

4. Add the subitem "an" of Item 1 of the order of the Government of the Russian Federation of September 10, 2012 with No. 909 "About determination of the official site of the Russian Federation on the Internet for placement of information on tendering and introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2012, No. 38, Art. 5121; 2013, No. 29, Art. 3974; 2014, No. 8, Art. 819; 2015, No. 7, Art. 1045) paragraph of the following content:

Regulations on procedure for realization of the property turned into property of the state, physical evidences, the withdrawn things, and also goods detained by customs authorities

I. General provisions

1. This Provision determines procedure for realization:

a) following property:

the goods detained by customs authorities;

the confiscated or withdrawn road transport specified in the subitem 6 of Item 1 of article 25 of the Federal law "About State Regulation of Production and Turnover of Ethyl Alcohol, Alcoholic and Alcohol-containing Products and about Restriction of Consumption (Drinking) of Alcoholic Products" (further - road transport);

the ocean ships and vessels of internal water swimming turned into property of the Russian Federation (further - ocean ships and vessels of internal water swimming);

the personal estate (except for shares (shares) in the authorized (share) capital of economic societies and partnerships) turned into property of the Russian Federation including:

the confiscated, ownerless and withdrawn property;

the goods placed under customs procedure of refusal for benefit of the state when moving through customs border of the Eurasian Economic Union;

the property which arrived in property of the Russian Federation according to the procedure of inheritance;

the treasures transferred to the possession of the Russian Federation;

b) physical evidences which are transferred to realization on the bases provided by the Code of penal procedure of the Russian Federation including wood and (or) products received from it in the form of the forest products withdrawn during pre-judicial production on criminal cases about the crimes provided by Articles 191. 1, 226.1 and 260 Criminal Codes of the Russian Federation (further - physical evidences);

c) the withdrawn things which were tools of making or objects of administrative offense exposed to bystry spoil and also wood and (or) products received from it in the form of the raw forest products withdrawn in case of production on cases on administrative offenses, the stipulated in Article 8.28 Russian Federation Codes of Administrative Offences (further - the withdrawn things).

2. As the seller of the property specified in the subitem "an" of Item of 1 this provision (further - property), physical evidences and the withdrawn things the Federal Agency for State Property Management (its territorial authorities) (further - the seller) which for the purpose of the organization of their sale has the right to involve legal entities and physical persons (further - the organizer of the biddings) according to the procedure, stipulated by the legislation the Russian Federation about contractual system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs acts.
