1. Approve:

1) qualification requirements to social workers, irrespective of pattern of ownership of the subject providing special social services according to appendix 1 to this order;

2) rules of certification of social workers irrespective of pattern of ownership of the subject providing special social services according to appendix 2 to this order.

2. To department of preschool and secondary education, information technologies (Zhontayeva Zh. A.) in the procedure established by the legislation of the Republic of Kazakhstan to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after state registration in the Ministry of Justice of the Republic of Kazakhstan official publication of this order;

3) placement of this order on Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan.

3. To impose control of execution of this order on the vice-Minister of Education and Science of the Republic of Kazakhstan Imangaliyev E. N.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Qualification requirements to social workers, irrespective of pattern of ownership of the subject providing special social services

1. These qualification requirements to social workers are developed according to the Law of the Republic of Kazakhstan of July 27, 2007 "About education", the Law of the Republic of Kazakhstan of December 29, 2008 "About special social services" and establish requirements to social workers in the field of education, irrespective of pattern of ownership of the subject providing special social services.

2. Qualification requirements to the social worker: the higher education in "Social work" or the higher pedagogical education with additional education in "Social work", technical and professional education (social, pedagogical, medical), or (and) availability of the certificate (certificate) on passing of professional development course in "Social work".

2-1. Social workers, irrespective of pattern of ownership of the subject providing special social services respect the rules of professional ethics of behavior of the social workers approved by the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of August 27, 2022 No. 333 (it is registered in the Register of state registration of regulatory legal acts at No. 29355).

3. Requirements to qualification of the social worker of the highest level of qualification:

1) the highest category - the higher education (social, medical, economic, psychological, pedagogical), or (and) availability of the certificate (certificate) on passing of professional development course in "Social work", and (or) specialization/magistracy on representation of special social services, length of service as the specialist of the highest level of qualification of the first category at least two years;

2) the first category - the higher education (social, medical, economic, psychological, pedagogical), or (and) availability of the certificate (certificate) on passing of professional development course in "Social work", length of service as the specialist of the highest level of qualification of the second category at least one year;

3) the second category - the higher education (social, medical, economic, psychological, pedagogical) and length of service as the specialist of the highest level of qualification without category at least one year;

4) without category - the higher education (social, medical, economic, psychological, pedagogical) without presentation of requirements to length of service.

4. Requirements to qualification of the social worker of the average level of qualification:

1) the highest category - education technical and professional (average special, average professional) (social, pedagogical, medical) or (and) availability of the certificate (certificate) on passing of professional development course in "Social work", and length of service as the specialist of the average level of qualification of the first category at least two years;

2) the first category - education technical and professional (average special, average professional) (social, pedagogical, medical) or (and) availability of the certificate (certificate) on passing of professional development course in "Social work", and length of service as the specialist of the average level of qualification of the second category at least one year;

3) the second category - education technical and professional (average special, average professional) (social, pedagogical, medical) or (and) availability of the certificate (certificate) on passing of professional development course in "Social work", length of service as the specialist of the average level of qualification without category at least one year;

4) without category - technical and professional (average special, average professional) (social, pedagogical, medical) or (and) availability of the certificate (certificate) on passing of professional development course in "Social work" without presentation of requirements to length of service.

Rules of certification of social workers irrespective of pattern of ownership of the subject providing special social services

1. These rules of certification of social workers (further - Rules) determine procedure for carrying out certification of the social workers rendering the special social services in the field of education having the necessary qualification conforming to the established requirements.

2. In these rules the following concepts are used:

1) special social services - range of services, to providing person (family) which is in difficult life situation, conditions for overcoming the arisen social problems and opportunities of participation in life of society, equal with other citizens, directed to creation to them;
