About approval of line item of Administration of communication of the Republic of Belarus at the World conference of radio communication of 2015 of the International Telecommunications Union

The Council of Ministers of the Republic of Belarus DECIDES:

1. Approve line item of Administration of communication of the Republic of Belarus at the World conference of radio communication of 2015 of the International Telecommunications Union it (is applied).

2. Authorize the Ministry of Communications and Informatization on signing on behalf of the Government of the Republic of Belarus of Final acts of the World conference of radio communication of 2015 of the International Telecommunications Union in case of achievement of the arrangement within the line item approved by this resolution.

3. This resolution becomes effective from the date of its acceptance.

Line item of Administration of communication of the Republic of Belarus at the World conference of radio communication of 2015 of the International Telecommunications Union

Taking into account situation on distribution and loading in the Republic of Belarus considered by the World conference of radio communication of 2015 (further - BKP-15) of the International Telecommunications Union (further - MSE) bands of radio frequencies the Government of the Republic of Belarus:

approves the activities of MSE directed to global harmonization of use of radio-frequency range at the expense of exception of the notes to Article 5 of Regulations of radio communication relating to the countries however does not find it possible to exclude the name of the Republic of Belarus from those notes to Article 5 of Regulations of radio communication at which it is present (Item 8 of the agenda BKP-15);

supports solutions of VKR-15 on distribution of new bands of radio frequencies for mobile radio service and their determination for use by systems of family of the IMT standards and mobile broadband access on condition of ensuring protection of other services having distributions in the considered and adjacent bands of radio frequencies and in view of need of their development (subitem 1.1 of the agenda of BKP-15);

supports the solution of VKR-15 on determination for IMT of band of radio frequencies 5925-6425 MHz taking into account results of researches of conditions of electromagnetic compatibility (subitem 1.1 of the agenda of BKP-15);

objects to acceptance of VKR-15 of decisions on distribution of bands of radio frequencies to mobile service on primary basis and their determination for IMT, and also to determination for IMT of bands of the radio frequencies which already have distribution to mobile service on primary basis in connection with their intensive use by the existing services and possibility of creation of unacceptable noises to stations of these services in the following bands of radio frequencies: 470-694 MHz, 1350-1400 MHz, 1427-1452 MHz, 1452-1492 MHz, 1492-1518 MHz, 1518-1525 MHz, 1695-1710 MHz, 2700-2900 MHz, 3300-3400 MHz, 3600-4200 MHz and 4400-4990 MHz (subitem 1.1 of the agenda of BKP-15);

3400-3600 MHz and change of conditions of distribution of the specified band of the radio frequencies established in Item 5.430A of Article 5 of Regulations of radio communication object to acceptance of VKR-15 of decisions on global distribution to mobile service on primary basis of band of radio frequencies (subitem 1.1 of the agenda of BKP-15);

does not support acceptance of VKR-15 of the decision on distribution to mobile service on primary basis of bands of radio frequencies 5350-5470 MHz and 5725-5850 MHz for use by systems of land broadband communication (for example, RLAN) in connection with intensive use of these bands of radio frequencies by the existing services and possibility of creation of unacceptable noises to stations of these services (subitem 1.1 of the agenda of BKP-15);

supports the solution of VKR-15 that the needs for range for broadcasting service (taking into account development of new technologies in broadcasting, including television of high definition) can be satisfied on condition of continuation of use of band of radio frequencies 694-790 MHz (subitem 1.2 of the agenda of BKP-15);

supports the solution of VKR-15 that the lower bound of the range distributed to mobile service (including protective band), shall not be lower than 694 MHz (subitem 1.2 of the agenda of BKP-15);

supports the solution of BKP-15, determining that distribution conditions to mobile service of band of radio frequencies 694-790 MHz shall include necessary technical and regulatory restrictions for mobile service for the purpose of ensuring protection of broadcasting and air radio navigational service in the absence of imposing of restrictions or application of additional requirements to broadcasting service (subitem 1.2 of the agenda of BKP-15);

supports the solution of VKR-15 that questions of harmonization of radio-frequency range for applications additional to broadcasting and creation of programs in band of radio frequencies 694-790 MHz shall be discussed within development of the corresponding recommendations and reports of the Sector of radio communication of MSE as it is determined in the Resolution MSE-R 59 (subitem 1.2 of the agenda of BKP-15);

supports the solution of VKR-15 that requirements to the PPDR systems, such as amount of the available and used range, the applied scripts of use of PPDR, can change depending on national interests of the country;

does not object to the solution of VKR-15 on use of standards of the IMT family for the purpose of creation of networks of public safety and assistance in case of disasters, but does not support distribution to mobile service and (or) determination in Regulations of radio communication of new bands of radio frequencies for ensuring work of such networks (subitem 1.3 of the agenda of BKP-15);

does not support the solution of VKR-15 on distribution of band of radio frequencies 5250-5450 kHz or its parts to amateur service on secondary basis in connection with its intensive use by the systems fixed and overland mobile services, and also in connection with inadmissible noises from stations of amateur service to the existing systems that is confirmed by results of the conducted researches (subitem 1.4 of the agenda of BKP-15);

supports the solution of VKR-15 on distribution to the fixed satellite service on 250 MHz of range in both directions (The earth - space and space - Earth) on primary basis for use in geosynchronous orbit in bands of radio frequencies of the range of 10-17 GHz in the Area 1, including in bands of radio frequencies of 13,4-13,65 of GHz or 14,85-15,1 of GHz in the direction space - Earth, GHz 14,5-14,75 in the direction Earth - space, on condition of ensuring protection of the existing services in the considered and next bands of radio frequencies (subitem 1.6.1 of the agenda of BKP-15);
